Preliminary The SI (Swiss Informatics Society), the Swiss IFIP Member Very active in IFIP since its creation in 1960 and although not part of the European Community, Switzerland has not only been a founder of IFIP but has continued to contribute towards its objectives and activities without interruption through the personal involvement of its representatives: - active presence in the Executive Board and the Council and 3 Presidents covering a period of 12 years. - R.Morel, Swiss representative to the IFIP GA since 1999, has been Board Member and Councillor from 2004 to Strong and active Swiss presence in the Technical Committees and Working Groups dealing with matters of interest to Switzerland. Today, 78 specialists from Swiss Academia and industry are participating in 11 TC's and 39 WG's. Special positions/officers: 1 TC Secretary, 2 special consultants, 1 Chair of a WG, 2 Vice chair of WG's. The TC representatives are appointed by SI, the Swiss Member of IFIP since The WG members are individual specialists accepted by the WG's for their expertise (there is no country limitation on their number). The personal involvement and the efforts of these specialists contribute, through their international contacts with leading experts, to acquiring and bringing to Switzerland knowledge on new technology developments and strategies discussed within IFIP Working Groups. They are the ambassadors of Switzerland to the TC's and WG's and contribute to the maintenance and improvement of the Swiss international image. This is especially true in areas such as Education, Communications (infrastructure, access, etc..), Security, Software, Human aspects, etc.. which present important interest and potential for Switzerland. Support for these international activities is therefore very important to allow the continuation of an active Swiss participation in the international IFIP activities in all areas of ICT. The Swiss delegates are appointed for a period of 4 years renewable by periods of 2 years. The names of the Swiss TC and Working Groups representatives are published on the SIC Web site Current Delegates to IFIP (GA and TC's The main functions of a Swiss IFIP TC representative are : v to assure the both ways communications between Switzerland and his TC (information to the Technical Committee about latest developments and concerns in Switzerland and information to the interested parties in Switzerland about the TC activities), v organise TC meetings and events in Switzerland when feasible, etc... 3 The Swiss IFIP Committee (SIC) is (since September 2011) one of the Working Groups of the SI (Swiss Informatics Society) which is now the new Swiss Member of IFIP. SIC members are the Swiss delegates to the IFIP General Assembly and to the IFIP Technical Committees. It meets once a year to discuss the annual reports of the TC rep's, past and future activities, participation in Swiss associations and events, issues with IFIP and its TC's, etc.. This paper describes briefly the IFIP Federation and its various bodies, various aspects of the Swiss participation and contributions to IFIP, the associated amount of efforts and tries to emphasise the value for Switzerland of this participation Impossible d'afficher l'image. 8 WSIS + 10 and beyond OUTCOME of 12th of June2014 : everybody i.e. all UN countries agrees with this convergent text of 50 pages to ask UN GA to declare a new decade of activities for the process WSIS. 9 Ø In Potsdam from 30th of June to 7th of July 2014 KEYCIT Key Competencies in Informatics and ICT, In our rapidly changing world it is increasingly important not only to be an expert in a chosen field of study but also to be able to respond to developments, master new approaches to solving problems, and fulfil changing requirements in the modern world and in the job market. In response to these needs key competencies in understanding, developing and using new digital technologies are being brought into focus in school and university programmes. To provide a forum to present and to discuss research, case studies, positions, and national perspectives in this field, the IFIP TC3 event "Key Competencies in Informatics and ICT" (KEYCIT 2014) was held at the University of Potsdam in Germany from July 1st to 4th, The conference was organized into strands focusing on secondary education, university education and teacher education (organized by IFIP WGs 3.1 and 3.3) and was accompanied by parallel conference streams on "Key Competencies for Educating ICT Professionals (KCICTP 2014, organized by IFIP WG 3.4)" and on "Key Competencies in Informatics and ICT: Implications and Issues for Educational Management (ITEM 2014, organized by IFIP WG 3.7). Around 90 experts from 28 different countries all over the world visited the conference and took the opportunity to discuss the subject with colleagues. The presentations selected out of around 80 submissions covered questions like: What are the key competencies in Informatics and ICT of students and educators? How can such key competences be derived, even theoretically? How can key competencies be modeled in competence structure models? How can they be measured using competence level models? How can key competencies be taught in motivating ways? Three invited lectures by Johannes Magenheim (GER) and Sigrid Schubert (GER) on their experiences in the field of competence modeling and measurement in the fields of system comprehension and modeling, by Paul Curzon on his work in the well recognized projects Computer Science for fun - CS4fun" and the "Magic of Computer Science and by Ivan Kalas on his experiences in developing key competencies in Informatics and ICT in primary education completed the program. After the conference the IFIP TC3 Committee held its Annual General Meeting. During KEYCIT 2014, there was an opportunity to finalize the document discussed during : An Open Torun Vision - IFIP TC to 2017 Educational stakeholders and purpose: who and what can be supported better by computers? Arising from the wide experiences and outcomes of the World Conference on Computers in Education (WCCE) 2009 in Bento Gonzales, and the WCCE 2013 in Torun, Poland that focused on Learning while we are connected, this Open Torun Vision directs us towards the future WCCE 2017 in Dublin, Ireland. WCCE 2013 outcomes indicated the many widening concerns of those involved with information processing, whether it be either in computer science (CS) and informatics, or in information and communication technologies (ICT) in education. There is a clear need for a greater detailing and shared understanding of the terms and dimensions we use and how these relate the focus on the subject, creation and programming behind digital technologies, computing, computer science, computing literacy, and informatics, as well as the focus on the applications of technological tools concerned with technology enhanced learning (TEL), ICT, ICT literacy, digital literacy, digital fluency, and media literacy, for example. This discussion is underway, and the Open Torun Vision includes the delivery of clarifying statements and practices through WCCE To consider the futures of both CS and ICT in education cf the full text ( 2 pages in IFIP NEWS of September 2014 page 7/8 or Report 2014 TC3 to SIC Annual meeting 13rd of January 2015 Raymond Morel 9

10 Ø After the conference KEYCIT the IFIP TC3 Committee held its Annual General Meeting.events in Potsdam cf also below the annex The TC3 Strategy; working groups and task forces. After the reorganization of TC3 decided last year, we now have 4 working groups in TC3: WG Informatics and digital technologies in School Education. WG Research into Educational Applications of Information Technology. WG Professional and Vocational Education in ICT. WG Information Technology in Educational Management (ITEM). The working groups have rewritten their title and their aims and scope, and have established their priorities from the next years. After the last WCCE held in Torun, 2013, TC3 has produced the Torun Vision. From this vision, some hot topics have been identified, and will be addressed through appropriate task forces : i. Curriculum - deeper understanding of roles of CS/ Informatics (a task force is launched by WG 3.1 and WG 3.3). ii. Digital pedagogies (will be addressed by WG 3.1 and 3.4). iii. Digital Equity (which can be an IFIP project in cooperation with other TCs; Raymond Morel will take the lead). iv. Stakeholders of Digital education (WG 3.7 will lead this task force). v. Digital Security and Education (a task force is established). 15 Ø 1-3 July 2015 in Vilnius A New Culture of Learning: Computing and Next Generations - IFIP Working Conference IFIP TC3 education has a tradition of organising excit-ing conferences which stimulate discussion, foster the exchange of ideas and knowledge, and generate more informed understanding of the issues of Informatics and digital technologies in education. This is a Working Conference focusing on developing new directions for learning and teaching in e-education and Informatics in school and higher education in an increasingly globalized world. Key questions that we expect to discuss at the confer-ence are: What do we want the next generations to learn? What do we propose as new developments in Informatics (Computing, Computer science) teaching and e-education? How can we support a sustainable education for all children in a digitalized world? How can we influence teaching and learning at school by improving Computer Engineering Education / Informatics Education? How can we research changes that are happen-ing and provide evidence to support future developments? These questions and others that may be generated should be examined in relation to past experiences and future expectations. Other facts linked with Education in Switzerland during 2014 Ø Kommission Bildung of ICT switzerland Position papers on : Lehrplan 21 ICT for Lehrplan-21 (curriculum for primary and low secondary éducation) Informatik an Gymnasien ICT in Gymnasium Zürcher Schulblatt Vision in Zurich area. In addition the Commission KB elaboreted a memorandum on insatisfactory/missing informatics in the Swiss schools. We are far away from a real relection and real /efficient/concrete actions towards the sustainable education in a knowledge society Ø From the SATW ICT Committee to the TPF e-switzerland The SATW closed the Themen Plateform e-switzerland without any preliminary discussion (it s may be what we can called a «special non-ethical or no-deontology attitude in the Academic sphere» more details in an oral way on the SIC AM ). The overall objective of the SOCIAL-IN3 project is to develop a transnational collaborative network of IN3 centers as social innovation incubators focusing on testing social innovations in the local contexts with an ultimate aim to enhance socioeconomic development and increase empowerment of their local communities. 18 is an opportunity for research and international cooperation. The project has three specific objectives creating the IN3 social innovation incubators internationally; developing a transnational IN3 social innovation network; and disseminating and scaling-up of the IN3 social innovations across Europe. The concept of IN3 centers is envisioned to be self-sustained in the model itself; the long-term impact and sustainability will be achieved through dissemination and scaling-up beyond the partners network and the project scope.
