2 Statement Estates and Facilities Health and Safety Officer The Health and Safety Team Dear Colleagues, There have been a great number of significant changes to the Health and Safety management throughout the department this year. I must thank every colleague who has made this possible. Following on from the Health and Safety Audit in June that highlighted areas for improvement, policies and procedures were developed and implemented to improve these areas. The major areas of change this year include a Departmental Health and Safety Policy, a University level Asbestos Management Policy, associated department Asbestos Management System, Management of Contractors Policy with extensive guidance and the development of the Risk Assessment Policy. Health and Safety Officer This report highlights the progress that the department has made with health and safety management over the past year. The period covered by this report is September 2010 August Again the year has been very challenging; however I have endeavoured to provide impartial advice and guidance to staff in the department. I believe that the health and safety systems of the department have improved substantially over the past year, allowing us to achieve CHAS registration. I am looking forward to the coming year to build on the systems of the department to make this a safer place to work for everyone. 3 Executive Summary This annual report produced by for the Estates and Facilities Department of the University of Bradford. The report is a summary of health and safety activities, performance and progress in 2010/11. The report assesses performance for the period 1 st September st August 2011 this is to reflect the end of the financial year of the department. Priorities from last year The majority of the priorities identified in the previous annual health and safety report were achieved. The table below shows which of the priorities were achieved and the ones that were not. Priority Training matrix was produced to identify relevant health and safety training required Start to bring the asbestos register up-to-date Toolbox talks to be delivered to give information to staff New University Health and Safety Policy to be published. The introduction of an Estates and Facilities Asbestos Management System The development of an Estates and Facilities Management of Contractors Policy, and site rules The improvements to the Departments Risk Assessment Policy The introduction of a Work at Heights Procedure The development of the Departments Health and Safety Webpages Achieving accreditation to CHAS Health and Safety Performance The number of incidents recorded for 2010/11 is similar to the previous years when taken the previous year s figure was taken over an extended period.
4 Number of Accidents Annual Health and Safety Introduction This report is a summary of the health and safety performance of the Estates and Facilities department of the University of Bradford from 1 st September st August 2011 it shows the progress made and identifying priorities for the coming year. Accidents/Incidents The numbers of accidents/incidents for the year are similar to the previous year. A complete list of incidents/accidents can be found at the end of this report in the appendix. Chart 1 Number of Accidents from to Chart 1 shows the total number of accidents that occurred in the past 5 year periods. Please note that the period is between 1 st April th August Taking into account the extended period shows that the number of accidents has remained the same. The number of RIDDOR reportable accident reduced this year from 10 to 5 this shows an improvement in Health and Safety management by identifying where incidents could occur and controls measures used. The use over the past year of the Point of Work Risk Assessments could have contributed to this reduction.
5 Chart 2 below shows a breakdown of which sections of the Estates and Facilities department have had accidents for the period Chart 3 shows a breakdown of where accidents occurred in the facilities section for the period addition support will be available for the facilities section to address the number of incidents. Estates Facilities Security Cleaning Portering Chart 2 Chart 3 Chart 4 below shows the kinds of accident that have occurred in the past 5 periods, it clearly shows the areas that need attention to improve the health and safety of the Estates and Facilities staff. Manual handling is clearly the most significant area that needs to be addressed as nearly half of the accidents over the past 5 periods are manual handling incidents. Specific training was given for manual handling this year, however the number of incidents have not reduced, a greater level of supervision maybe required for such tasks. Slip/Trip Struck by something Manual Handling Falls from Height Machinery Exposure to Harmful Substances Other Asbestos Chart 4 Replacement Database With regard to how the risk from asbestos is managed within the University this year has proved to be a success, with the implementation of a University wide asbestos management policy along with the introduction Estates and Facilities Asbestos Management System the risks from this hazard are being managed. The RPS asbestos database will be replaced by Thomsons istar in October, this will be a significant improvement to the management of Asbestos-containing materials within the University.
6 Staff Training It s been another successful period for training. Staff have undergone an extensive programme of training. These have been sourced, organised and administered by Mick Parker. Feedback received has enabled Mick to arrange more specific/relevant courses to fulfil the needs for the department. The table below details the training delivered over the period under review.
