1 Standard II: Student Learning Programs and Support Services Standard II.C. Update December 1, 2014 Team Leads: Primavera Arvizu and Odella Johnson Team Members: Michelle Pena, Bill La, Steve Watkin, Sandi Taylor, Reggie Bolton The institution offers instructional programs, library and learning support services, and student support services aligned with its mission. The institution s programs are conducted at levels of quality and rigor appropriate for higher education. The institution assesses its educational quality through methods accepted in higher education, makes the results of its assessments available to the public, and uses the results to improve educational quality and institutional effectiveness. The institution defines and incorporates into all of its degree programs a substantial component of general education designed to ensure breadth of knowledge and to promote intellectual inquiry. The provisions of this standard are broadly applicable to all instructional programs and student and learning support services offered in the name of the institution. II.C.1. The institution regularly evaluates the quality of student support services and demonstrates that these services, regardless of location or means of delivery, including distance education and correspondence education, support student learning, and enhance accomplishment of the mission of the institution. (ER15) In Progress Bakersfield College is committed to student success and evaluates the quality of its support services and demonstrates this regardless of location and means of delivery to enhance the mission of the institution. Through its instructional programs, Bakersfield College continues to identify student learning outcomes for all courses and continues to implement and reassess program learning outcomes and infuse them across the disciplines. Courses are offered at the Panorama Campus and at satellite locations including the Delano campus via face to face and distance education modes. The Educational Master Plan is the primary document, which addresses all of Bakersfield College s planning needs. Through evaluation of this document the College s programs and services remain consistent with its mission through the annual program reviews, annual meetings, and dialogues attended by faculty, students, and administration. Since the success of its students is part of the Bakersfield College mission an intentional priority to become an exemplary program is outlined in the Strategic Plan. The objectives of this plan outline the colleges intent to support student learning programs and support services. However, it is through the Bakersfield College Scorecard that the process is evaluated for student success, sustainability, and accountability. The Student Success and Support (SSSP) Plan supports the college s mission to address the issues of retention and success rates. Efforts to maintain and support our mission are additionally outlined in the Bakersfield College Equity Plan. Bakersfield College has adopted activities and procedures which will routinely support our mission to address issues related to student success through the Making It Happen (MIH) initiative. Student Services uses program review, strategic planning, institutional goals and the educational master plan for defining its integrated Student Services goals and Student/Administrative Learning Outcomes.
2 The outcomes relate to the planning, analyzing, redefining, improving, streamlining professional development as well as addressing technological and research needs. This process allows annual assessment of identified goals and it part of the planning processes. Bakersfield College student services have continued to provide appropriate, comprehensive, and reliable services. In addition to the services described in the 2012 Self Evaluation, the institution has offered extended service hours, increased outreach services to the greater Bakersfield area and expanded Student Equity activities. All student serving offices extend operating hours until 6:30pm during the first week of each term. Outreach efforts include orientation, assessment and counseling at all service area high schools and community agencies, such as the adult school. Student Equity activities are being developed through a campus wide Student Equity plan finalized Fall Bakersfield College provides co curricular programs which continue to enhance the social and cultural aspects of the educational experience of is students. BC offers 18 intercollegiate sports for both male and female student athletes. Bakersfield College Athletic programs are evaluated yearly through an Annual Program Review. In the spring of 2014, the Athletic Department established a Budget & Leadership Committee to develop policy and processes which allowed more collegial input into the Annual Program Review process. In the fall of 2012, GoGades.com website was developed to keep fans, alumni and prospective student athletes up to date on weekly sports updates, schedule of events. Also a recruiting questionnaire was added to help prospective students to may contact with the coaches of our intercollegiate teams. Student Government Association presents students opinions, need and concerns to campus, district and state committees. SGA allocates student fees to program and services that directly benefit students. In the spring of 2014, the Student Government Association implemented changes to their constitution and budget allocation model. The SGA s Constitution and Bylaws were clarified in order to allow students to work under the guidelines and mission of the institution. The reevaluation and modification of the SGA s budget allocation model, allowed for funding to be distributed more equally throughout the campus. Bakersfield College is taking an active step to student success and services. Student Support Services utilizes an array of measures to meet the needs of our diverse student population. The creation of the High School Mentor Liaison program designed to build a unified relationship with the surrounding high schools. Student Outreach is also bringing workshops to the high school students to create that smooth transition to college. To facilitate the growing population of students, campus committees were created to streamline the entire matriculation process. The Online committee, Probation Committee, and Student Success/SARS alert Committee uses the student data and feedback from other faculty and staff to make a more accessible and engaging to the students. Several other committees were constructed to govern the issues that develop on campus. The Student Affairs Leadership Team along with the Student Support and Support Program will examine the needs of the students and provide the addition of counselors and educational advisors. The assessment committee has modified the way students are assessed prior to attending classes. With the implementation of Accuplacer and Multi Measures students will receive a more accurate placing based on their results and prior course history. The student success committee analyzing data to determine the needs of the students is developing new student success courses. Bakersfield College has adopted and adheres to admissions policies which are consistent to our mission that specify the qualifications of students for appropriate programs. The College catalog is updated on a
3 yearly basis with changes in admission policies, any additions or deletes of degree, certificates, and transfer goals. The Catalog and addendum are available online. Bakersfield College defines and advises students on clear pathways to complete degrees, certificate, and transfer goals. The College has DegreeWorks Audit System which shows pathways, complete degrees, certificate, and transfer goals online for students. After evaluating the effectiveness of the college admissions and placement instruments in Spring 2014, Bakersfield College replaced COMPASS with ACCUPLACER as its placement instrument test to properly place students in appropriate basic skill courses. ACCUPLACER is a web based application that is currently used by Cerro Coso and Porterville colleges. ACCUPLACER is used by a majority of CCCs and allows more testing opportunities at the college service region high schools. ACCUPLACER automatically uploads scores and placement level into Banner and allows automation of multiple measures by weighting the value and placing the student using an algorithm. The automation process will greatly reduce the human error of inputting test scores into Banner. The College meets each section of the Standard. 4 Eligibility Requirements #15 Student Support Services Through the Student Services Review process, the Student Development coursework, and Student Learning Outcomes, the College continues to focus its attention on student learning and support programs, which provide for the continued assessment of all of its programs, services, and students. The use of assessment data provides for the continuous improvement of its services to students. #16 Admissions The College The Admissions and Records Office provides accurate, prompt, helpful information and service to students, prospective students, staff and the general public about admissions, registration, academic policies, and student records. They provide assistance and information to consumers and assist incoming students to identify a program of study which contributes to student success. 5 Actionable Improvement Plans #3 Student Support Services To enhance the efficacy and efficiency of students maneuvering through college processes, Bakersfield College under the direction of the associate vice president of student services will: Review the latest plans to remodel the current Student Services Building into a one stop center. Assess the student services needs of the student population. Create a reasonable timeline for the remodel. In the case that funding opportunities arrive, Bakersfield College would be ready to submit its proposal. Progress In the previous report the development of the Bakersfield College one stop plan was under the direction of the vice president of student services; however, under the current Bakersfield College organizational chart, the vice president of student affairs will direct the remodel plan for the Student Services Building into a one stop/big tent or Welcome Center. The plans have been developed and approved for the Student Services remodel; however, a funding source has no bee identified, as yet.
