4 Plan your Career as soon as possible It s always good to start thinking about a career as soon as possible in order to ensure that you choose the correct subjects in school to allow you to apply for further studies after you matriculate. From Grade 10, some schools offer one or two maritime-related subjects: Maritime economics and/or nautical science: MARITIME ECONOMICS is designed for learners to proceed into the maritime industry ashore and deals with topics such as maritime geography, port studies, maritime trade patterns, the structure of the local shipping industry, various aspects of ship operation, the bunker trade, ships agency procedures, shipbroking, cargo clearing, and maritime ecology. NAUTICAL SCIENCE prepares learners directly for a career at sea and covers seamanship, coastal and astro-navigation, ship construction, cargo stowage, and various other aspects of marine science. Many learners do both subjects, irrespective of their career interests. To apply Write a letter to the school of your choice in July of your Grade 9 year, and attach a copy of your school report for Grade 9 June/July. Alternatively Diploma in Mechanical Engineering at any University of Technology The one year of study (S1/S2) is followed by 18 months of in-service training with a shipping company, up until graduation as Deck or Engineer Officer of the Watch. 6 What next - after completing S1 & S2 Tertiary Studies at a University of Technology A. Find employment with a shipping company for months in-service training; You could apply to shipping companies directly in order to gain the required sea time to qualify as an Officer. OR B. Government Funding; You can apply for admission into the NATIONAL CADET TRAINING PROGRAMME, in which case your cadetship in-service training is funded by the South African Government (one of the requirements is proof of South African citizenship as per your ID book). This initiative is to provide opportunities to qualify and obtain employment in the shipping industry and to alleviate unemployment. Successful completion of the programme will enable a candidate to Qualify as Officer of the Watch and to serve as a Navigating Officer or Engineer Officer, depending on which option was chosen, in any shipping company in the world. 11 National Cadet Training Project Summary Introduction The South African Maritime Safety Authority (SAMSA) as part of its mandate by the Government developed a maritime strategy to grow and develop the country s maritime economy. One of the key challenges is the current shortage of both sea and shore based human resources required to support the maritime industry The key obstacle is the shortage of training berths for cadets. In response to this, government, through SAMSA, has decided to fully sponsor cadet training programmes on the basis that third party shipping companies will make training berths available, to train these cadets on their vessels and once qualified to be free to employ these cadets in their own fleets. This will create employment and increase human capital in the industry. SAMSA has in turn contracted the South African Maritime Training Academy (SAMTRA), a non-profit company that specialises in simulator based training and the management of cadet training programmes, to manage all cadets participating in their project. page 11 Booklet.indd 11
12 National Cadet Training Project Summary The intention is to recruit youth from Nautical Colleges who have completed their first year of theoretical studies (for Officer of the Watch level) to induct them with pre sea safety courses prior to them joining the vessels of the companies that are participating in the project in order to obtain their required sea time. These cadets will either follow a SAMSA accredited accelerated training cadetship utilising the SAMSA onboard training record book or the accelerated training programmes for specific companies that will have to be accredited with SAMSA. Either route shall result in a South African qualification as Officer of the Watch in full compliance with STCW requirements. Once qualified these cadets are free to join a shipping company of their choice. It is likely that these will seek employment with the companies in which they served their sea going training. S.A. 13 National Cadet Training Project Summary South Africa s First Dedicated Training Vessel; SAMSA has taken over the recently retired Antarctica supply / research vessel S.A. Agulhas I and has made It available as a dedicated training vessel to meet the shortfall of suitable cadet training berths. SAMSA appointed SAMTRA to manage all aspects of onboard cadet training, which will be achieved through a dedicated training programme and training officers. The opportunity is extended, through a limited number of berths, to other Africa Nations. The vessel will continue to conduct environmental studies adding to the benefit and experience the cadets will gain from this initiative, providing a better understanding of coastal vulnerabilities and ocean ecosystems. Many young cadets have already enjoyed the benefit of the program as SAMSA and SAMTRA work together in empowering our youth. 14 Project structure & roles /obligations The key role players in the project and their roles are as follows: SAMSA funds the costs related to training cadets and has an oversight role on the project and sets project policy. SAMTRA operationally manages the project from cadet recruitment/selection through to final qualification. This includes financial, operational, performance management, legislation compliance, records & reporting etc and ensuring that Cadets qualify with fully compliant STCW certification. Participating shipping companies provide training berths and train cadets as per the normal onboard processes and SAMTRA manages overall cadet performance to ensure standards are met. page 14 Booklet.indd 14
15 Advantages of employing South African seafarers South Africa is on the IMO White-list and Qualifications are fully STCW compliant. South Africa Certificates of Competency are recognised by UK, Australian, Danish, Belgium & other respectable maritime authorities. English language is generally spoken higher education and nautical colleges conduct education in English. Work ethic South Africans are generally regarded as having a sense of responsibility and a good work ethic with a culture of making a plan when required. Companies that currently employ SA officers include Maersk, Safmarine, Smit, Swire, BP, Stolt, Posh Semco, Stena, Tidewater, Sanko, Unicorn and with respect to hotel staff - various cruise ship companies. 16 Frequently Asked Questions What is the employment status of the cadets? Cadets sign a bursary agreement with SAMTRA to cover the terms of the financial support they receive during their training. The only time an employment contract is deemed to exist is when cadets sign on Articles of Agreement on any vessel on which they serve. With an increasing number of shipping companies/ managers participating in the project how are cadets to be rotated between companies? The intention is that a cadet will remain with the company providing the berth and undergo onboard training to that company s standards and will not switch or transfer between companies. This will also be a requirement of SAMSA the Maritime Safety Authority. What qualification will cadets obtain on completion of their training? Cadets will follow an accelerated cadetship which is accredited by SAMSA. Cadets must comply with all SAMSA qualification requirements and once they pass their final Oral examinations, conducted by SAMSA they will be issued with a fully STCW compliant South African Certificate of Competency as Officer of the Watch (Deck or Engine). page 16 Booklet.indd 16

19 Life after the National Cadet Training Project You have completed your training through SAMSA and have now reached Officer of the Watch status on either the Deck or Engineer side and now you ask the question; Where to from here? What is the next step? What training requirements must Officer of the Watch meet in order to obtain higher level Certificates of Competency? Once Sea-time requirements are met, as per the STCW Code, the candidates are required to attend a further year of studies at a nautical college in South Africa. Once successfully completed and once any additional short course requirements are met the candidates present themselves for an Oral examination at SAMSA to obtain the next level of Certificate of Competency and so on till the top qualification is achieved. 22 Work at sea is hard and because of possible bad weather, risk of fire, collision or grounding it is regarded as a high risk work environment What risk cover is applicable in case of a cadet s injury or death whilst signed on a ship? Participating companies/managers provide their own insurance cover which covers a cadet in event of an accident/injury onboard their ship. This insurance cover is limited to the stage where a cadet is landed ashore for treatment. Thereafter SAMTRA has a Group Personal Accident cover for each cadet which will apply to the cadets to cover any possible further medical costs that may occur or in event of a loss of limb, the cost of rehabilitation and compensation for loss of such limb.death benefits also apply. page 22 Booklet.indd 22
