1 VET EDUCATION IN THE REPUBLIC OF MOLDOVA Albania, Tirana, Sep.

2 At present, within the process of reformation of the education system in the Republic of Moldova, of social importance is to re-launch and renovate VET system, which is responsible for the formation and cultivation of qualified workers for all the national economy branches.

3 Objective In reforming the actual vocational education, the objective is to create an educational system that would be relevant for labour market needs, and would conform to the existing national requirements and European standards.

4 This is to achieve through Revival of training and schooling of qualified labour forces Network optimization of the VET educational institutions Adequate provision with material and technical resources, i.e. equipment, didactic materials, etc., and its update Development of the national education standards for the VET education.

5 Progress and Integration Government Programme The programme provides for the following: Reconstruction of the existing system that would be functional and adequate to the real needs of the national economy Qualitative training of the specialists needed, who would be competitive within actual requirements.

6 NUMBER OF VET INSTITUTIONS At present, 67 unities of the VET institutions activate in Moldova: 2 VET lyceums (lyceum education, diploma) experimental: in 2009 students shall sit for the vocational baccalaureate examination) 50 vocational schools (secondary education, general secondary education certificate) 15 trade schools (qualification certificate)

8 Trade school Trade schools shall provide vocational training in the period of 1-2 years, within the limits of the qualification categories set by the Ministry of Economy and Commerce. Duration of the study course after the gymnasium studies shall be up to 2 years, and after the secondary education and lyceum of 1 year.

9 Vocational lyceum Vocational lyceums shall provide vocational education within the limits of existing categories and general secondary education. Upon graduation of the vocational lyceums, the students shall sit for the vocational baccalaureate examination. The Diploma of Vocational Baccalaureate enables its holder to apply for a job, or enter post-secondary vocational education and higher education, for one of the specialties studied initially.

10 Practical training Practical training shall be carried out in the classes, workshops, and laboratories of the respective education institutions, state and private economic unities, medical institutions, which are proposed by the interested ministries as practice basis, and approved by the Government.

11 Conception of the vocational education development This paper provides for the vocational training that would correspond to the dual education system: theoretical training at the educational institution and practical training at an enterprise.

12 Problems Development of study programmes and plans through introduction of new technologies: equipment, laboratories, tools, outfit, etc. Insufficiency of didactic literature for major subjects Insufficiency of collaboration of the VET institutions with economic agents and public local authorities within realisation of practical training and schooling in the production at enterprises Insufficiency of up-to-date materials for practical training. Poor computerization of the VET institutions. Lack of some unique VET standards and requirements

13 To solve existing problems, it is necessary to establish a collaboration between all the stakeholders: public authorities, local communities, economic agents, trade unions, students, and their parents, and coordination of opinions of the interested ministries. To implement a new form of VET management that would raise quality of training and assure competitiveness for the qualified workers. To re-profile of the material and technical resources to bring them into line with both national and European standards. To diversify financial sources To develop educational standards and certification systems within the vocational education. To establish a functional system and mechanism of refresher courses and in-service training. To consolidate the partnership state public local authorities trade unions, in order to make the VET system efficient.
