Malitsky, G.M.Dobrov Center for Science & Technology Potential and Science History Studies of the National Academy of Sciences of Ukraine (Tsentr doslidzhen naukovo-tekhnichnogo potentsialu ta istorii nauky imeni steps@nas.gov.ua Abstract: Detailed information is contained about Paton dynasty taking roots in Russia at the end of 17 th century, with highlighting the role of B.Ye.Patons father, Ye.O.Paton, as the founder of the Electric Welding Institute in Kyiv. B.Ye. Paton has been the director of the Electric Welding Institute since 1953 and on, and as early as in 60s the Institute could become the worldwide center in theory and practice of welding, welding and related technologies and their industrial applications (shipbuilding, air and spacecraft). It is shown that efficient research and production works of the Institute resulted to a large extent from finding right solutions to organization-specific problems, as the organizational re-arrangements and search for new methods for quicker industrial utilization of technological developments have been on since 50s till now. The personal contribution of B.Ye.Paton in the Institute s R&D, going back to early 50s, are shown. Personal qualities of B.Ye.Paton are referred to, which show him as science administrator of the new type. Apart from dealing with problems of science & technology origin, Paton had to enter political disputes with country leaders (Khruschev) concerning reorganization (restructuring) of the Academy of Sciences, to withstand the Academy (both the Academy of the USSR and the Academy of UkrSSR) status as the center coordinating R&D performed in all entities across the country. The dispute proceeded in independent Ukraine, resulting in preservation of the Academy status and the core part of the national scientific potential.

Mekh, G.M.Dobrov Center for Science & Technology Potential and Science History Studies of the National Academy of Sciences of Ukraine (Tsentr doslidzhen naukovo-tekhnichnogo potentsialu ta istorii nauky imeni oamekh@ukr.net Abstract: The article is devoted to identification of strong and weak sides and external opportunities and threats existing in the business environment of the city of Kyiv, with emphasis on science & technology cooperation and innovation activities of small and medium size business entities, by way of constructing a SWOT analysis matrix, with outlining general tendencies and development options. A detailed review of SWOT analysis and its applications is given. According to the SWOT matrix produced from the analysis, business performance and business environment in Kyiv can be regarded as the best one in Ukraine. Regarding the weak sides, the most acute problem in Kyiv is in low extent of cooperation between business and S&T sector, which can be judged as negative. However, development strategies for Kyiv, including the new draft strategy for development of Kyiv till the year of 2025, do not rely on the local science & technology sector, and do not accord science the role of a socio-economic development driver. It is argued that in times of global high tech competition, especially in SME sector, a development strategy for a city or a region must necessarily be mission-oriented towards the locally available science & technology capacities.

It is argued that the territorial information system build up should be based on the principle of integrating disconnected and autonomous information resources available with most part of the existing departmental and other systems of territorial monitoring, used for observation, description of performance and analysis of resources and socio-economic conditions of a territory. Studies of good foreign practices show that a priority field of the above mentioned information support is in creating integrated territorial information systems (information and analytical systems (IAS)). Conceptions of IAS, integrated information area (IIA), integrated system of local computer information resources of IAS, system for control of information resources and IAS links, integrated telecommunication media, information protection are elaborated in the LPB context. The main principle behind the IAS design is given. Main technical requirements for the IAS design in the LPB context are given.

Elaboration and implementation of the relevant state program for being an important step, the practice shows that engagement of large numbers of experts without using capabilities offered by relevant advanced technologies makes the works time-consuming and labor-consuming, whereas the results are not devoid of subjectivism. A review of most common approaches to applications of scientometric methods for identification and setting up of advanced S&T fields is contained. Results of a webometric study of methodological and practical issues dealt with in Ukraine and beyond when applying scientometric analysis for priority setting, forecasting and monitoring in S&T are given. It is shown that a strategy for S&T and innovation policy should be developed not only by a purely technological or industrial forecasting methodology, but also by a methodology for forecasting in basic research as a core component in the systemic chain of new technology generation and innovations marketing. The two integral and interlinked components of the integrated process should be coordinated at public administration level, as part of organizing a complex of works in technological forecasting and foresight.

The analysis is made on the assumption that a legally adopted priority is given official preferences, which will have implications for its performance measured by publication activity in the relevant research field. To check the assumption, the on-line reference database Ukrainika naukova, which offers free access to the information about research results of Ukrainian scientists, and the official statistics (State Statistics Committee of Ukraine) on publication activity (Ukrainian journals) by research field is taken. However, neither correlation between the official priorities and publication fields nor impact of the official priority-related policy on the publication dynamics is found. This leads to the conclusion about failure of the policy related with S&T priories in Ukraine; if the situation is not really changed, priority setting in S&T will be a meaningless matter in Ukraine.

Detailed information is contained about forms of international cooperation in doctoral education, such as individual mobility of doctoral students or lecturers in education purposes; mobility of doctoral programs and institutional mobility; setting up new international standards for doctoral programs; integration of international dimension and international standards in doctoral programs; institutional partnership (establishing joint doctoral programs or strategic education consortia). Detailed information on four strategies for internationalization of higher education and doctoral education in European countries (mutual understanding approach, skilled migration approach, revenue-generating approach, capacity building approach) is given. Negative tendencies in training of high qualification researchers in Europe are shown. Profiles of distribution of European countries by the extent of internationalization of doctoral education are discussed. Lessons from relevant trends, problems and practices to be learnt by post-soviet countries are given. The conclusion is made about the need of differentiated approaches to internationalization strategy selection, depending on country economic performance, size and geographic location, prevailing culture, traditions, and quality of local science & technology capacities.

It is shown that because science history studies foster the scientific outlook, participation in the conferences encourages the youth awareness of the role of science, technology and education, their history and current performance. The Organizing Committee includes 2 academicians, 3 corresponding members NAS of Ukraine, 1 member of the Academy of Pedagogical Sciences of Ukraine, 11 professors. The number of participants varied from 18 participants from 3 institutions in 2002 to 101 participants from 19 institutions in Over the analyzed years, the conferences were attended by young scientists, postgraduate students, students and pupils of high schools from 14 cities and 32 universities, high schools and research institutions of Russia, Ukraine, Poland, the U.S., and Turkey. The Conference Proceedings are published each year. These conferences offer a training and recruitment floor for future science & technology history post-graduates coming to Academy institutes and HEEs.

As follows from the information, a unique innovation system could be created in KR mainly due to factors like access to foreign technologies, active government s policy for export orientation of the manufacturing, large-scale investments in the development resources, including human ones. However, a cursory acquaintance with the factors emphasized by experts is likely to picture a rather idealistic portray of the science & technology evolution of RK (the so called Korean miracle ) in keeping with the strategy from imitation to innovation. Therefore, to the author s opinion, investigation of the evolution of RK would require a closer look into the other two factors that are (i) external to the industrial and science & technology sector, and (ii) could have a specific role in the evolution of RK. To the author s opinion, these factors were active support from the outside in the period of cold war and the special status of the chaebol companies.

The all-round erudition allowed him to be in terms with many scientific disciplines. O.I.Kukhtenko made a series of discoveries nearly in each field that he addressed; he produced results of the worldwide significance and created his academic school. Interdisciplinary field of his academic school was launched in the last quarter of the past century, when he was studying issues related with integration of various scientific fiends. Subject to analytical review is his article On the Way to Integrity of Scientific Knowledge, published in 1985, associated mainly with history and philosophy of science and containing important and scientific generalizations and predictions with respect to science integrity. Various methods of theoretical solution for the science integration issue, proposed by him in this article, are analyzed: (i) possibility for synthesis of various sciences taken by pairs; (ii) creation of an integral conception of science on the basis of one generalizing discipline; (iii) classification of the whole complex of sciences, in order to identify causal links between them.

The earliest idea of cosmic hierarchy was grounded on vortical hypothesis of R. Descartes, and was brought forward by E. Swedenborg. The distinction between models of Descartes and Swedenborg is shown. Subjects to detailed analysis are the model of insular Universe by T. Wright, the models of hierarchical building of the Universe by I. Kant and I. Lambert, based on the gravitation theory of I. Newton. Further development of I. Lambert ideas in works of C.Charlier is shown.

Institutionalization of informatics-related field in the USSR within the Academy of Sciences of the USSR, beginning with early 50s of the past century is shown. The Division for Informatics, Computing Devises and Automation was created within the Academy of Sciences of the UkrSSR in 1988, which at that time incorporated Cybernetics Institute and Institute for Problems of Information Registration. The Division was enlarged in 1989 by incorporating the Interbranch Scientific Center for Programming Technologies. Major institutional re-adjustments occurred within the Division in times of independent Ukraine. The Division for Informatics, Computing Devises and Automation was renamed as the Division for Informatics in Rich information is contained about core institutions of the Division (first and foremost, the Cybernetics Institute, the Institute for Registration of Information, The Institute for Software Systems, Center for S&T Potential and Science History Studies, and others), their functional tasks and legal rules governing Division rearrangements. The current nomenclature of institutions incorporated in the Division is given. However, in spite of the powerful capacity accommodated within the Division and the established private IT-industry in Ukraine the national scientific base in the field is out-dated.
