4 1.0 INTRODUCTION 1.1. The environmental Sustainability Policy is an uppermost environmental policy for the Sanford Laboratory. It is supported by the overall site environmental policy for site stewardship and research and learning activities. The site environmental policy is: It is the policy of Sanford Laboratory to minimize its impact on the environment and protect public health, safety and natural resources by establishing environmental excellence as a primary objective for all activities. The achievement of this objective is characterized by conducting operations in an environmentally sound manner and striving for continual improvement in environmental performance. This policy is justified by acknowledging that our community and stakeholders deserve our best efforts to protect and sustain our resources and place of work. 1.2 We will accomplish this policy by developing sustainable operational practices that meet the needs of the present without compromising the welfare of future generations by developing strategies and goals that enable us to move toward sustainability while at the same time working to meet the laboratory mission. 1.3 This policy is consistent with the intent of Executive Order which requires Federal Facilities to integrate the principles of sustainability into its decision making process. 2.0 POLICY SCOPE 2.1 This policy applies to all Sanford Laboratory staff, researchers, visitors, and other stakeholders. 2.2 The Policy scope encompasses affiliates, contractors, consultants, appointed or employed by the South Dakota Science and Technology Authority (SDSTA) to perform work or functions. 3.0 POLICY INTENT 3.1 This policy provides a framework for the Sanford Laboratory s commitment to sustainable actions and responsible environmental management practices. 3.2 This policy and the associated Environmental Sustainability Plan have the following goals: i. Increase awareness amongst our staff, science users and other stakeholders of environmental sustainability and its importance to the well-being of current and future generations. ii. Ingrain environmental sustainability and responsibility into our laboratory/site culture iii. Lead by example in the way we manage our natural and constructed site assets through achieving environmental compliance and adopting best practices. iv. Seek effective pathways and partnerships with the National Laboratory facilities, local and state government, industry, and community leaders to achieve environmental management solutions. 1

5 4.0 POLICY PRINCIPLES 4.1 The Sanford Laboratory will strive to minimize its environmental impact and carbon footprint and provide leadership in environmental management by ensuring environmental sustainability is integral to all its activities. To achieve this, the Sanford Laboratory commits to the following set of principles. Site Management Energy and Carbon Emissions i. Strive for best practice in energy efficiency design and construction for new buildings, retrofits, and refurbishments ii. Optimize our use of renewable energy sources, including purchasing green power from accredited sources if feasible iii. Minimize embodied energy in construction materials and product purchases Water/Air i. Apply soil and water management best management practices (BMPs) to protect surface water and groundwater quality ii. Facilitate opportunities for on-site treatment of water iii. Seek approvals for water and emission sources iv. Install water efficient facilities and equipment v. Purchase or use EPA Tier 3 and 4 engines Landscape and Biodiversity i. Use native plants and grasses for reclamation ii. Limit noxious weeds through the use of environmentally safe chemicals and by performing annual spraying for such weeds iii. Preserve native landscapes where possible Waste i. Reduce the amount of waste generated and going to landfill through avoidance, waste minimization, and resource recovery (reuse, recycling, reprocessing and energy recovery). ii. Minimize building materials that have damaging ecological effects iii. Use materials that have minimal maintenance and have a long expected lifetime 2

Facilitate sustainable travel alternatives such as walking, public transport, and carpooling to seek to reduce the use of single occupancy vehicles for commuting and business travel. ii. Provide IT solutions for communicating needs to aid in car/plane use iii. Encourage car pooling iv. Optimize on-line learning as part of contributing to a low transport economy Sustainable Business and Procurement i. Employ sustainable procurement practices which take a whole life cycle approach to minimizing waste and damage to the environment, while achieving value for the broader community ii. Purchase local products and services where possible iii. Review all chemical purchases to minimize hazardous products Asset Planning and Environmental Compliance i. Employ management practices that minimize environmental impact through the use of best practices and ensure compliance with regulatory requirements ii. Build staff and researcher understanding of, and procedural capacity in, environmental sustainability as it applies to their work activities undertaken by external contractors, project managers and consultants Research and Learning 1. Enhance its reputation in the sustainable energy and resource fields 2. Foster collaboration between research, site management and external stakeholders to achieve environmental improvements and innovations in the Sanford Underground Research Facility s facilities 3. Engage in professional affiliations to build institutional capacity in environmental sustainability 4.
