3 MISSION STATEMENT Judo Ontario is an association where dedicated volunteers and professional staff provide leadership, athlete development and promotion of positive Judo experiences for all Ontarians. VISION To be the leader in Canadian Judo by tripling our membership, increasing our membership services and dominating competitively on the national and international scene. VALUES Judo creates a positive experience for all participants in a safe environment Judo develops Life skills which will benefit participants throughout their life Judo gives an opportunity to all Ontarian s regardless of age, gender colour, race, ethnic origin, sexual orientation, social economic status Judo develops dignity, confidence, and self-esteem through the discipline of Judo Judo promotes the team work necessary for individual success Judo teaches the principle of mutual welfare and benefit Judo teaches the application of maximum efficiency in all aspects of life 3
4 1. PARTICIPATION & DEVELOPMENT Overview The integration of Judo Ontario programs across Ontario as implimented by the Technical/Coaching Director, Technical, High Performance Committee and LTAD Chair. These programs are derived from the Long Term Athlete Development Model. The key to Judo Ontario s future is the success of these programs. Immediate plans include: the implementation of a consistent curriculum for promotion of judoka from initiation to intermediate stages of development; the implementation of consistent competition-tournament standards for beginners and intermediate judoka; the promotion of the athlete development model approved by Judo Canada, and through it the implementation of higher standards of service delivered to all members of Judo Ontario. Further plans include expansion of direct Judo Ontario services in competitions for Masters/Veterans and introduction of modified judo programs for underprivileged populations, etc. The standards of coaching are being changed as per the New NCCP Competency Based paradigm. By the end of the season Judo Canada will conclude the transfer of former level 1; 2; 3 technical coaching and certification Programs to this new format. A new generation of certified coaches will be competent in delivering judo programs as promoted by the Judo specific LTDM. With initiatives such as school programs, Youth Violence Control With Judo ECLIPSE, Promotion of Women s participation in judo, Visually Impaired, we will further promote the values of judo across a broad spectrum of our society. 4
5 Goal: PRIORITY AREAS 1. Sport Development To increase the number of Ontarian s involved in judo at all levels and in different forms of participation. OBJECTIVES, OUTCOMES AND OPERATIONS To provide leadership to the Judo Community in Ontario, that is consistent with the generic Canadian approach as promoted by the Long Term Athlete Development Model. Actions 1. Identify NCCP course conductors who will work under the jurisdiction of the of Technical on implementation of the LTDM recommendations. 2. Publish the Judo Ontario Tournament Standards and Judo Ontario Sanctioning Policy documents for all aspects of judo and levels of competitions in conjunction with the Judo Canada Sanctioning Policy. 3. To establish one comprehensive competition calendar for all age groups in Ontario. Technical Competitions Competitions 5
6 2. Membership To increase the number of registered judoka in Ontario. To facilitate the registration of all judokas. To retain more judoka of older age by offering to them alternate solutions adequate to their interest and capacities. Actions 1. Implement a NO REGISTERED MEMBERSHIP NO JUDO Operations principle 2. Fully activate the membership software and promote its utilization Operations 3. Offer a full spectrum of competition for Kata and Veteran participants Technical in judo National Championships. 3. Athlete Development To promote implementation of recommendations coming from the review of the Long Term Judoka Development Model. Actions 1. Implement modified tournament regulations and standards for children in the U 13; U 11 ; and U 9 age groups Competitions 2. Update the new NCCP programs to further implement the LTDM recommendations in particular to the U13 and younger age group LTAD & NCCP Chairs 3. Improve Competitive opportunity for early specialization age by introduction of the U15 category into the National Championships. HPC Chair 6
7 4. Coach Development To enhance the ability of Coaches/Instructors to support the development of judoka at all levels. Implement the coaching certification standards as promoted by the New NCCP. Transfer credentials of coaches certified in the old NCCP level to the New NCCP format. Actions 1. Introduce the NCCP module for Coach of Developing Competitor NCCP Chair 2. Integrate the Dojo Assistant and Multisport A modules into one course. NCCP Chair and 3. Integrate the Dojo Instructor and Multisport B courses into one learning NCCP Chair experience. 4. Host a Provincial Coaching Symposium Technical 5. Youth Participation To develop and promote judo programs that could be offered outside of the scope of traditional programs available at judo clubs. These programs must reach out in particular to the elementary and high school environment. Actions 1. Expand the Judo Canada ECLIPSE program into a number of Aboriginal communities with a specific element of the program addressing promotion of judo to this population. Aboriginal Chair 2. Collect and Distribute information on Best Practices on introducing Judo in and after school and community programs in various regions of Ontario. Marketing 3. Develop resource manual on how to run effective judo business program Marketing 4. Develop and deliver if and when necessary, a basic introduction to judo course for PE teachers without prior judo experience. 5. Promote the club development program JD SD JD SD 7
8 6. Athletes with a Disability To improve the capacity to accommodate athletes with disabilities in judo programs. Actions 1. Offer a Professional Development course for coaches/instructors who work with athletes of special needs, including Visually Impaired. Technical 2. Secure separate funding for the Visually Impaired judo programs. Technical 7. Officials Development Provide seminars and clinics across the Ontario to improve the competency level of referees. To train minor officials as per standards of the Judo Ontario Tournament Standards Policy. Develop a levy at all Judo Ontario Sanctioned Tournaments to contribute to the Referee Development Fund. Action 1. Develop a Referee Development Fund to assist in referee programs and costs. Referee Chair 2. National Referee Clinic delivered during National Championships. Referee Chair 3. Develop a new program to promote refereeing within competitors. Referee Chair 4. Deliver Minor Officials training at Provincial level events. Referee Chair 5. Hold 3-4 provincial level refereeing seminars in different Ontario Regions Referee Chair 6. Hold 1-2 regional level refereeing seminars in each of the Ontario Regions Referee Chair 8
9 8. Women s Participation To increase participation of women in all aspects of the sport. Actions 1. Develop policy for Women s representation on the Judo Ontario Board of Directors. Board of Directors 2. Feature female participants on our website. Web Chair 3. Select a female coach. Technical 4. Send the female coach to Nationals. HPC Chair 9. Resources Maintain and improve funding to produce quality promotional material to stimulate public interest. Action 1. Define a format for Judo Ontario internal and external communication, including a format for the Judo Ontario News Letter. Web Site Chair 2. Maintain a well updated Judo Ontario Website. 10 2. EXCELLENCE Overview Judo Ontario has recently reorganized the administration by hiring a professional Technical/Coaching Director as opposed to an Executive Director. For the last 4 years, Judo Ontario has been the only province without a Regional Technical Supports staff partly funded by Judo Canada. Our Technical/Coaching Director will be working with the National Coaching Staff and Provincial Coaches to bring an elite stream of athletic development to Ontario Judo. Judo Ontario has a Ontario Team Handbook that clearly defines a high performance system that is fair and easy to understand to the aspiring Judoka. Policies covering athlete selection criteria, injury, appeal mechanisms, harassment, code of conduct, athlete agreements, coaches and support staff selection. The criteria are objective and/or based on measurable outcomes. The system is administered by the of Technical and the Judo Ontario s High Performance Committee. Goal: To ensure that Ontario judoka develop the capacity to win medals at National and International events To provide services and support to athletes with identified potential to medal at the National, International and Pan Am Games. 10
11 PRIORITY AREAS 1. National Team Programs OBJECTIVES, OUTCOMES AND OPERATIONS To provide programs and support that will enable Ontario Judoka to place consistently in National and International events. (Senior, Junior, and Visually Impaired). Action 1. To take full advantage of our new office location and make use of the facilities available. 2. Determine individual Training Programs for: 1) targeted athletes; 2) carded athletes; 3) Development Team athletes. Technical HPC Chair 2. Visually Impaired Judoka (VI) 1. VI athletes train under the supervision of coaches certified by Judo Canada. JC VI Coach 2. VI athletes participate in minimum three Judo Canada projects per annum. JC VI Coach 3. Athlete Centered To provide programs and leadership to young, talented and dedicated judoka. To create excellence through a goal oriented training environment. To make program decisions with the best interest of athletes as the priority. Action Secretary 1. To involve an athlete representative in Judo Ontario s Organizational General Structure. 11
12 4. Coach Driven To provide Professional Coaching to elite athletes. To implement coaching accountability standards based on clearly defined outcomes and evaluation procedure. Action 1. The Technical/Coaching Director will deliver programs approved by Technical the HPC. 2. President, 1 st and of Technical evaluates Technical Director/Coaching Director annually. President 3. Coaches working with the Ontario team must abide by the coaches hand book and sign the coaches code of conduct. Technical 5. Centered Elite Training Concept To make full use of our new office facilities that has access to a large judo club on site. Action 1. Move office to the Japanese Culture Centre with access to a judo training centre. 2. Develop Elite Training Programs for U15, U17, U20 and seniors. 1 st Technical Director 3. Monitor and work with Quest for Gold athletes. Technical Director 12
13 6. Regional and Provincial Competitions To improve regionally and provincially sanctioned tournaments that will promote the development of athletes as identified in the reviewed LTDM. Increase the quality of all judo tournaments taking place in Canada. Action 1. Review the calendar of competitions; Implement changes consistent with recommendations of the sanctioning committee. 2. Review the Standards of the National Sanctioning Policy and implement them into the Ontario Sanctioning Policy. Competitions Competitions 13
14 3. CAPACITY Overview Capacity: Human resources, organizational structure, membership size and profile, administration, staffing, volunteer resources, etc. Organizational capacity must allow Judo Ontario to meet expected outcomes while meeting the eligibility standards set by Judo Canada and the Ontario Government. Further to that, Judo Ontario services a cultural component specific to judo. Unlike in most sports, the cultural component in judo requires a significant administrative attention and services. Matters like grading, certification, traditional hierarchy in the dojo structure vs. NCCP, masters/veterans and kata competitions, recreational sport programs, etc, are absent from vocabularies of most national sport associations. The challenges to meet service expectations are many. Judo Ontario has a strong representation on the Judo Canada board of directors and also on numerous committees within Judo Canada. Goal: To maintain a positive environment for the growth of judo in Ontario To provide all judoka in Ontario with an environment and tools required to assist them in maximizing their goals regardless whether these are results at the elite level or practicing judo for enjoyment and recreation. 14
15 PRIORITY AREAS 1. Promotion of Values Ethics and Services OBJECTIVES, OUTCOMES AND OPERATIONS To promote values and ethical standards as desired in society and endorsed by Judo Ontario sponsors. Action 1. Adhere to approved Judo Ontario policies and adopt policies common to all sport activities. Board of Directors 2. Produce, publish and distribute educational materials that provide simple and easy to understand information and advice on what are our values and ethical standards and expectations. Marketing 3. All New NCCP programs promote and require commitment to the Code of Ethics and Code of Conduct Technical 2. Administration To improve the quality of administrative support to Judo Ontario members. Action 1. Contract a Data Base Company to maintain the Judo Ontario Registration Data Base Marketing 2. Modify the existing Committee Structure Secretary General 3. Organize and service Committee s meetings as required. Committee Chairs 4. Apply for a financial support as required. 5. Report updates to partners and sponsors as required.
