1 The Constitution of the Texas A&M International University STAR Club Article I Name and Status Section 1: The name of this organization shall be known as the "STAR Club of Texas A&M International University". Section 2: The STAR Club oftamiu shall be a non-profit organization. Article II Description and purpose Section 1: The purpose of the STAR Club shall be an organization of students dedicated to service of their community and fund raise. Section 2: The purpose of the STAR Club shall be: A) To involve the members to serve the community with an understanding of good will towards all people. B) To promote an interest in fund raising for donations and scholarship funding. C) To promote leadership skills by involving the members in services that develops dedication and commitment. Article III Membership and Eligibility Section 1: The following criteria shall determine the eligibility to this organization. A) All officers must be in good academic standing and must maintain a cumulative 2.0 GPA or above and must be enrolled at TAMID. B) All STAR Club members must be enrolled at TAMID. C) One of the club sponsors must be a TRiO Student Support Services Program administrator. Section 2: The eligibility to this organization shall consist of interested participants from the University at large.

2 A) A regular participant shall be one who is interested in volunteering in the STAR Club activities. B) Section 3: An active STAR Club member is one who participates in a minimum of three club activities per semester such as: A) Selling B) Volunteering in fundraisers C) Donations Article IV Officers Section 1: The STAR Club shall have six officers which include the President, Vice President, Secretary, Treasurer, Parliamentarian, and a Historian. Section 2: All of the officers shall serve a one year term beginning in the fall semester and ending the first class day of the following fall semester. Section 3: The officers' responsibilities shall be: President A) Presides at the organizational meetings; B) coordinates the organization's activities, C) Coordinates with the officers in performing their corresponding duties. D) Coordinates with officers at the beginning of each semester to determine the day and time STAR Club meetings will be held. E) Provides leadership in accordance with the club's objective. F) Maintains order. G) Votes during organizational meetings only to break a tie. Vice President A) Shall take the place of the president in case ofhislher absence; B) Shall aid the president in hislher duties C) Work together with the president and other officers planning activities for the academic year. D) Shall chair any ad-hock committee

3 Secretary A) Shall note down in detail the minutes for the meetings and tum in a copy to the Office of Student Affairs and to the TRiO SSS Program Coordinator. B) Shall notify all members of the organization's activities and meetings. C) Promotes the club's interest and activities. D) Shall collect all organization documents from all officers at the end of the term and submit to the advisor for future reference. Treasurer A) Shall handle all financial matters in accordance with TAMIU's guidelines. B) Shall document all financial matters and keep accurate records of all matters dealing with finances. C) Shall form a budget for the organization. Parliamentarian A) Shall enforce parliamentary procedures in all general and officer meetings. B) Shall take roll call at every regular meeting and at officer meetings. C) Must track and record attendance of all STAR Club officer(s) and send written or electronic notifications to officers in violation of attendance policy. All attendance violation notifications must be sent out within three (3) academic calendar days. D) Notify the organization's advisor and President when any officer exceeds allowed absences. etc. Historian A) Shall be in charge of documenting the Club's history through photographs, Section 4: Absences A) No officer shall be absent from meetings without a valid excuse. Valid excuses are: 1. Death, accident, or illness in the family 2. Personal illness or accident 3. STAR Club official business 4. Official University business or scheduled class(es) 5. Other excuses deemed valid by the Parliamentarian. B) Officer(s) who will not attend the scheduled meeting shall give a 24 hour notice to the Parliamentarian.

4 C) Any officer absent for a regular meeting must submit a written explaining their absence to the Parliamentarian. Absences where no valid excuse is presented shall constitute an unexcused absence. Section 5: Vacancies of STAR Club Officers A) Shall occur in the resignation during term of office. B) Shall occur through impeachment as described in this Constitution and Bylaws. C) A vacancy in the office of the President, Vice President, Secretary, Treasurer, Historian, and Parliamentarian shall occur if he/she accumulates three (3) unexcused absences from regular meetings in one (1) semester Section 6: Election and Term A) Nominations of officers will be held during the last official meeting in May provided there is a quorum. Elections shall be held during the intersession in May. The new officers shall be announced at the TRiO SSS Annual Awards Dinner in August. B) Each candidate for any officer position must participate in a minimum of two (2) administrative activities with the current officer which he/she seeks to replace. These activities shall start at the beginning of the spring semester. C) There shall be a limit of two (2) terms served by any person in any given position. Each term shall begin and end at the beginning of each fall semester. Section 7: Grounds of Officer Impeachment A) If an officer fails to commit to his/her duties or performs ineffectively he/she shall be removed in accordance to the majority vote by the STAR Club Officers. B) All officers must comply by the rules ofthe University Article V Sponsors Responsibilities Section 1: The STAR Club shall have at least two sponsors; one of the sponsors shall be an Administrator from TRiO's Student Support Services Program and the other must be a full time staff member or administrative member of the University and identify with the organization's goals and objectives. Section 2: The sponsor(s) over sees the general conduct of the organization, has the right to attend meetings, make recommendations, and inspect the financial records and other organizational documents.

5 Section 3: The sponsor has the veto power on the resolutions of the club, but the veto can be overruled by three fourths of the membership. Section 4: Amending any article of the constitution and By-Laws shall be made with the approval of the sponsor. Article VI Amendments Section 1: The Constitution and By-Laws shall be revised with the majority of the organization's consent requiring the majority of the members present for a consensual agreement. Section2: The sponsors shall have approval of all amendments of all By-Laws and articles of the Constitution. The By-Laws of the Texas A&M International University STAR Club Article I Voting Section1: All members are eligible to vote in regular meetings. Section 2: The sponsors shall have input into the deliberations of the club, but have no voting rights. Section 3: A majority vote passes items presented by officers and members. Section 4: Officers may present issues and bring items up to vote but have no voting rights. Article II Meetings Section1: Two-thirds (or four) of the officers must be present to conduct an official meeting. Section 2: Meetings shall be held bimonthly. A) Any officer may call an emergency meeting. B) It is the secretary's responsibility to notify the members of the next meeting.

6 Section 3: It shall not be required to have meetings during the final two weeks of each semester. Section 4: The parliamentary procedure as described in Robert's Rules of Order, Revised Edition shall govern the organization in all cases where applicable. Article III Vacancies Section 1: In the event of the resignation, impeachment or vacancy of the Vice President, Secretary, Treasurer, Historian, or Parliamentarian, nominations shall be made by the President within fifteen (15) academic calendar days. Each vacancy will be filled by majority vote from club members and he/she will serve the remainder of the term until the next regularly scheduled election. All vacancies remaining after the fifteen (15) academic calendar day time limit for nominations shall then be vested upon STAR Club members present during the next meeting. Section 2: In the event that a vacancy occurs in the office of the President, his or her duties shall fall upon the Vice-President who shall serve as President through the current and succeeding months until a new one is elected. Article IV Financial Organization Section 1: The annual budget and financial policies should be prepared by the president and the treasurer. After the treasurer has determined that the figures are correct and has authorized the expenditures, receipts and disbursements of all transactions shall be handled by the Treasurer's committee. The Treasurer's Committee shall consist ofthe President, Treasurer and one sponsor. Section 2: The STAR Club shall have no membership fees. Article V Fund Raising Section 1: Fundraisers handled by the STAR Club should be approved by the officers and members ofthe organization as well as the sponsors. All club members and sponsors manning a sales booth must hold a "Food Handlers Certificate" as required by this University. Section 2: All expenditures shall be justified by sponsor(s) and officers. The Secretary shall take note of all accounts and authorize the use of monies in all matters according to the minutes of the meeting(s). Section 3: After each fundraiser, officers and advisors shall get together and report the following:

7 A) Attendance at the event B) Success of the event C) Final expense statement D) Problems encountered E) Future plans of the organization Article VI Special Committees Section 1: There shall be a standing committee known as the Members Committees which consist of one chair and one member who contacts club members on a timely basis to notify them of upcoming events. Section 2: If needed, the STAR Club will have voluntary committees who will work in fund raising, community service, public relations and communications.
