2 I. Overview As a Seattle University student, faculty or staff member, the authorized driver has been given certain privileges. He/she assumes the duty of obeying all motor vehicle laws, maintaining the vehicle properly at all times and, otherwise, following the policies and procedures outlined below. II. Driver Authorization Guidelines A. Authorization Process Seattle University has a comprehensive driver authorization process. All applicants must be a current Seattle University faculty, staff or student and have a current driver s license issued in the U.S. or a U.S. territory. Additionally, applicants are required to be at least 19 years of age and must apply for driver authorization each academic year. The steps to obtaining driver authorization are as follows: 1. Complete the Driver Safety Training by EduRisk -ALL applicants. One time training. 2. Complete the Van Safety Training -ONLY applicants who wish to drive 12-passenger vans. One time training. 3. Submit the Application for Driver Authorization -ALL applicants. Completed each year. 4. Complete the behind-the-wheel, Van Safety Orientation -ONLY applicants who are 19 or 20 years old. One time orientation. B. Age Requirement Seattle University Community Members who are at least 19 years of age can seek authorization to drive. 19 and 20 year old applicants must first complete a pre-authorization screening process before moving on in the authorization process. Additionally, 19 and 20 year old individuals who seek to only drive standard size campus cars, trucks and SUVs for work purposes (NOT 12-passenger vans) do not need to complete the behind-the-wheel, large van orientation. Additional items for 19 and 20 year old individuals seeking authorization to drive large passenger vans: 1. Must complete a pre-authorization screening process SPRING Page 2
3 2. Must have a valid driver s license for at least 3 full years prior to the time of applying for driver authorization 3. Valid driver s license must be from the U.S. or a U.S. Territory 4. Must complete a behind-the-wheel, van safety orientation C. MVR Authorization Screening Applicants with any of the following on their MVR will not be approved to drive: 1. Cited for one or more (at fault) accident within the past 3 years. 2. Suspension or revocation of driver license within the last 3 years. 3. Conviction for Reckless Driving or DUI within the last 5 years. 4. Three or more non-accident moving violations within the last 3 years. 5. Conviction for hit and run, racing, implied consent, speeding tickets of 75 mph or more, or more than 15 mph above the legal limit or other serious violations. D. Violation Examples The following are examples of serious violations, which will likely prohibit driver authorization approval: Leaving the scene of an accident Reckless/careless driving Speeding more than 15 mph over the posted limit Driving under the influence or impaired by alcohol or drugs Use of vehicle in drug trafficking, reckless homicide, soliciting or unlawful use of weapons Driving under suspension or revocation Fleeing a police officer Vehicle theft Chemical test refusal Improper or illegal lane change Following too closely III. Driver Standards and Restrictions A. Standards Fines for parking or moving violations are the personal responsibility of the driver, unless accommodations are provided by the driver s sponsoring university department. The Department of Public Safety & Transportation will not reimburse or pay for citation(s) from departmental funds. Failure to report violations will result in appropriate disciplinary action. Vehicle User and/or Department assumes full responsibility for all financial obligations incurred as a result of: 1.failure to return vehicle as indicated, 2. failure to clean vehicle, and 3.damages as a result of misuse while renting the vehicle. 4 To reduce driver distractions, the front seat passenger is deemed the Designated Driver Assistant. Such responsibilities shall include but are not limited to reading maps/navigating, use of mobile technological devices and caring for passenger needs (radio, air conditioning/heater, etc.). Graphic posted in vehicle as a reminder (SEE ADDENDUM I below) Only current Seattle University students, staff or faculty are to drive or be transported in university vehicles. Drivers of SU vehicles will not pick up and/or transport hitchhikers. Graphic posted in vehicle as a reminder (SEE ADDENDUM I below) The use of seat belts and shoulder harnesses is mandatory for driver and passengers, individuals are limited to one person per operational seat belt. Graphic posted in vehicle as a reminder (SEE ADDENDUM I below) B. Restrictions Drivers of SU vehicles shall obey all motor vehicle laws and regulations. Any person under the influence of alcohol, narcotics, intoxicants, or prescription drugs, which impair, will not operate the vehicle. Seattle University has a no-tolerance policy for the use of controlled substances or alcohol in relation to the operation of University policy. Because of the potential for impaired physical and/or mental functions, persons arriving with hangover, significant illness, or sleep deprivation (less than six hours of sleep) are not permitted to drive. Travel is restricted between the hours of 12:00 AM and 5:00 AM unless a waiver is received in advance from the Department of Public Safety & Transportation. No individual shall be permitted to drive for more than four (4) continuous hours or 250 miles, whichever comes first, without at least a one (1) hour break. For trips over 250 oneway miles, a minimum of two authorized drivers per vehicle is required. Graphic posted in vehicle as a reminder (SEE ADDENDUM I below) Vehicle will not be used for any unlawful purposes, or in any race, speed test, or contest. Vehicle will not be driven off road If there are passengers in the vehicle, ask another individual sitting up front to adjust the stereo or climate control system as needed. A secondary option is to pullover to make adjustments. Graphic posted in vehicle as a reminder (SEE ADDENDUM I below) Towing of other vehicles by SU vehicles is strictly prohibited. Use of radar detectors in the course of operating and SU vehicle is strictly prohibited. IV. Accidents/Repairs Insurance cards and instructions are attached to the wallet on the vehicle key ring. 5 Accidents must be reported to the Department of Public Safety & Transportation ( ) as soon as it is safe to do so (preferably within 2 hours). V. Mobile Technology Device Guidelines Drivers shall comply with all federal, state, and local laws and regulations regarding the use of mobile technology devices including cellular phones. Use of cell phone or route checking by driver is prohibited while vehicle is in motion. Use your designated Driver Assistant, the front seat passenger, or simply pull over. The driver s top priority is safety. Cellular phone calls using hands-free technology while driving is prohibited. Sending or reading text messages or s, dialing cellular phones, viewing television, videos or DVDs and inputting data into laptop computers, personal digital assistants or navigation systems is prohibited while driving. VI. Vehicle Operating Guidelines A. Vehicle Loading Procedures Load vehicles with people and equipment from the front to back, being attentive to equal passenger-to-driver side vehicle weight distribution. Keep the center of gravity as low as reasonably possible. Doors should not be blocked in any way that would inhibit the evacuation of a passenger in an emergency. Any equipment that would be needed in case of an urgent situation (first aid kit, chains, etc) should be packed last and instantly accessible. No rooftop loads or luggage are allowed without prior permission from the Department of Public Safety & Transportation. In vehicle luggage shall not be packed above seat-level and no windows shall be blocked while vehicle is in motion. B. Vehicle Operating Procedures Before and throughout the outing, drivers shall continually assess the location s environmental conditions to determine whether an alternate route, itinerary adjustment, different risk management strategy, and/or trip cancellation would be appropriate measures for insuring safety at any point before or during the trip. At any time pavement conditions change (due to weather, traffic or road conditions); drivers will reduce speed appropriately. For increased visibility, keep headlights on at all times when the vehicle is in operation. SPRING Page 5
6 When reversing, use a spotter outside of the vehicle to assist with backing out of difficult parking spots. Honk the horn around blind corners to warn other vehicles. Long or steep downhills downshift into 2nd or 1st gear and do not ride the brakes. They may fail and cause driving to become dangerous. On multi-lane roads and highways, drive in the right lane except when passing. Otherwise, you force other vehicles to pass you on the right, where you have less visibility. Close all windows and doors as soon as the van is unloaded. Back or side doors left open keeps the dome light on, which can result in a dead battery. C. Vehicle Rental Charges SU Van Rental Charges Basic Rental Fee $12.25 Mileage Fee $0.55 per mile driven over 25 miles Trash Disposal $50.00 Failure to return vehicle by the scheduled return time: $50.00 Penalty $12.25 for each of the following violations: o Failure to cancel reservation 48 hours prior to check-out time o Failure to clean vehicle and return in same operational condition as when checked out o Failure to accurately record beginning and ending mileage o Failure to attach gas receipt / fill gas tank o Failure to return contract o Smoking in van (no smoking allowed in van) Enterprise Van Rental Charges 12-passenger van: $ per day 8-passenger SUV: $99.00 per day 7-passenger minivan: $61.00 per day 5-passenger car: $42.00 per day Unlimited mileage. Cancellation policy: o 3 business days or more advance notice: no charge o Less than 3 business days prior to trip departure: Full rental charge VII. Vehicle Check-In/ Check-Out Guidelines A. Pick-up Procedures & Pre-trip Inspection SPRING Page 6
7 Pick-up Procedures Van keys are checked out from the Department of Public Safety & Transportation during business hours (M-F 8:30-4:30). For afterhours, holidays and weekend van rentals, drivers shall call the Seattle University Communication Center ( ) and identify themselves as picking up a van rental. A public safety officer will assist the driver with the checkout process. Drivers will need to bring and supply their state-issued Driver s License for verification of authorized driver status. Vans are parked on the first floor of the Murphy garage. Drivers shall adjust the vehicle s mirrors and, if possible, set audio and climate controls before departing. If the vehicle needs fueling before departure, SU Vans have a Shell gas card in the wallet attached to the vehicle s keys. After fueling, the receipt must be kept and submitted in the key wallet when returning the vehicle. If using an Enterprise rental, drivers will either need to use a departmental credit card or personal funds and request a reimbursement for the personal funds by attaching the original receipt/s to the van contract. Departments will be billed back for the gas reimbursement. Pre-trip Inspection A pre and post trip inspection form is included with the vehicle rental contract. Drivers shall inspect the vehicle prior to departure for any damage and to ensure all functions of the vehicle are operating properly. Any damage will be reported on the check-list. If the vehicle has any major operational defects (ie. blinkers, lights, mirrors, check engine light, etc) or damage, the driver shall contact the Department of Public Safety & Transportation immediately, either in person or by phone ( ) to receive instructions. B. Return Procedures and Post-trip Inspection Return Procedures If using an SU van, vehicles must be refueled if the fuel level is below one-half tank at the time of the trip s return. Drivers shall use the Shell gas card in the wallet attached to the vehicle s keys and attach gas receipts to the van rental contract provided by the Department of Public Safety & Transportation. If using an Enterprise rental, vehicles must be returned with fuel at the level it was received. Drivers shall use either an SU departmental credit card (if issued) or personal funds and request reimbursement. Departments will be billed back for the gas reimbursement. SPRING Page 7
8 Return and park the vehicle on the first floor of the Murphy parking garage. (11 th & E. Cherry). If the vehicle is returned during business office hours (M-F 8:30-4:30), keys and the fully completed inspection form should be returned directly to Department of Public Safety & Transportation staff. If the vehicle is returned after hours or on the weekend, the driver shall return the vehicle keys and the fully completed inspection form to the secure dropbox attached to the office door of the Department of Public Safety & Transportation. Post-trip Inspection process The vehicle rental contract includes a pre and post trip inspection form. Upon return to campus, drivers shall inspect the vehicle for any damage sustained during the trip and to ensure all functions of the vehicle are operating properly. If there is any major or minor damage to the vehicle, including but not limited to a chipped windshield, dents to the vehicle body, or mirror defects, drivers shall record this on the inspection form. Additionally, driver shall report this directly to Public Safety by calling the 24 hour Communication Center business line (206) It is the responsibility of the person checking out the van to clean any trash from the van. Driver shall do a last sweep of the vehicle, confirming nothing is left under or behind the vehicle, that all doors are locked and closed, and that all lights are off. SPRING Page 8
