3 Executive Summary This is the Department of Administrative Services (DAS) third annual report of the QRF program. This Program facilitates employment opportunities for people with disabilities through the purchasing of their products and services by public agencies. The purpose of this report is to provide our customers and stakeholders statistics, goals, accomplishments and features regarding the QRF program. Some facts about Oregon s QRF program for 2009 include; 41 QRF applications were evaluated and approved, five products and services were re-evaluated for procurement by public agencies, one new service was added to the Procurement List, there were 765 active QRF contracts with state and local governments, approximately 380 price determinations were completed and the Procurement List consists of 108 QRF products and services. The Program implemented the following improvements in 2009: An interactive electronic Procurement List is now available from the DAS SPO website. A revised QRF application to collect more relevant data. Implementation of an orientation program for new QRF applicants The QRF rule revision project is underway to complete the work accomplished by the QRF Advisory Council. Ongoing goals for the Program include; completing the revision and adoption of the program rules, training for public agencies and QRFs on the revised rules, development of an FAQs self-help tool and evaluation of approximately 21 QRF products and services in DAS hopes you find the information provided in this years report valuable. 9 Eastern Oregon QRFs Creating sustainable employment for QRFs located in eastern Oregon is challenging. Rural areas do not have the customer base to offer the variety or quantity of work usually available in urban regions. QRFs located in eastern Oregon have been able to increase work opportunities by offering products rather than concentrating exclusively on trade services. Products can be assembled in-house and shipped to customers located anywhere in Oregon. Three QRFs east of the Cascade Mountains manufacture products to increase the variety of employment opportunities for their clients. Step Forward Activities, located in Baker City, produces a variety of plastic garbage bags and remanufactured toner cartridges for public agencies. New Day Enterprises, located in LaGrande, manufactures gym shorts for Oregon s Department of Corrections. Opportunity Foundation of Central Oregon, located in Redmond, produces wood survey products for public agencies. Collectively, these three QRFs employ more than 300 people with disabilities in rural Oregon. Their QRF status has given them an exclusive market for their products, enabling increased earnings by people with disabilities QRF Report 9
