1 Vermont Recovery Network 200 Olcott Drive White River Junction, VT The Vermont Recovery Network currently consists of 11 recovery centers in the state of Vermont who come together to support the development and delivery of recovery support services. 2 A. Organizational Leadership 1. The Vermont Recovery Network Executive Council will consist of board members appointed by the boards of each participating recovery service organization. The Council was tasked with advising the Vermont Department of Health in prioritizing services, considering funding needs for recovery centers, reviewing recovery center funding proposals, and providing recommendations for disbursement of funds for the support of recovery centers. The executive council, working with the Department of Health, will have oversight of the recovery centers. 2. Vermont Recovery Network will maintain an Oversight Process, with an established peer governance protocol in collaboration with the Vermont Department of Health. 3. Each recovery service provider organization (including VRN) will maintain an active governing body in the form of a functioning Board of Directors that is distinct in composition from its operating and administrative staff. 4. The Board of Directors of each recovery service provider organization will maintain by-laws, maintain personnel and operational policies, promulgate the principles set forth in the VRN service plan, and function in an ethical manner. 5. Each recovery service provider organization will maintain a board on which a majority of its members self identify as being persons in recovery. 6. Each recovery service provider organization will maintain a schedule of regular Board of Directors meetings, which will be held at a minimum of four times a year. 7. Each recovery service provider organization will maintain a Board of Directors membership list. It will include phone, , and postal contact information. Updates will be ed to the Network each quarter. 8. Each recovery service provider organization will maintain a formally designated staff position responsible for daily operations and administration; this position is distinct from the governing board. 9. Each recovery service provider organization will identify a designated representative to attend and participate in Vermont Recovery Network Executive Council meetings and Quarterly VRN meetings. Each representative must actively participate on at least one VRN committee. 10. Each recovery service provider organization will maintain a job description for each paid staff position that will provide the basis for supervision and periodic job performance reviews. 2

Each recovery service provider organization will adopt and maintain at least the minimum code of ethics agreed upon by the VRN and assure that staff members understand and adhere to their organization s code of ethics. 12. Each recovery service provider organization will maintain lockable, secure file storage space for personnel files, computer files, and other files that contain information about staff or participants. 13. Adherence to VRN-approved Standards will be monitored by annual site visits. 14. Each recovery service provider organization will be a recognized 501(c)3 nonprofit organization in good standing with the State of Vermont and the IRS. (Forming organizations have traditionally had an existing member of the Network serve as their fiscal agents until they have their own nonprofit status.) B. Organizational Quality 1. Each recovery service provider organization will have a written mission statement consistent with the Vermont Recovery Network s guiding principles of peer-based recovery. 2. Each recovery service provider organization will have a written policy which outlines a commitment to preventing discriminatory practices. Said policy will address nondiscrimination based on race, religion, gender, ethnicity, age, disabilities, sexual orientation, addictive process, mental health status, and/or real or perceived HIV status. 3. Each recovery service provider organization will have a posted policy that defines a process for visitors and participants to bring grievances or concerns about policies and procedures to the attention of successively higher levels of authority up to and including ADAP. 4. Each recovery service provider organization will maintain liability and property insurance at or exceeding the levels specified by state and local funding requirements. 5. Each recovery service provider organization will maintain a practice of collaboration with local prevention groups, treatment providers, and partner agencies, while clearly retaining the role of a peer support organization. 6. Each recovery service provider organization will submit information for demonstrating the effectiveness of recovery support services. Quarterly Data Collection Reports will include the elements specified in the Vermont Recovery Network Service Plan (which can be found at: 3
4 C. Operational Standards 1. Each recovery service provider organization that runs a recovery center will maintain local, consumer-driven, non-residential facilities that provide peer supports, sober recreation activities, volunteer opportunities, community education, and recovery supporting services. 2. Recovery support service provider organizations will assist people in maintaining alcoholand drug-free lifestyles with opportunities to improve their qualities of life through age, gender, and culturally appropriate supports. 3. Recovery support service provider organizations will assist people in their efforts to maintain recovery, prevent relapse, and, should relapse occur, to return to recovery. 4. Each recovery service provider organization that runs a recovery center will provide a sympathetic ear, information about recovery, and information about substance abuse services in a safe drug-free and alcohol-free environment. 5. Each recovery service provider organization will provide non-clinical services. These recovery support services will assist visitors with establishing community connections that lead to employment, housing, and other social supports. 6. Each recovery service provider organization that runs a recovery center will provide a welcoming environment for people of all races, spiritual approaches, sexual orientations, disabilities, and all paths to recovery, including people whose recovery includes the use of medication. Recovery centers will include people who are involved in all recovery approaches. 7. Each recovery service provider will post its hours of operation (minimum of 40 hours a week). 8. Each recovery service provider organization will maintain a code of conduct for visitors that will be prominently posted. 9. Each recovery service provider organization will participate in fire and safety inspections semi-annually. 10. Each recovery service provider organization will ensure that all volunteers and staff are familiar with emergency policies and procedures. 11. Each recovery service provider organization will maintain an ADA-compliant facility. 12. Each recovery service provider organization will have staff present during hours of operation to ensure participant safety and to ensure that visitors have access to recovery support. In cases where funding levels prevent adherence to this standard, staffing support will be provided by seasoned volunteers who have experience with the recovery process. 4
5 D. Standards for Recovery Services 1. Each recovery service provider organization that runs a recovery center will serve people seeking and maintaining recovery from addictive disease and addictive behaviors. Recovery centers will support people struggling with personal addictions, as well as friends and families of those struggling with personal addictions. 2. Recovery service provider organizations will work to avoid power differentials between the recovery worker and the person receiving support. 3. Recovery service provider organizations will adopt strengths-based approaches when working with individuals to address aspects of their lives that are causing problems, utilizing positive reinforcement to develop solutions. 4. Recovery service provider organizations will practice inclusion. 5. Recovery service provider organizations will utilize participatory processes and will work to develop consensus, when possible. 6. Each recovery service provider organization will require all volunteers and staff to complete an application and screening process. 7. Each recovery service provider organization will maintain a volunteer manual outlining volunteer duties, job responsibilities, and job descriptions. Staff will conduct periodic volunteer trainings and meetings to provide support for volunteers. 8. Each recovery service provider organization will require all recovery workers to complete an orientation and training on center policies and procedures before commencing their assignments. 9. Each recovery service provider organization will provide all recovery workers ongoing training and supervision. In cases where a recovery worker repeatedly breaches the Network standards and/or ignores ethical boundaries, supervisors are asked follow a progressive discipline process. This includes accommodation in cases where remediation is appropriate or termination if necessary. 10. Each recovery service provider organization will maintain a community resource guide and provide training to support volunteers and staff in helping visitors to access local resources. 11. Each recovery service provider organization will maintain manuals outlining processes and procedures for the provision of uniform recovery services such as: Recovery Coaching, Making Recovery Easier, Seeking Safety, Recovery Wellness Action Planning (WRAP), Making Change, Wits End, All Recovery Meetings, and Recovery is the Solution Groups. Providers are expected to deliver these models with fidelity. 5
6 E. Standards for Recovery Service Provider Audits By reviewing the evidence available for a specific peer support program, each of the best practice standards can be audited using the chart below. The ratings are as follows: 1. This best practice standard is not applicable to this organization. 2. Completely fails to meet the best practice standard. 3. Partially meets the best practice standard. 4. Mostly meets the best practice standard. 5. Completely meets the best practice standard. These ratings can be used to decide on action priorities (Low, Medium, or High) that can be found on the Recovery Service Provider Audit. Best Practice Standard Rating Action Priority A.
