1 Call for Submissions: Direct Purchase of Public Art for Community Common Park 1. PROJECT BRIEF The City of Mississauga in Ontario, Canada wishes to purchase an original readymade public artwork(s) for the recently constructed Community Common Park in downtown Mississauga at Living Arts Drive. The City is looking for a professional artist or artist team whose artwork can bring an innovative approach to the site. Preference will be given to artists who live, work and/or study in the city of Mississauga. Artwork can be composed of a variety of materials and/or media and should be interactive and visually engaging. Consideration for the artwork should include the following. The artwork: should provide visual interest on the berm (e.g. through shape and/or bright colours); should inspire interaction with the park and/or the art piece itself; should complement the park s design and have particular resonance on the site and its immediate context; should inspire local residents and visitors to the city, including youth and older adults; AND may incorporate themes of wind movement, views, the park s geometry (particularly the berm), play, and/or the environment See Appendix A for photos of Community Common Park, identifying the area within which the artwork shall be installed. A detailed site plan and topographical plan will be made available via electronic mail. Please send request to public.art@mississauga.ca in order to obtain these documents. It is highly recommended that applicants visit Community Common to see the park and the surrounding area first-hand. 2. TECHNICAL REQUIREMENTS Please note the following technical requirements for the artwork. The artwork shall: shall fit physically within the area proposed; shall be constructed of durable materials and in a manner that requires little or no ongoing maintenance and will make the artwork resistant to weather, theft and vandalism; shall meet all City of Mississauga standards, including safety, permits and by-laws; AND, shall be suitable for a public space and should therefore avoid sharp edges, points, projections, or pinch-points which may cause injury by impact. 3. LOCATION The proposed site of the artwork is situated on the top of the berm in Community Common Park, west of the Living Arts Centre from Princess Royal Drive to Confederation Parkway. See photos in Appendix A for the proposed artwork location.

2 Community Common is a new urban park destination in downtown Mississauga. The 1.4 ha (3.4 ac.) park designed by Janet Rosenberg and Associates Landscape Architects is located west of the Living Arts Centre and is bounded by Living Arts Drive, Princess Royal Drive and Confederation Parkway. One Park Tower by Daniels Corporation, a residential condominium, is immediately to the northwest, while another development block is under construction along the park s northeast boundary. This distinctive public open space within the City Centre is meant to provide for the needs of the local community and it also provides a connection between various parks around the City Centre, including Mississauga Celebration Square and nearby Zonta Meadows Park. As a park for the local community, particularly open space for residents in the condo towers, it is designed for activities such as walking, jogging, people watching, visiting with a friend, reading; walking your dog, playing frisbee or catch with a ball; building a snowman as well as programmed activities such as Tai Chi and spillover from larger events on Mississauga Celebration Square. Plans for the park include the following features: flexible areas of open green interior space for a diverse range of passive activities; central social plaza to attract residents and visitors from all sides; a water wall feature and trough with band of light adjacent to the social plaza; an iconic one storey washroom pavilion; an enclosed off-leash dog area; large-growing shade trees and colourful lime-green planters along the street front; AND, seating options include regular benches along the north east-west spine; large slab benches, moveable bistro chairs and tables within the plaza. 4. BUDGET The total budget for this project will be $50,000, broken down as follows: Artwork purchase and installation $50,000* * The fee includes all expenses related, but not limited to, the preparation and submission of detailed renderings, coordination and technical consultations including engineering approval or other expertise as required, preparation of any information and/or documents required for installation, attendance at meetings and site visits, travel to the site and to meetings, insurance as required by the City of Mississauga, purchase of the artwork and relevant materials, delivery to the site, installation, drafting of a maintenance plan and an artist statement for the completed artwork. Note: in the event that below grade footings are required in order to anchor the artwork(s) in place on the berm, any fees associated with obtaining structural certification will be the responsibility of the Artist. 5. PROPOSAL SCHEDULE July 9, 2013 RFP opens July 19, 2013 Deadline for artist questions to Public Art Coordinator July 30, 2013 Deadline for submission of all proposal materials to the Public Art Coordinator by 4:00pm EST August 2013 Public Art Selection Committee meets to review proposals and choose Finalist We will endeavor to notify artists of the results of this request for proposals in August 2013, subject to internal approvals. The City reserves the right to solicit public and technical feedback on the proposals and/or to interview artists and check references as required. City of Mississauga reserves the right to not select or retain an artist and/or to not proceed with the Community Common public art purchase. The schedule below is provided as a guideline only and is subject to change. 3 It is expected that the development of art concepts and technical documentation will be completed within the schedule as above and will not incur delays to the project. 6. SUBMISSION Artists are requested to submit their qualifications and a proposal for the Direct Purchase of Public Art for Community Common Park by 4:00pm Eastern Time, Tuesday, July 30 th, 2013 to the address below. The artists will retain copyright over their proposals, but the proposal material may be used by the City in meetings with stakeholders and City staff. Interested artists must exercise care when completing their submission as failure to fully and accurately complete the required documents may affect the evaluation of their submission and may cause their submission to be rejected. Please note that the proposals will not be returned. Qualification requirements: Artists must submit one (1) CD/DVD (PDF and/or Word files only) and five (5) paper copies in letter-sized format of the following information: 1. Artist's Statement: no longer than one single-side letter-sized page, outlining your artistic practice and approach, why you are interested in this opportunity and a description of the work. Include maintenance and foundation requirements. Please include a statement that the information contained in the submission is in all respects true and correct to the best of your knowledge. 2. Artist s CV: highlight relevant experience on projects similar to or directly related to this project. 3. References: Please include contact name, title, organization, telephone number and address for three relevant references. Proposal requirements: Please submit the following: 1. Up to 10 digital images of the artwork(s) including: o scaled plans, elevations, sections and/or details as applicable o concept sketches, 3D visualizations, photos and other images as applicable o all relevant dimensions, weight, original completion date, current location, materials, and budget. 2. Maximum one page written statement describing the artwork and approach. 3. Proposed budget for fabrication, construction and install. Image submission specifications: 72 DPI to a maximum of 768 pixels in the largest dimension Do not submit compressed files (WinZip, Stuffit, etc.) Do not submit materials that require software, plug-ins, extensions or other executables that need to be downloaded or installed. Artist Teams: Submissions from artist teams are acceptable, but only one proposal is allowed from the team and any artist on the team. The submission must clearly note the lead artist who will be the main contact, representing the team, in this process. Provide only one Artist Statement. Provide CVs and references for each team member. EVALUATION An Art Selection Committee, composed of members of the project team and a local citizen with arts/design expertise, will consider the following criteria in selecting an artist: Qualifications and artist statement (40 points): Artist s interest in the project and approach as expressed in the artist statement (10 points). Qualifications and professional experience of the artist (20 points); AND, Artist s demonstrated experience on relevant projects (10 points). Artistic Proposal (60 points) The artistic merit of the artist s proposal (40 points); The feasibility of the artist s proposal to meet the requirements and installation, e.g. safety, structure, ability to meet budget and schedule (10 points); AND How well the proposal meets the Project Brief above, including suitability to site context (10 points). Finalists may be asked to attend an interview with the selection committee. The City will not provide compensation for proposals or to finalists to attend the interview. Any costs to the artist associated with participating in this selection process, including submission and proposal preparation and attending interviews, shall be borne by the artist. 8. RESERVED RIGHTS OF THE CITY OF MISSISSAUGA The City, at its sole discretion, reserves the following rights: to request clarifications or additional information, as it deems necessary to evaluate submissions to determine the suitability of the submission and capability of the prospective artist to select the artist(s) that it deems most appropriate for the project to make no selection or to cancel this process at any time to issue public announcements regarding the competition This document and any submissions in response to it by prospective artists does not create any binding obligations on the City, the prospective artist, or any other party.
