3 IT Experts Who Know Health, Health Experts Who Know IT Today s healthcare challenges are formidable: an aging population, lack of interoperability and health information exchange, patient safety concerns, global military commitments, escalating costs, rising expectations among healthcare consumers, expanding regulatory mandates, complex veterans needs, the threat of bioterrorism and more. The result is unprecedented demands on public, private and military health organizations to reduce costs while enhancing quality of care and service delivery. 5 Trusted Experience on America s Critical Health Programs Health Systems Solutions General Dynamics Information Technology is a leading provider of Medicare-related IT systems and professional services for CMS. We have played a pivotal role in every major Medicare initiative and have worked closely with CMS to implement Medicare reform. Our solutions incorporate a thorough knowledge of Medicare s data life cycle, from enrollment and coordination of benefits to fee-for-service claims processing from payment and remittance advices to provider reimbursement from prescription benefits administration to maintenance of program integrity through rigorous fraud, waste and abuse monitoring. Providing highly skilled teams focused on the latest technologies and healthcare initiatives, we continue to develop and maintain many of CMS systems today. The recently awarded Enterprise System Development contract reinforces the major role we will play as CMS moves forward. HHS Refugee Arrival Data System uses our software life-cycle support to enhance the resettlement of refugees. We also maintain and upgrade HHS Payment Management System, which annually processes over $320 billion in federal grant payments. Health Information Systems Management Complex Military Health System (MHS) projects depend on us for program management support. Selected as a TRICARE Evaluation, Analysis, and Management Support (TEAMS) contractor, our experts support the TRICARE Management Activity and the MHS. We provide critical management support to the Defense Health Information Management System s (DHIMS) EHR program, which develops, deploys and maintains the systems that make up the military s EHR, the world s largest. Our work with the Defense Blood Standard System (DBSS) program office helps ensure that information systems support the distribution of safe and effective blood products. We were also the prime contractor for a CMS feasibility study on personal health records (PHR). This study was the first of its kind to look at how to effectively and securely populate and test the viability of PHRs with Medicare fee-for-service eligibility and claims data. Health Information Systems Deployment, Training and Sustainment As prime support contractor for the U.S. Army s Medical Communications for Combat Casualty Care (MC4) program, we field, train and sustain the Army s medical information management systems on the battlefield. With experts serving in Southwest Asia alongside Army combat forces, as well as in U.S. Air Force and Navy hospitals, our team ensures the operational effectiveness of MC4 systems. This mission-critical work supports the creation and maintenance of a comprehensive, lifelong EHR for all Service members. To date, we have conducted MC4 training to more than 33,000 medical specialists supporting current military operations and have captured 9.5 million electronic patient encounters. General Dynamics Information Technology is one of the MHS primary resources for training support, computer based training, multimedia support and professional development. Supporting national modernization initiatives that improve healthcare delivery while lowering costs. Military, federal civilian and commercial payer organizations rely on our health solutions and program support.
6 Large-scale data warehouses supply invaluable healthcare analytics and benchmark statistics.
7 Data and Analysis Solutions That Drive Value and Quality Health Data Warehousing and Management Nationwide, General Dynamics Information Technology provides solutions for collecting, warehousing, managing, analyzing and reporting large volumes of healthcare data, with more than 2.5 billion claims stored and analyzed annually and more than 300 million covered lives analyzed annually. Our experience in aggregating and analyzing health data includes more than 50 largescale data warehouse development and deployment projects. Among these projects, we developed the national data warehouse for a leading health payer association that provides healthcare coverage for almost a third of all Americans. Today, it is recognized as the richest source of healthcare analytics and benchmark statistics in the healthcare industry. In addition, we are the prime contractor on the development of the Drug Data Processing System (DDPS), for which we provide data warehousing and analytics that support CMS Medicare Prescription Drug Benefit program. Health Analytics and Informatics Working with the Vaccine Healthcare Centers Network, our professionals support the safety and effectiveness of the DoD immunization program. We also support the U.S. Air Force patient safety initiatives with data analysis and safety practices standardization, which reduce adverse impacts and improve patient outcomes at Air Force medical facilities worldwide. Our public health informatics support equips the CDC with effective pathogen outbreak databases for disease surveillance systems. With powerful informatics and tools that expedite the acquisition, standardization and validation of data, our healthcare analytics and informatics solutions transform data into a wide array of automated business content and deliver a superior mix of quality and efficiency measurement as well as fraud, waste and abuse protection. Our quality and efficiency measurement applications provide a spectrum of informatics, transparency reporting and portal information exchange that helps health payers and regional coalitions address the critical need to measure the quality and cost of care. Services include medical cost and utilization review, evidence-based patient management, quality and efficiency metrics, provider performance measurement, plan economics and more. Healthcare fraud, waste and abuse cost the American healthcare system more than $54 billion annually and threaten both the quality of and access to care for millions of Americans. From pre-pay fraud prevention and post-pay detection to comprehensive case management and workflow review, General Dynamics Information Technology is a market leader in program integrity and healthcare fraud protection technology. We have long served multiple health markets, including Medicare, Medicaid, military health, major health insurers and leading Blue Cross and Blue Shield plans. Our experts assist the Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury in establishing a global collaborative infrastructure for increasing the quality of care for wounded warriors and their families. The Army Medical Surveillance Activity, the central epidemiological resource for the Armed Forces, also relies on us for technical and program support. IT and Networking Infrastructure Our experience encompasses large-scale information systems and networks, from military medical systems to critical networks for the U.S. Department of Homeland Security (DHS) and Veterans Affairs (VA). Our deep knowledge in leading-edge network-enabling technologies, such as IP telephony, unified communications and IP video conferencing, provides secure enhanced healthcare services (in specialties such as telehealth, teleradiology and remote polytrauma support) to our veterans at much lower costs. The VA depends on us to design and deploy a new enterprise-wide, locationbased, state-of-the-art, FIPS-2 compliant Wi-Fi infrastructure at more than 230 VA offices, hospitals and facilities. This infrastructure will support mission-critical applications, such as biomedical devices, mobile medical devices, data networking and laptop mobility, asset tracking, voice communications, the Control of Veterans Records System (COVERS) and more. We deployed an IT virtualization solution to enhance the operating environment for the DoD s Armed Forces Health Longitudinal Technology Application (AHLTA) EHR system. The implementation has significantly improved systems reliability and operating effectiveness, further establishing General Dynamics Information Technology as a leader in EHR virtualization solutions. Developing secure networks that support applications like telemedicine and wireless hospital operations.
