4 1. DOCUMENT INTRODUCTION 1.1 ANCHOR PROJECT OVERVIEW ANCHOR supports safety in the harbor and piloting of large vessels through a GNSS-based assistance and navigation system targeting the approach of the dedicated docking position in the harbor. The main goal is to offer a unique tool to analyse the influence of the traffic within coastal areas and to raise safety and efficiency of maritime traffic. 1.2 SCOPE To reach this aim, ANCHOR will deliver the Harbor Captain Assistant for Navigation, Observation and data Routing system for the coastal area of the harbor. This system consists of three main parts: Pilot Assist Sub-system (PAS), Harbor infrastructure (HI) and Communication sub-system (CS). PAS: Within the PAS, a Ship Module will be installed on the ship, outside the captain bridge. This Module contains a GNSS module (GPS, Glonass, EGNOS and Galileo ready options), integrated INS, battery pack, and a control unit within its special waterproof cover. This assures accurate and reliable ship localization and orientation in any area. The Ship Module will be easy to install and battery powered. The Pilot Terminal is a tablet/laptop with dedicated software, helping the Ship Pilot to navigate in the harbor. The trajectory and the speed data of the ship will be transmitted to the Harbor Server for checking the influence of the traffic in the coastal area around the harbor. CS: The Internal communication will assure the local data transfer between the Ship Module and the Pilot Terminal by Wi-Fi or cable. The Long Range Communication sub-system (initially GSM) assures a link between the PAS and the Harbor Infrastructure. HI: The Harbor Infrastructure in the Anchor project consists of two main parts: Server and Environment Measurements NET. On the Server the visualization, the analysis and the actualization will be established. In addition, the archiving module and the required databases will be located here. Finally the server will ensure the online access to the digital maps, GIS and GMES data, weather online services and local measurements network. The Environment Measurement NET will allow to monitor the temperature, rain fall, wind, humidity, water conditions and currents, will also provide live video streaming from the docks. 1.3 ANCHOR PROJECT OBJECTIVES The main objectives are to deliver the tool to analyse the influence of the traffic of the cargo vessels on the coastal area of the harbor and increase the safety of ships movement inside the harbor. The ANCHOR system is directed to professionals responsible for supervising the safety (both of people and environment) in the coastal area of harbors. It will improve the safety of people working in the harbor and on incoming (docking) ships, in parallel with giving the possibility to monitor the influence of traffic, the mass and dimensions of the ship and the coastal environment. To completely fulfil the potential end-users needs, the Anchor system will respect the following objectives: Page 4 of 15
5 Deliver a precise measurements network for local environment. The project will deliver merged data from a network of different water and weather measurement sensors. Deliver the innovative observation and traffic management system the project will deliver the tool, which will support the captain during incoming to and outgoing from the harbor. Assure access to the environment monitoring data Anchor creates the internet platform, where logged users will have access to the different environment data. Increase safety in the harbor area through the accurate and reliable localization and orientation of ships, which is available to both the pilot and the harbor authorities, the safety of people working on the ship and in the harbor will increase significantly. Increase the port efficiency optimise the docking paths and, thus, minimising docking time. Develop a reliable positioning and navigation system Anchor will provide an independent, highly accurate and reliably navigation system. 1.4 ANCHOR OUTCOMES The Outcome of the Anchor project will be a system comprising all the modules mentioned below: An Internet Platform for GIS, GMES and local measurements data sharing and exchanging. A Guidance Module which provides a reliable, safe and energy efficient routing to the destination pier (or to the open sea) based on detailed maps. The Harbor Server for analysing and graphical visualizing of all data, archiving. An Environment Measurements to assure accurate data on weather & water conditions. The Ship Module which assures a precise localization and orientation solution. The Pilot software for visualization and analysis of all needed data. A Wireless Communication link for reliable, fast data transmission between all these stations. The ANCHOR team develops an innovative combination of these parts. It increases the safety of ship traffic inside the harbor as well as in the coastal area for ships approaching. By guiding the quickest and most effective track to the pier, time and fuel will be saved significantly, which comes along with major reductions in cost and CO 2 -emissions. Finally, due to the tracking and evaluation of environmental sensors-data, the environmental footprint of each ship can be followed, analysed and assessed. Breaches of regulations get identified immediately when they happen and documented clearly and valid. 1.5 DOCUMENT OVERVIEW Section 1, the current section, is a short introduction to the ANCHOR project, its content, Section 2, describes the ANCHOR scientific and technological results achieved in first year of project realization (between and ).
