1 P Vendor Questions Updated as of 6/8/12 Inmate Transportation Services 1. How many people currently hold full time positions for facility inmate transportation? Ten (10) full time positions is what this proposal is based upon. 2. Is the coverage expected to be limited to one shift per day, or multiple shifts (24 hour coverage) Monday thru Friday (excluding holidays)? Monday through Friday estimate 6am. to 6pm. 3. How many hours were expelled during the last three years (2010 thru 2012)? Maximum of ten (10) working positions every day. Hospital Watch Services 5. How many people currently hold full time positions for Hospital Watch Services? None duties completed with overtime personnel unless the on-duty shift can absorb the watch without overtime. 6. How many hours were expelled during the last three years (2010 thru 2012)? Fiscal last year paid 13,212 in overtime. Impossible to extract the exact hours worked because of the hours absorbed by the shift on any given day. 7. How many on call hours were paid out during the last three years (2010 thru 2012)? Summary Time Period On call hours for Hospital Watch Fiscal Year , Fiscal Year , Oct 1, 2011-May 31,2012 4, Note: On Call hours are distinct from "overtime hours".
2 New Questions/Answers as of 6/7/12 General Questions 8. Does a minimum of two years of military or civilian law enforcement experience include corrections and general security experience? Or must they be prior Law Enforcement? 9. Corrections experience is included, but not general security experience. 10. How does PCSO define PPE? What protection equipment will PCSO be providing? PCSO will provide gloves, and blood borne pathogen protection equipment. 11. Due to the complexity of this bid, can the proposal dead line date be extended? Yes, please see Amendment. 12. General Questions Will the county be willing to provide office space for the vendor? There is a possibility but no guarantee at this time that the vendor could use the existing transportation office at the SCJ and could potentially share the CCJ transportation office with the Transportation Unit Sergeant. That would give them access to our computer system to pull court lists and verify inmate dorm locations if necessary; as well as, inmate restraints. Will the county allow vendor to respond to only one project (Inmate transportation services or hospital watch Services)? Or is this an all-inclusive bid? The RFP responses need to be All inclusive. Will the county allow the vendor to cancel the contract with or without cause with a 90 day written notice? No. 13. Technical and Logistic Questions Inmate transportation services What is the maximum number of inmates to be transported during a single trip? There is none. At what frequency do regular transports occur (# of trips per day)? That depends upon the size of the court docket and the internal needs of the jail facilities. There is no real way to gauge that. What is the current number of transport officers assigned to each vehicle? One (1) How many transport miles are expected to be logged in a week? That number is not tracked. Weekly mileage statistics are maintained, but for the entire unit, which is inclusive of long distance transportation. The miles driven each week is directly corresponds to the needs of our agency for any given week. Are male and female prisoners currently transported on a single vehicle (with separation)? Yes How many vehicles / transport teams are expected to be available at all times? There will be a total of sixteen (16). Ten (10) vans, three (3) buses (38-40 capacity), and three (3) mini buses (18-22 capacity) What is the maximum distance of a single transport (round trip mileage)? Normally, a round trip from the South County Jail to Bartow is an estimated ninety (90) miles.
3 However, court deputies are presently used for all internal inmate movement for the agency and sometimes that requires transporting inmates to and from local hospitals. Dependent upon the location of the hospital, the distance and length of a round trip could be expanded. Hospital watch services What is the expected number of hospital watch shifts/admits per day? There is no set number per shift, per day. We provide security as needed (i.e. medical complications to our current inmate population and/or to new arrestees from Law Enforcement). It is our experience that we have had as many as ten (10) inmates at the hospital for each shift to watch. Last year, we had a total of 1,337 inmate hospital watches. We had 35 days with no watches, 175 days with 2-4 watches and 124 with 5 or more watches. This number fluctuates from day to day, shift to shift, and hour to hour which makes determining an average an extremely unreliable number. How many staff should be available at all times for hospital watch duty? That is for the vendor to determine. The vendor must determine how to be able to provide security and be able to report within a reasonable amount of time. Presently, each shift uses what personnel they have available to cover as many of the inmate hospital watches and then calls in overtime to cover the remaining watches. 14. Page Specific Questions Page 5 Is the Monday Friday that is referenced 24 hours a day or set hours? I do not know what this question is related to. Court related duties provided by the vendor will be for Monday through Friday until the job is completed and will be set according to workload (estimated 6am-6pm). Inmate Hospital watches is 24 hour coverage Monday through Sunday. Will the county provide a copy of Polk County Sheriff's Office (PCSO) policy and procedures to the vendor? Yes Where will the property be stored on the van, minibus, bus? Usually there is no inmate property for court related transports. However, when inmates are being transported for release, the property is transported with the inmate and kept separate from the inmates and placed either in a locked compartment or the passenger side of the van. The RFP states, "Vendor is responsible for securing the inmates and moving them from the housing location to the requested transport site including, court release and transferring inmates from housing classrooms and hallway holding cells. PCSO personnel will pull inmates from housing units for the vendor". To clarify the vendor will be allowed into the facility to pickup and delivery inmates to other facilities, with PCSO only pulling inmates from the housing units? The inmates will be pulled by PCSO personnel (housing deputies) from their housing location (dorm) and secured into an adjacent cage or classroom to await pick-up by the vendor s personnel. The vendor will be responsible for securing and transporting inmates from the common areas within housing to either Central Booking and/or the Court Holding Unit area, which is the area where inmates are dropped off for court.
4 Page 6 Is the county willing to do the mandated training if the vendor agrees to reimburse the county? I would think not. The vendor should be responsible for all training of their personnel. What is the number of training hours required initially? And for recertification on an annual basis? Training length and requirements should be established by the vendor for their employees and be an internal requirement. I would think that all we require is that the vendor s staff completes their assigned duties in accordance with our policies and procedures. Page 7 Page 8 What are the sizes and capacities of your vehicles (van, minibus, bus)? Vans we have standard and extended cargo vans being used for inmate transport. The capacity for each is dependent upon the size of the inmates being transported. Minibuses inmates. Buses inmates. Will the vendor be the sole operator of the vehicles that are assigned to this project? I don t really understand the question. The vendor will have adequate vehicles available to complete their assignments each day. However, the Transportation Unit Sergeant has the overall responsibility to meet all of the agency requests for inmate transportation. With that being said, if the Transportation Unit Sergeant deems it necessary to re-allocate a vehicle assigned to court on any given day, he has that authority. Additionally there will be times when the vendor will not need all sixteen (16) vehicles and a portion of them can be re-allocated for PCSO use. Will the county be receptive to a $1.00 lease agreement in order for the vendor to "purchase" the vehicles while under our care? I would think not. We need to maintain control of these vehicles because there will be times when the vendor will not need all sixteen (16) vehicles and the remaining unused vehicles can be re-allocated for PCSO use. Additionally, most of these vehicles are used at night and on weekends by shift personnel to cover inmate movement. Are the vehicles currently segregated to accommodate juveniles, males and females? Yes they are; however, juvenile inmates must be transported in separate vehicles with NO incidental contact with adults AT ALL! What is CJSTC certification? Criminal Justice Standards and Training Commission. This is the body that provides training for our certified and sworn members. 15. What is the typical schedule that is currently in place? Are you expecting 8 hours per person per 10 people or 12 hours per person? I do not know what this question is related to. Court related duties provided by the vendor will be for Monday through Friday until the job is completed and will be set according to workload (estimated 6am-6pm). Inmate Hospital watches is 24 hour coverage Monday through Sunday. 16. Will each person be required to work 5 days per week 12 hours a day for a total of 60
5 hours? Or can this be reduced to 40 hours by having more staff. The staffing model is to be determined by the vendor just as long as the job is accomplished under budget. The number of positions in question are ten (10) total and they get paid forty (40) hours per week. 17. Will vendor have to supply tasers for each employee? The RFP requests that each officer be trained for Taser. The vendor will have to provide all of the necessary equipment for their staff to be able to provide the same level of security that our agency (PCSO) provides currently. 18. What is the most expensive vehicle in the PCSO fleet? The most expensive vehicle is a 2011 Handicap Prisoner $87,796.00
