1 ETF Teaching and Learning Project (LEARN) Final Conference Horizontal learning in Communities of Practice in a regional network and contribution to human capital development in South East Europe Sakarya and Istanbul, Turkey 2-4 November 2009 Programme

2 Rationale: The ETF Teaching and Learning project (LEARN), largely co-funded by the Italian Ministry of Foreign Affairs, puts teachers, trainers and other country stakeholders at the heart of education reform in South Eastern Europe (SEE). The project aims to strengthen networks and national institutions in order to develop and spread new ideas and innovative projects across the region. Also at this final conference, VET specialists (from Ministry, Teacher Education Institutions and Schools) in each SEE country are given the opportunity for three days of two types of dialogue: 1. Intra-country between policy level (policymakers), support level (providers) and institutional level (practitioners) within their own country 2. International between policymakers, providers and practitioners in the countries of the region and experts from EU and Candidate Countries. The dialogue will focus on development and dissemination of good practice in vocational education and training teacher training (VET TT) with a particular focus on innovation of learning and teaching systems in the region and the interface between teachers work in schools and systemic VET reform. This conference will attempt to 'sow seeds' that will be germinated through: dialogue at the seminar; subsequent development projects and continuing dialogue in each country; networking between the countries. By placing the event at a university in Turkey it will be possible to familiarise participants with developments in an EU Candidate Country and for Turkish colleagues to nurture network formation with other countries which have all been given an EU membership perspective. The ambition of this last event of the ETF LEARN network is: (i) To stimulate the linking of VET TT Net activities with developments in EU countries; (ii) To report on and discuss the outcomes of our 3-year Community of Practitioners project based on networking processes, bridge-building and sharing of good practice within and beyond the region. Aims: 1. To present perspectives on VET TT from EU countries and Pre-accession Countries and to learn from the VET TT practice in Turkey; 2. To discuss how VET teaching and learning can contribute to human capital development by opening up schools to the learning needs in local and regional contexts; 3. To sum up and reflect on results from seven years of the ETF SEE VET TT Network and three years of the LEARN development project in the region. Outputs: Effective and targeted support to VET reform and TT innovations in the South East European region; Capacity built to make VET Centres, schools and teachers more responsive to creating schools for the 21 st Century; Intensified networking with Turkey; Closing of the VET TT LEARN project.
