5 INTRODUCTION When coaches are delivering sessions, it is important that they are appropriately qualified and also meet a number of other minimum standards, such as being appropriately insured and having been subject to safeguarding checks. sports coach UK has recently published the Minimum Standards for Active Coaches Core Guidance, which outlines the recommended minimum standards that all coaches (paid or voluntary) in the UK should adhere to. Please click here to access the document: ctive-coaches Many governing bodies of sport have coach registration and licensing schemes in place. These schemes recognise coaches who: are qualified are active meet the minimum standards the sport deems are required to coach in their sport stay current by regularly undertaking continuing personal development (CPD) to maintain licensed status (part of many schemes). As well as the quality assurance element of schemes (coach registration or licence schemes require coaches to meet a minimum set of standards), governing bodies of sport also have schemes in place to: ensure frequent communication with coaches offer better targeted support and benefits to coaches. Who is this Guide for? The guide has been written for England Coaching Network county sports partnership (CSP) coach development managers and their local partners (local organisations that use coaches eg schools and local authorities). What is this Guide? The purpose of this guide is to highlight which governing bodies of sport have coach registration and licensing schemes in place, and wanted/were able to be included in the guide at this time. For each scheme, it will outline: who the registration or licensing scheme is for which coaches can apply the key elements of the scheme the benefits of being involved (the benefits package associated with the scheme) the re-accreditation process the governing body s key messages to those who use coaches about using registered or licensed coaches an example of a registration or licensing scheme card (where supplied by the governing body of sport). 1

6 How Might it Help me? It is hoped this guide will help you: understand more about the governing body coach registration and licensing schemes featured when recruiting coaches, by highlighting what standards coaches who are registered and licensed with their respective sport already have to meet Association for Physical Education (afpe) guidelines when recruiting coaches to work in schools* raise awareness with coaches about schemes that are in place, and encourage them to be part of their respective governing body of sport scheme support coaches to achieve registered or licensed status, by understanding more about the schemes in place, the initial criteria for joining and what is required to maintain registered or licensed status. Note: At the time of publication, April 2014, the information in this document is correct. However, many sports are keen to ensure schemes stay relevant to the needs of their coaches and are therefore continuously developing and evolving them. The relevant governing body of sport will be able to advise you of any changes, and should be contacted in the first instance with any queries. 8 Angling Trust What is the name of the scheme? Angling Trust Coach Licence Scheme Who is the scheme for which coaches can apply? Both Level 1 and Level 2 qualified angling coaches can apply for the Coach Licence to Practise scheme. Level 1 angling coaches are qualified as assistant coaches and must operate under the direction of a Level 2 angling coach. Level 2 coaches are qualified to coach independently and can direct the activities of one or more Level 1 angling coaches up to a recommendation of no more than four. What are the criteria for initially joining the scheme (accreditation process)? Coaches must: hold a recognised angling coaching qualification (from 1 st4sport Qualifications) sign up to, and abide by, the Angling Trust Equality and Child Protection Policies sign up to, and abide by, the sports coach UK Code of Practice for Sports Coaches provide a photograph for ID card have completed a DBS check through the Angling Trust, or granted the Angling Trust permission to view their online disclosure hold up to date safeguarding and protecting children training hold up to date and valid first aid training. As part of the Angling Trust Safer Recruitment Policy for Angling Coaches, where coaching activity takes place, we would only ever suggest the use of licensed Angling Trust coaches. 12 Archery GB Who is the scheme for which coaches can apply? All qualified coaches can apply for a coach licence. Qualified archery instructors and leaders can also apply for the scheme, but are provided with slightly different licence renewal criteria. What are the criteria for initially joining the scheme (accreditation process)? Coaches must: be a member of Archery GB hold an Archery GB recognised coaching qualification have a valid DBS or enhanced disclosure issued through Archery GB abide by the Archery GB Rules of Shooting and coaches code of conduct agree to the Coach Licence Terms and Conditions. Instructors and leaders must: hold an Archery GB recognised instructor or leader qualification abide by the Archery GB Rules of Shooting and coaches code of conduct. How does the governing body validate this information? Qualification The governing body holds all data as it administers all qualifications. DBS check Online check of disclosure through DBS system Sign up to code of practice Hard copy signature What is the period of the licence? Three years What are the benefits for coaches? Only licensed coaches, instructors and leaders are recognised by Archery GB. By having a coaching licence, you are showing to others that you are an active coach and engaged in development. How much does it cost? The licence is free, but membership of Archery GB costs 33 per year. 8

13 Archery GB Archery GB What is the re-accreditation process, what are the criteria for renewal? Instructors and leaders must: complete an online learning process every three years abide by the Archery GB Rules of Shooting and coaches code of conduct. Level 1 coaches must: remain a member of Archery GB revalidate their DBS or enhanced disclosure issued through Archery GB abide by the Archery GB Rules of Shooting and coaches code of conduct agree to the Coach Licence Terms and Conditions outline coaching undertaken in the last three years and provide references record any CPD undertaken in the last 12 months (not mandatory but required if taking a higher level of qualification). Level 2 and above coaches must complete the above and gain a set number of CPD points over a three-year period. The Archery GB membership is informed if a member is suspended via the quarterly membership magazine. The club, regional and county association is also informed. 10

16 UK Athletics What is the name of the scheme? UK Athletics (UKA) Coach Licence Scheme Who is the scheme for which coaches can apply? All who attend a leadership, coaching assistant or coach level course can become licensed on completion of their DBS check. What are the criteria for initially joining the scheme (accreditation process)? Coaches must: hold a UKA coaching or leadership qualification or award have a valid DBS or enhanced disclosure issued through UKA adhere to the UKA Code of Conduct for Coaches. How does the governing body validate this information? Qualification The governing body holds all data as it administers all qualifications. DBS check Hard (original) copy of disclosure certificate (issued through the governing body). Sign up to code of conduct Online check box Hard copy signature What is the period of the licence? Three years What are the benefits for coaches? The coach is included in UKA s public register of licensed coaches. The licence provides evidence that the individual has received a set standard of training appropriate to their role and gives assurance to athletes that they are insured by UKA. The licence is intended to demonstrate that a particular coach has met minimum standards and attended the required education and training courses provided by UKA. 12

17 UK Athletics How much does it cost? The fee for the first licence is included in the cost of courses. Subsequent licence renewals are supported through the home country federations. A payment of 10 is required for replacement licences. What is the re-accreditation process, what are the criteria for renewal? Revalidate DBS or enhanced disclosure every three years. Yes Further information Breaches of the Code of Conduct for Coaches are investigated by the Welfare department, with decisions followed by the removing or suspension of a licence as appropriate. Any coach found guilty or complicit in doping offences will see their licence removed. Who does the governing body inform when a coach is removed from its scheme due to poor practice? How does it do this? Removal of an individual from the licensing scheme relates to welfare incidents. Those that are in the public domain are communicated through updates from the Welfare department. This information is placed on the British Athletics website and could appear in either the News or Welfare and Safeguarding pages. The sport will communicate internally where a coach s removal from the scheme has an impact on the delivery of programmes. 13

18 Recommendations on using licensed coaches Are there any coaching programmes or environments where the use of licensed coaches is recommended? A licence is linked to insurance coverage to operate in a specific role. We advise all our coaches and leaders to undertake an official UKA programme of training and complete the required DBS or disclosure checks to generate their licence. Where can further information about the scheme be found? oach-licenceinformation/#termsandconditions UKA and the home countries do not employ unlicensed coaches or recruit them to team staff. To gain coach accreditation for events, coaches must provide the required UKA licence to gain access. We recommend to each athletics facility that they ask for and retain a copy of the licence for their own records. Furthermore, we recommend that coaches show their licence on entry to these facilities. Any coach planning to work in a school environment should present their licence to the appointed person within the school for inspection. 14

20 BADMINTON England What is the name of the scheme? BADMINTON England Coaching Register Who is the scheme for which coaches can apply? All qualified coaches can apply to be included on the register. Members of the Coaching Register are insured and licensed by BADMINTON England to carry out coaching activities within the parameters of the award they have gained and adhere to the Code of Ethics and Code of Conduct for Coaches. What are the criteria for initially joining the scheme (accreditation process)? Coaches must: hold a BADMINTON England recognised coaching qualification have a valid DBS or enhanced disclosure issued through BADMINTON England. adhere to the BADMINTON England Code of Ethics and Code of Conduct for Coaches be a member of BADMINTON England How does the governing body validate this information? 24 BaseballSoftball UK What is the name of the scheme? BaseballSoftball UK (BSUK) has two schemes in place: BSUK Coach Register BSUK Coach Licence. BSUK Coach Register Who is the scheme for which coaches can apply? The BSUK Coach Register is a central database for all baseball and softball coaches operating in the UK. Any coach can apply to be on the register, but registration is a prerequisite for any qualifications to be verified and certificates to be issued. What are the criteria for initially joining the scheme (accreditation process)? Coaches must: sign up to the governing body Coach Code of Conduct provide evidence of coaching activity. How does the governing body validate this information? Qualification The governing body holds all data as it administers all qualifications. DBS check Not required for registration Sign up to code of conduct Online check box What is the period of registration? Coach registration is only required once, but personal and contact information should be updated regularly (at least once a year). What are the benefits for coaches of being registered? BSUK is able to maintain a central database of all coaches. This ensures that coaches receive centralised communications about coaching and coach development opportunities, and BSUK can update their qualifications as they progress in their coaching career. How much does it cost? Free BSUK Coach Licence Who is the scheme for which coaches can apply? BSUK qualified coaches at Level 2 or above What are the criteria for initially joining the scheme (accreditation process)? Coaches must: hold a valid BSUK coaching qualification at Level 2 or above (the licence is only valid as long as the qualification is up to date) have undertaken the sports coach UK workshops Safeguarding and Protecting Children and Equity in Your Coaching have a recent DBS disclosure processed by BSUK 20

BSUK would recommend using Level 2 licensed coaches for all delivery in all community and school-based delivery (both in and out of curriculum). This is appropriate for primary and secondary schools, further education colleges and universities. BSUK would also recommend that licensed coaches are used in all club activity, leisure centres and workplace environments, but this is not a requirement. All coaches from Level 1 upwards we also recognise the accreditation of coaches from the previous schemes for insurance purposes as we roll out the new qualifications. What are the criteria for initially joining the scheme (accreditation process)? Coaches must: hold a recognised governing body of sport qualification sign up to the governing body s Coach Code of Conduct. How does the governing body validate this information? The BDA informs the two main governing bodies that it represents (Bowls England and English Indoor Bowling Association), the county coaching coordinator (where one is in post locally) and the club where the coach operates. 25

32 British Canoe Union What is the name of the scheme? British Canoe Union Coach Update Scheme What are the criteria for initially joining the scheme (accreditation process)? Coaches must: have a valid British Canoe Union (BCU) coach qualification (old or new) have a valid first aid certificate recorded on their Canoe England membership record (all except UKCC Level 1) have completed the relevant child protection and awareness requirements (all except UKCC Level 1) hold full comprehensive membership of their home nation association be up to date with current best practice*. * There are three ways in which coaches can evidence this (each being valid for a period of three years): 1 attend a coach update event 2 achieve a BCU coaching or leadership qualification or attend a suitable training course 3 complete a self-assessment form evidence coaching activity and any CPD that has been completed during the three-year period. How does the governing body validate this information? Valid as long as the membership, training and CPD requirements are in date What are the benefits for coaches? Canoe England recognises coaches as qualified and up to date with the sport. The benefits of this scheme include: evidence for deployers or customers that coaches are qualified and updated ability to vote at regional or area coaching representative elections authorised to run BCU tests and awards (eg the Star Awards) providing that they hold the relevant role. How much does it cost? The update scheme is free, but coaches must pay for full membership on an annual basis, which is

Ensure first aid training is up to date Ensure safeguarding training is up to date (Level 2 and above) Evidence of continuous learning or practice by: attending a Coach Update event achieving a BCU coaching or leadership qualification, or attending a suitable training course completing a self-assessment form, evidencing coaching activity and any CPD completed during the three-year period.
