2 DEPARTMENT OF MARITIME STUDIES VISION To be the preferred provider of career-focussed maritime programmes at the higher education level for the African region. MISSION STATEMENT The Maritime Studies Department of the Durban University of Technology is accredited by the South African Maritime Safety Authority to provide quality maritime programmes of education for candidates following sea going and shore based career paths in the maritime and related industries. The Department will address the demographic requirements of the skills development strategies of the Republic while striving to maintain world class status for its graduates. This recognition is accorded to South Africa by the International Maritime Organisation as one of only two African countries whose maritime certificates of competency are recognised as being on a par with the best in the world. What is a University of Technology? A university of technology is characterized by being research informed rather than research driven where the focus is on strategic and applied research that can be translated into professional practice. Furthermore, research output is commercialized thus providing a source of income for the institution. Learning programmes, in which the emphasis on technological capability is as important as cognitive skills, are developed around graduate profiles as defined by industry and the professions.

PROGRAMMES OFFERED BY THE DEPARTMENT Programmes are offered in this Department which, upon successful completion, lead to the award of the following qualifications: Qualification SAQA NLRD Number ND: Maritime Studies PROGRAMME INFORMATION AND RULES 4.1 On the basis of a variety of placement assessments, successful applicants for study towards a National Diploma will be accepted into either a threeyear minimum or an augmented, four-year minimum programme of study. An augmented curriculum has been devised for the Marine Engineering programme with a year long bridging course at Thekweni FET College. Successful learners from this programme are guaranteed a place in the Departmen't's Diploma programme. The bridging course should enhance learner development and improve the learner's chances of successful completion. 4.2 Minimum admission requirements: Compulsory Subjects HG SG NSC Rating English (Primary) E D 4 Substantial achievement English (1st additional) E D 4 Adequate achievement Mathematics E D 4 Substantial achievement Physical Science E D 4 Substantial achievement 4.3 RULES FOR THE DEPARTMENT OF MARITIME STUDIES Instructional Programme offered in the Department National Diploma: Maritime Studies to be completed in a minimum of four semesters of theoretical study (2 years) and a minimum of 12 months experiential training Entrance Requirements to the National Diploma Programme In addition to the General Rules pertaining to entrance requirements (Rules G5, G6, G7, G8 and G9), the Minimum Admission Requirements should comply with those in 4.2 above. As places on the course are limited a selection process is implemented, based on the following criteria: Level of achievement in English, Mathematics and Physical Science Interest in/aptitude for a career in the shipping industry - 3 -

6 Employment status (if any) The Department may require applicants to undergo various psychometric tests and/or an interview to establish aptitude and interest. The number of learners accepted each year will depend on the growth policy of the Durban University of Technology and that of the Department. Selection will be determined according to the level of achievement in the above subjects, and according to employment status. Learners taking the seagoing option must undergo an official SAMSA eyesight test at the South African Maritime Safety Authority, Suite 1401, Kingsfield Place, 30 Field Str, Durban, Tel. No Failure in this test will mean that a seagoing career option will be denied. In addition an approved SAMSA medical examination is recommended to ensure that any medical conditions, which preclude a seagoing career, are detected before embarking on this course of study Work done during the Semester In addition to the General Rules pertaining to the above (Rule G12) the following specific rules apply: The semester mark in all subjects, where there is no laboratory/practical component, shall be compiled on the basis of the average of at least two test marks In subjects where a process of continuous assessment applies, sub-minima may be set for certain tests, or practicals. Details will be contained in the relevant Learner Guide Special Tests A special test may be granted by the Head of Department to a learner who has been prevented from taking a test: by illness on the day of the test or immediately before it, provided that the learner submits a medical certificate on which a medical practitioner, registered by the Health Professions Council of South Africa, Homoeopath or Chiropractor, registered with the South African Associated Health Board, specifies the nature and duration of the illness and that for health reasons it was impossible or undesirable for the learner to sit for the test, and that the learner submits such certificate to the Head of Department on the day as determined by the practitioner that the learner should return to lectures immediately following such illness, or on one of the two following working days: or by circumstances which, in the opinion of the Head of Department, were beyond the learner's control at the time of the test, provided that satisfactory evidence of such circumstances is provided. Such circumstances shall not include: - 4 -

7 (i) any misinterpretation by the learner of the date, time or venue of the test; (ii) transportation difficulties, where the learner's residential term time address is within the area serviced by a scheduled bus or commuter train service to the central Durban area, and provided otherwise that the learner informs the Head of Department of such difficulty prior to the time of commencement of the test; (iii) failure by the learner to bring to the test venue any equipment normally required for that subject as specified in the study guide for the particular subject. For the purpose of this rule test shall mean any written, oral or practical test, set for the purpose of determining or contributing towards a semester mark for a subject, and shall include tests set for subjects which are evaluated by continuous evaluation.\ Any learner who misses a test and who does not qualify for a special test, and any learner who qualifies for a special test but fails to write it, shall be awarded a zero mark for the missed test Subject Options Where there are options in subjects that may be studied towards a diploma, the Department reserves the right not to offer any particular subject should there be insufficient enrolments for that subject Supplementary and re-write examinations Re-write examinations are not permitted in this department Supplementary examinations - General Rule G13(3) applies Refusal of Re-registration A learner who has not successfully completed any subject after two periods of registration shall only be permitted to re-register for that subject at the discretion of the Head of Department. (A subject for which a learner de-registers after the last day of registration during the first term in either semester shall count as a period of registration.) A learner who has been refused permission to re-register for a subject in terms of Rule , and thereby will be unable to complete the qualification will not be permitted to register for any other subject in that qualification A learner who has not completed the diploma within six years of first registering, may at the discretion of the Head of Department, be refused permission to re-register, or may be accepted subject to special conditions

8 A learner wishing to appeal to the Faculty of Applied Sciences against the application of this Rule must submit to the Faculty Officer a statement in which the learner explains the reasons for his/her appeal. This appeal must be submitted to the Faculty Officer within ten (10) days of being officially notified in writing that the learner has not been permitted to register. No appeals will be considered after this Promotion to a Higher Level In addition to Rule G21, no learner in this department shall be permitted to register for any Level Il or Level III subject unless he/she has obtained at least three full credits for the previous level. No learner shall be permitted to register for a Level III subject unless he/she has passed all required Level I and Level II subjects. No learner is permitted to register for a higher level in a subject before having passed the lower level in the subject or the lower pre-requisite subject Syllabi The syllabi for all National Qualification subjects offered in this Department are published in alphabetical order in Section 5.3 of this Handbook Experiential Learning This programme requires the learner/candidate to undergo a period of Workplace Integrated Learning (WIL) as part of the course. All prescribed compulsory and elective subjects (instructional offerings) and the prescribed WIL component must be completed in order to qualify for the qualification. Although the Institution undertakes to assist the learner/candidate in obtaining suitable experiential learning placement, the onus is on the learner/candidate to find an employer. The employer must be accredited by the Durban University of Technology for the purposes of experiential learning. An experiential learning agreement creates a separate contract between the employer and the learner/candidate. As soon as the learner has been accepted for work integrated Learning (WIL) he/she must register with the Department Secretary. This component is of 12 months duration and takes place on completion of S2. The following subject comprises the experiential training component of the programme for seagoing learners: - 6 -

9 Register Code Subject MPSG201 Maritime Practice (Sea-going) On completion the learner must produce his/her Onboard Training Record Book. The following 'subject' comprises the experiential training component of the programme for shore-based learners: Register Code Subject MPSB201 Maritime Practice (Shore-based) Guidelines for experiential training will be in the appropriate Log Book which is made available to learners on registration for this component. Learners must comply with the reporting requirements and on completion the completed Log Book must be presented to the Head of Department for approval and signing off REQUIREMENTS FOR CHIEF MATE COC Marine Notice No. 14 of 2001, Point No 2, states: The required academic subjects are covered in the S3 and S4 syllabi for the courses offered at the Durban University of Technology and Cape Peninsula University of Technology. This means that a candidate for the Chief Mate Certificate of Competency must complete S3 and S4 before being eligible to sit the final (Level 3 Assessment) examination. From January 2002 only candidates holding a pass from an accredited training institution in S3 and S4 will be eligible to be examined for the Chief Mate Certificate GENERAL DEPARTMENTAL RULES Learners must comply with the departmental regulations Learners must comply with the departmental general conduct regulations Pass Requirements The requirements for gaining a credit in any subject are described in Rules G15 and G19, with the exception of the following subjects: Navigation l (both modules), ll and lll Naval Architecture l, ll and lll The requirements to obtain these credits are more stringent and details are provided in the syllabi section Award of the Diploma The National Diploma is awarded on successful completion of 24 subjects in either the Navigation or the Shore-based programmes

21 6. RE-REGISTRATION RULES Refer to Rule G3 for Registration requirements of the institution. Foreign students please note the special requirements in Rule G4. Exclusion Rules Note that the safety subjects of Navigation and Naval Architecture, from S2 to S4 level, require a final mark of not lower than 60% for a pass. The institution's G17 rule will apply to learners who are considered to be not making satisfactory progress in any subject
