9 Disasters also impacts on the quality of water, soil and the environment, which are important dimensions for food security. The Science City of Muñoz has developed 17 water systems in 16 Barangays, and these are being managed by community based water organizations called BAWASAs or Barangay Water and Sanitation Associations. The link of water and sanitation to food security systems is an important aspect to consider in policies and programmes and must be measured at all times when designing food security policies.

21 CONSTRAINTS IN URBAN AGRICULUTURE AND URBAN FOOD SYSTEM

22 Lack of coordination between the National Government and the Local Government Unit of Science City of Muňoz in agricultural project implementation. Lack of financial support from the National Government to sustain agricultural projects and programs. Natural disasters like typhoons and floods bring damage to irrigation systems and farms, upsetting existing food systems as well as disrupting the coordination of crop yield and post harvest facilities. Lack of systematic marketing scheme and post harvest facility.

23 To address these constraints, the following are the recommendations: Up scale the agricultural programs and projects of the city by replicating the best practices in urban agriculture and food security program of other Local Government Units Establish global collaborations and linkages to funding agencies promoting urban agriculture and urban food system. Strengthen the partnership with the different research agencies and institutions, business sectors, non-government organizations and people s organizations. Empower the youth and the women s group to participate in urban agriculture programs.

24 With this developmental sketch, the science city needs to fully sustain its urban agriculture and urban food system policy to primarily help the population in the urban areas to be food sufficient, farmers to be more productive as well as enhance the city s preparedness in any form of climate change and calamities.
