11 Dams Sector Joint Working Groups Security Education: Outreach and training activities, and sector-specific reference documents (handbooks, guides, web-based training, etc.) Information Sharing: Procedures for alerts, warnings and notifications, suspicious activity reporting, open source digests, and exercises Research and Development: Interagency coordination of research and development (R&D) activities, and identification and prioritization of R&D gaps Risk Assessment: Identification, characterization, and prioritization of sector critical assets (Consequence-Based Top Screen); standard attack vectors; and sector-wide conditional risk assessment methodology Cybersecurity: Provide strategic recommendations, review and evaluate research and development efforts associated with the cybersecurity of industrial control systems, and provide recommendations regarding cybersecurity vulnerability mitigation technologies
12 Education and Outreach Activities A number of reference documents jointly developed by public/private sector partners aimed at enhancing protection, security, recovery, and resilience across the sector Security Awareness Handbook: Potential vulnerabilities, indicators of possible surveillance, and suspicious activity reporting Protective Measures Handbook: Measures related to deterrence, physical security, resilience, response, recovery, and mitigation; development of protective programs Crisis Management Handbook: Crisis management concepts as part of an overall risk management plan, emergency action plans, recovery plans, continuity plans, and exercises
13 Training Activities Web-based Modules: Series of online training modules developed by public/private sector partners Crisis Management (IS-870) Available through FEMA EMI Security Awareness (IS-871) Available through HSIN-CI Protective Measures (IS-872) Available through HSIN-CI Security & Protection Technical Seminar 2-day seminar on surveillance detection, suspicious activity reporting, protective measures, and security programs

Consequence Assessment for Dam Failure Course: 2-day course focused on how consequence assessment is an important part of risk management strategies, how to establish initial priorities using consequence data, and how consequence estimation plays an important role in emergency preparedness efforts Provides participants with the information needed to define and estimate consequences for dam failure scenarios Dam-Break Flood Mapping for Emergency Planning Training Course: 1-day course focused on providing participants with working knowledge on the Decision Support System for Water Infrastructure Security (DSS-WISE) (flood inundation modeling) as part of the Dams Sector Analysis Tool (DSAT) Web-based platform Provides participants with hands-on experience using a 2D flood simulation model
15 Information Sharing Activities Homeland Security Information Network Critical Infrastructure (HSIN- CI) Dams Portal: Primary platform for enabling information sharing among public and private sector critical infrastructure partners HSIN-CI Dams Portal provides multiple tools, including: Training/Webinars Suspicious Activity Reporting Document Library Incident Updates Discussion Threads Current Situational Awareness Reports

Dams Sector Suspicious Activity Reporting (SAR) Tool: Provides real-time notifications of potential suspicious activities occurring across the sector (sector-level or horizontal awareness) Automatic notifications are sent within 30 minutes of a newly submitted report to a pre-determined initial list: Dams Sector Councils Dams Sector Intelligence Community Task Group DHS Office of Intelligence and Analysis DHS National Infrastructure Coordinating Center Federal Bureau of Investigation 194 reports submitted to date (since August 2009)
17 Exercise Activities Dams Sector TTX Toolbox (DSTET): Toolbox to assist sector partners in planning and conducting security-based tabletop exercises in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP) guidelines Toolbox contents include exercise planner instructions, a facilitator and evaluator handbook, situation manuals, facilitator briefing slides, invitation letters, sample feedback forms, videos, and exercise reference materials Multiple scenarios included: Active Shooter Threat (Initial Response Phase, Tactical Phase, and Assessment Phase) International Adversary Threat (International Threat Phase, Domestic Threat Phase, and Domestic Attack Phase) Cybersecurity Threat (Internal & External Scenarios)

Dams Sector Information Sharing Drill: Designed for sector stakeholders to measure communications and information-sharing effectiveness within the sector, as well as with external agencies Identifies the Sector s capability to receive, share, and respond to security-related information; to test information-sharing processes and procedures currently in place; and to identify and address information-sharing gaps, issues, and concerns that could affect the sector during heightened threat conditions 110 participants from more than 37 Federal, State, local, and private sector organizations participated in the 2013 Information Sharing Drill
19 Coordination Activities R&D Coordination Efforts: Active coordination of research and development efforts supported by the U.S. Army Corps of Engineers, the U.S. Bureau of Reclamation, and DHS Science and Technology Focus on blast damage modeling and mitigation alternatives for embankment dams, concrete dams, and gate structures VBIED Scenario

ATPlanner-Dams Implementation: Joint DHS-USACE efforts to enhance and provide access to the Anti-Terrorist Planner for Dams (ATPlanner- Dams) software tool ATPlanner-Dams provides approximate blast damage levels through simplified assessments based upon generic attack vectors Initial pilot study conducted in San Diego, CA and completed in January 2011, involving six dams owned by the City of San Diego In September 2011, DHS and USACE completed a joint effort with the New Jersey Department of Environmental Protection to conduct a similar study involving several Stateregulated dams

34 Summary The Dams Sector s security and resilience posture will continue to be enhanced through multiple initiatives addressing priority issues: Support implementation of Executive Order (EO) Improving Critical Infrastructure Cybersecurity and Presidential Policy Directive (PPD)-21 Critical Infrastructure Security and Resilience Expand sector partnerships, and enhance communication and information sharing across all critical infrastructure partners Continue to work with sector stakeholders to identify, prioritize, and pursue mission-essential research and development needs Continue DSAT collaborative efforts, including development of onsite and virtual training opportunities for emergency managers and dam safety officials Conduct technical seminars and specialty workshops to offer information on fundamental security and resilience concepts for dams, levees, hydropower plants, and related critical infrastructure
