Their research has served as an inspiration for students at universities throughout Japan and around the world, helping them develop into persons of great character. The free and open-minded culture of the Faculty can be truly said to have trained those individuals who promote the activities of as a comprehensive university in the social sciences. In the 21st century, we find ourselves amidst massive social change. As Japan becomes an aging society with a low birth rate, it has concerns about such matters as the sustainability of the social security system and a shrinking workforce. Internationally, economic globalization and the rise of emerging markets have called into question Japan s ability to secure its own economic vitality and competitiveness. There are numerous other issues that need to be addressed on a global scale, including environmental problems as well as poverty and inequality in developing countries. Resolving contemporary issues such as these requires, firstly, a deep understanding of social and economic systems. It is also essential to outline a meaningful vision for the future concerning what social and economic systems should look like 10 or 20 years in the future. Also necessary are efforts such as demonstratively elucidating the effects of various policies and systemic reforms and designing mechanisms suited to incentives that move people. The analytical methods and knowledge of economics are essential for engaging in these undertakings. Economics aims to explain social and economic mechanisms through the scientific examination of statistical data and historical materials, to chart the course to a better society, and to generalize logically (i.e., develop theory) based on such knowledge. The Faculty of Economics provides an introduction to methods of examination in order to systematically develop theories and reinforce and revise existing theoretical structures, through a curriculum organized in stages, starting from the student s first year. Through learning this solid economic methodology, which begins with the fundamentals and advances to addressing state-of-the-art issues in the field, students will grow into human resources who have the ability to solve various Economic History and Regional Economies issues faced by Japan and the world. The Faculty was the first of any university in Japan to adopt a unified curriculum from the undergraduate through the graduate level. This system makes it possible to help students steadily improve their knowledge and analytical abilities, ranging from economic fundamentals through advanced and applied subjects, and students who possess the motivation and ability can begin to study graduate-level content while still in the undergraduate program. This unified five-year system that integrates undergraduate and graduate education has already earned a strong reputation for a decade, and it is hoped that numerous students will continue to use this system to acquire abilities that they can put to use in advanced specialized professions. In the academic year, the Faculty began a fullfledged Global Leaders Program (GLP). This program aims to provide instructions to leaders who possess high levels of communication skills in both Japanese and English so that they can succeed on the front lines of the industry, the government, and the academy. Certainly economists with strong theoretical and scientific abilities require strong communication skills in order to communicate to society the fruits of their research, in the form of policy recommendations. The strongest feature of the Faculty s GLP is that it enables students to acquire both English communication skills and the specialized knowledge and analytical skills of economics. The GLP trains global leaders by offering courses in English and by providing opportunities to undertake short-term research abroad and study abroad over the long term. The Faculty is home to numerous faculty members who conduct advanced research at the global level. In addition, many of its faculty members have earned PhDs at universities overseas and have amassed a wealth of educational experience abroad as well. Graduate students first complete their choices from a range of required core courses and then take advanced and applied courses in each field of specialization. The Master s Degree program is divided into the researcher course and the specialized Master s course. Graduate students in the specialized course can apply for three specialized professional training programs: the Public Policy Program, the Statistics and Finance Program, and the Community Research Program. In each program, the aim is to train highly specialized professionals through practical instruction. In both the researcher course and the specialized Master s course, students write their Master s theses under the close guidance of individual faculty members in the University s renowned seminars. Students who advance to the Doctoral Program must pass exams covering the content of their core courses in order to be admitted to the program. Preparing for these exams also serves as an opportunity to reliably and comprehensively acquire the knowledge and analytical methods essential to earning a doctoral degree. In addition to receiving individual supervision through seminars, students in the Doctoral Program may also participate in workshops in each of their fields of specialization. The (Comparative Economics) (Regional Development Economics) workshops take advantage of each faculty member s personal network of researchers, and often Japanese and international researchers who are active on the front lines of state-of-theart research are invited to participate, and they deliver lively presentations of their research results. Workshops, which are held 200 to 250 times a year, not only give graduate students the chance to hear about the latest research but also provide them with opportunities to present their own research. Moreover, by participating, students are likely to receive beneficial advice from faculty members from related fields in addition to learning from their own faculty advisers. 13 For Graduate Students Graduate School of International Corporate Strategy International Business Strategy The Graduate School of International Corporate Strategy at (Hitotsubashi ICS) was established in 2000 as the fi rst national university-based professional school in Japan. Located in central Tokyo, Hitotsubashi ICS consists of the three faculty units of Business Law, Financial Strategy, and International Business Strategy. The Business Law and Financial Strategy units offer part-time evening programs taught in Japanese at both master's and doctoral levels, while International Business Strategy provides a full-time MBA Program and also a DBA Program, both taught entirely in English. The mission of the International Business Strategy unit is two-fold: to develop new generations of global business leaders for Japan, Asia and the world, and to create knowledge and disseminate research output originating from Japan on a global scale. Both of our MBA and DBA programs strive to provide our students with learning opportunities emphasizing practical business knowledge and professional management skills for making a difference in the real world. Our vision and values are summarized in the phrase Best of Two Worlds. We acknowledge that there is no one best way, and that innovation in business comes from facing paradox, combining opposites, and acknowledging ambiguity. Our vision is to be a bridge between East and West, large and small, global and local, old and new, practice and theory, cooperation and competition, and business and society. To realize our mission, vision and values, we host faculty members who are recognized internationally for their contribution in the fi elds of commerce and management, economics, law, and the social sciences. One of the unique features of our faculty is their realworld work experience in business. 60% of our full-time faculty members have worked for multinational fi rms. All of the fulltime faculty members have received degrees from world-class MBA and/or Doctoral programs, and many of us also have experience in teaching abroad. Faculty members are readily accessible to students both inside the classroom and beyond. Our students are diverse in both nationality and background. We have around 50 to 60 MBA students each year, coming from 15 to 20 countries and regions around the world. All of them have at least three years of working experience, with the average length being six to seven years. This diverse setting, together with the small and tight-knit student-faculty ratio of 3:1, makes it possible for our students to gain stimulating learning experiences through casebased class discussions, small group team assignments, fi eld study and independent research projects, among others. By employing a seminar system, which is one of s long traditions, each student is assigned to a faculty member. Seminaradvising faculty members serve as academic advisors while students are in the program, and, as mentors for life, will stay in touch with students throughout their post-mba careers. Through our MBA and DBA programs, Hitotsubashi ICS aims at building a worldwide network of thousands of professionals equipped with the essential capabilities and capacities to manage diversity, foster innovation, and bridge the differences across multiple cultures and business systems

14 Programs Offered in English Graduate School of International and Public Policy (School of International and Public Policy) Global Governance Program The objective of the Global Governance Program is to educate talented individuals with specialized knowledge in such fields as international relations, the history of international relations, and international law, and to train individuals who will play an active role in government, international organizations and NGOs, based on an educational program that concentrates on international relations. There has been an increase in sectors engaged in Asian Public Policy Program Leading to the degree of Master in Public Policy (Public Economics), the two-year master s course at the Asian Public Policy Program (APPP) targets young professionals in Asian governments, central banks and other policy-related organizations. APPP has been and continues to be an important stepping-stone for such individuals to become fully-fledged fiscal or financial economists, economic planners, policy analysts, and policy makers in their governments as well as in international organizations. The course distinguishes itself from other graduate programs offered in the public policy area with its strong focus on economic policy, with almost all of the required and elective courses structured around economics and its applications to policy. The program aims to equip its graduates with the knowledge and skills necessary to analyze and develop policies in the light of a sound knowledge of economic theory. APPP also has a special arrangement with the Graduate School of Economics of, which allows exceptionally talented students to proceed directly to the PhD program in Economics upon completion of their MPP course. activities beyond national borders, and a dynamism has appeared in international politics to form a new order or create a conflict. On the one hand, a horizontal connection in the form of a global civil society has advanced while, on the other, a dark dynamism that brought about events such as 9/11 has developed. It is necessary, therefore, to train people with new ideas who can respond to such changes and become actively involved in conflict resolution, international security, human security and international regional cooperation. The Global Governance Program aims to foster true globalists who can play an active role in this changing world. The program is also especially attractive for the personalized attention it provides to students. The class sizes are quite small at most around 15, and each full-time faculty member supervises only 4 to 5 students per annual intake and is thus able to give close guidance to the students academic undertakings. The small size of the program also allows students to build strong ties with their fellow students, which can last a lifetime, and which will be a valuable asset in their careers. An important network of the program's graduates is emerging, spread across the Asian region. The core faculty at APPP all have extensive working experience in the Finance Ministry, Central Bank, or international institutions including the IMF and the World Bank. They are also engaged in many advisory activities for Japanese and Asian governments. The teaching staff is supplemented by leading academics and practitioners in the public policy area, including visiting lecturers from prominent overseas institutions. All courses are offered in English, and provision is made for those for whom English is not their first language. The program strives to have the student body and faculty members as internationally-based as possible
