Understanding LA County Scale Drives Complexity 4
Our County Is Big Los Angeles County 9.9 million residents most populous county in the USA * Twice the population of the next largest US county Larger than the population of all but 7 states Home to 1 out of every 30 US residents 88 incorporated communities *US Census Bureau,
Our County Is Big Los Angeles County A demographic mix unlike the majority of large metropolitan regions * 92 different languages spoken across Los Angeles Unified School District * *Los Angeles Almanac Hispanic Asian Other White African-American 6
Our Environment Is Broad Total LA County Jail system capacity is 24,000. ADP has ranged from 15,000 (2011) to 22,000 over last 10 years. 16 The Title 15 Challenge Automated Data Capture in a High-Transaction Environment 16
California Code of Regulations, Title 15 Comprehensive requirements for minimum standards for treatment, service levels & living conditions Examples security checks, showers, meals, linen & clothing exchange, yard time 17
California Code of Regulations, Title 15 Failure to Comply Introduces significant safety & legal risks Creates risk to agency credibility & image when media reports surface 18
What Is Title 15? Inmate Staff Officer Who What Service, Treatment or Activity Facility Location Where When Date Time Across all types of scanned activities, total transaction estimate is million per year 19
An Opportunity for Proactive Compliance LASD needs to comply with Title 15 volume & scale requires automation Efforts to comply provide LASD with significant risk mitigation opportunities essential to best practices in a high-volume environment Our ability to show proactive steps taken to reduce risk of injury to or death of an inmate has a direct impact on the size of awards when lawsuits arise Consistent, automated data capture offers other key benefits Holds staff accountable we can document when steps are missed Reduces frivolous lawsuits when attorneys understand we have data Enables rapid clearance of staff wrongly accused of abuse or mistreatment 20
Solution Considerations Volume Data must be captured, stored & available for documentation for more than 140,000 inmates annually, each with multiple transactions per week Retrieval In the event of an incident requiring investigation, LASD must be able to document all relevant who, what when & where data Manual process not an option Scale of information capture is too great Manual data capture would require additional effort for input inefficient & error-prone Information would not be reliable when facing legal challenge Manual effort would result in staff short-cuts In an environment in which the public no longer trusts our word, technology equals credibility. 21
Solution Concept Introduction of an automated data capture application Hand-held wireless devices, leveraging an existing wireless infrastructure (CCX certified) Barcode scanning initial concept for one-dimensional barcodes Direct tie with LASD Jail Information Management System (JIMS) Multiple vendors required to design, prove & implement the solution Hand-held device Database Data capture application software Network 22
Solution Design Elite Client 23
Solution Design Handheld Fully rugged mobile computer from Intermec ounces Designed to withstand 6-ft drop Jail Management System Syscon Elite Database Oracle Data Integrator Light 24
Solution Pilot Initial pilot undertaken in 2006 Scope limited to security checks at Men s Central Jail, with gradual extension to other facilities Results were positive Effective integration at each level of solution Over 60 million transactions recorded during pilot Pilot required to prove many aspects of solution important to resist pressure to broadly roll-out when early feedback is positive Pilot deemed a success Decision was reached to expand scope & cover all facilities: 360 mobile devices in all jails & courts 25
The Solution in Operation Rollout, Technical Challenges & Lessons Learned 26
Deputy operating Intermec device Slightly larger than a typical smart phone 6.3 inches x 3.2 inches 27

Scanning a One-Dimensional Barcode 34
Scanning a Two-Dimensional Barcode 35
Deputy Scanning Inmate Wristband at TTCF Currently deployed in one facility: wristband scans for law library access and shower access. Planning to extend roll-out to all facilities. 36
Title 15 Help Desk Managed by Custody Automation Unit 37
Managing Handheld Devices Custody Automation staff monitoring scanning activity by facility a means to proactively troubleshoot changes in scanning volume 38
Application Testing on Pistol Grip Handheld 39
We ve Encountered Challenges 40
We ve Encountered Challenges We ve encountered challenges in expanding the rollout Various points: multiple vendors, new technologies, time pressures, SMEs pulled to other projects, staff availability, limited test environments, Assigning blame is irrelevant focus on lessons learned Document, document, document Get away from get on the phone 41
Resolving the Challenges Details Performance issues causing officers to reboot If viewed as inefficient or unreliable, operational staff have limited patience Data corruption issues on the handheld occurred when synchronization is interrupted Possible database issues Handhelds getting lost in drawers Response Quick cooperation & problem solving from all vendors Upgraded to newer version of Intermec device Syscon onsite presence, problem identification, resolution & patches 42
Extending Deployment In-Custody Checks Beyond security checks expanding to include inmate location, class attendance, showers, linen exchange Moving to 2-dimensional barcode faster, more reliable to scan Officers on every shift in every facility assigned to do tracking 360 hand-held devices Movements Tracking Mobile Inmate Tracking System (MITS) 200 additional units deployed for scanning at bus loading, arrival at court, return to facility Significant efficiencies Daily movements to & from court average more than 8,000 Over 2 million movements in
Status Monitoring, Custody Automation Unit 44
Dashboards Enable Proactive Monitoring 45
Lessons Learned We underestimated complexity for real-time effort Our next step was complicated moving from paper to a fully automated system (single sign-on, Active Directory, Store & Forward synchronization) went beyond requirements for Title 15 alone Overall strategy in place to use bar codes for tracking many things: MITS (bus transportation), scanning during intake process to track progress against defined time limits Important for LASD to look to more broadly within corrections or private sector to understand how others have approached & solved common challenges LASD pilot might be useful to meet full scale requirements for other agencies 46
Benefits Qualitative and Quantitative 47
Results to Date Compliance with principal directives in Title 15 Documentable, defendable process to comply and show proactive risk mitigation More documented checks provide better insight into potential risks Reduction in suicides / attempted suicides since introduction of security checks Reduction in nuisance lawsuits Holds staff accountable for prioritizing their work security checks move to the top of the list 48
