1 Football Bulletin State Final November 14 - December 5, 2015 I. General Information A. NFHS rules will apply to Boys Football unless otherwise noted. B. Schools choosing to enter the tournament have the responsibility for reading and adhering to the rules and regulations of this publication as well as those appearing in the District of Columbia State Athletic Association hand book. C. Eligibility rules for all participants can be found in 5A DCMR; Chapter 27 II. State Classification A. Class AA Teams for 2015 Season DCIAA: Stars Division- Anacostia, Ballou, Coolidge, Dunbar, HD Woodson, Wilson WCAC: Archbishop Carroll, Gonzaga, St. John s Independent: Friendship Collegiate B. Class A Teams for 2015 Season DCIAA: Stripes Division- Bell, Cardozo, Eastern, McKinley, Phelps, Roosevelt Charter: Caesar Chavez, KIPP, Kingman, National Collegiate, Paul, Richard Wright Private: Maret, St. Albans, Sidwell III. Class AA Tournament A. On November 28, 2015 Friendship Collegiate will play the representative of the Washington Catholic Athletic Conference (WCAC). The representative of the WCAC will be determined by the following method: 1. If one of the teams is a finalist in the championship game; 2. Best conference records among the three teams; 3. Head to head competition during regular season. B. The winner of the November 28 th game will play the DCIAA Stars Champion as determined by the winner of the Turkey Bowl. The Class AA Championship will be played on Saturday, December 5, IV. Class A Tournament

2 A. The four private and charter schools with the highest point index qualify for the Class A Football Tournament. The method of determining the point index for each school is stated in section VI. B. The four highest seeded teams will play the first round on Saturday, November 14, Seeds 2 vs. 3 at noon; and seeds 1 vs. 4 at 3:00 pm. C. The two winners of the above referenced games will play a semi-final game on Saturday, November 21, 2015 at 1:00 pm. D. The winner of that game will play the DCIAA Stripes Champion for the State Class A Football Championship on Saturday, November 28, V. Senior Bowl Game VI. A. The DCSAA Senior Bowl Game will be held on Saturday, December 5, 2015 at noon. B. All seniors for each team are eligible to play; C. Each coach will be allowed to submit a maximum of 4 players with a one player minimum for each team; D. Player selection must be submitted by the head coach by Wednesday, November 11, 2015 to Michael Williams, Program Coordinator DCSAA; E. Each submission should state the players 1 st and 2 nd preferable positions; F. Goal is to have a maximum of 60 players per team G. The first practice will be on Monday, November 30, 2015 beginning at 6:00 pm with all players reporting to a site TBD. At that time the coaches will divide the participants with the East team practicing each day at a site TBD and the West team practicing at a site TBD beginning Tuesday, December 1, H. Forms and additional information will be submitted to each team as a separate document. Point System A. Power Point Calculations and Applicability: 1. Quality Points - Each school will receive the following Quality Points for a win or tie: Win = 6 points Tie = 3 points Lose = 0 points 2. Residual Points Each team will receive residual points from the categories listed below based on the result of the game: a. Each school will receive Residual Points from a team it defeated. For each win or tie the opponent has the winning team will receive the following (See Examples 1 & 2): Win = 3 points Tie = 1.5 points Loss = 0 points

3 b. Each school will receive Residual Points from a team it tied. For each win or tie the opponent has the team will receive the following (See Examples 3 &4): Win = 1.5 points Tie =.75 points Loss = 0 points c. No points will be rewarded when calculating Residual Points when a school s game is the opponent s only tie, since that team would have already been awarded points for that tie. d. Each school will receive Residual Points from a team to which it lost. For each win the opponent has that defeated the school (not including the school s game the school will receive the following (see example 5): Win = 1 points Tie = 0 points Loss = 0 points 3. Bonus Points-Additionally the point total (not the index) will increase by one point for each opponent played that won at least nine games. 4. Each eligible team will be assigned a point index that is determined by adding the total number of points accumulated and then dividing that number by the total number of games played. 5. In order to qualify for the tournament each team shall have played a minimum of eight (8) games. 6. All qualifiers and seeds will be according to the point index of each team that is eligible. The higher point index will be the higher qualifier and seed. 7. All ties for qualification and seeding will be determined as follows: Head to head Team whose opponents have the most victories Team whose opponents have the fewest defeats Coin toss 8. The tournament will be officially seeded on cob, Monday, Nov. 9 th by the DCSAA Office.

The highest seed for each round may be required to furnish a field for that round Example 1 (Win) Team A defeats Team B Team A record 6-2 Team B record 7-1 Team A would earn a total of 27 points for the Team B win. (6 points for the win and 21 residual points = 27 points) Example 2 (Win) Team A defeats Team B Team A record 6-2 Team B record Team A would earn at total of 25.5 for the Team B win. (6 points for the win and 19.5 residual points = 25.5 points) Example 3 (Tie) Team A ties Team B Team A record Team B record Team A would earn a total of 10.5 points for the Team B tie. (3 points for the tie and 7.5 residual points = 10.5 points) Example 4 (Tie) Team A ties Team B Team A record Team B record 5-1-2

5 Team A would earn points for the Team B tie. (3 points for the tie and 8.25 residual points = points) Example 5 (Loss) Team A is defeated by Team B Team A record 6-2 Team B record 7-1 Team A would earn a total of 6 points from the Team B defeat. A. Non-Played Games 1. Disbandment or failure to start the season on time will result in a non-game and shall automatically reduce the divisor of the disbanded team s opponent by one game. 2. Disbandment after any part of the schedule has been played will be recorded as a win for the disbanded team s opponents. 1. Should a team discontinue play during the course of the season, all opponents shall receive points as would have been awarded for a victory over the team. A school shall not receive points for a team scheduled in place of the withdrawing team after the season has begun. 2. Regular-season forfeits by non-tournament team(s) that would affect the point standing of eligible team(s) must be officially confirmed in writing before the completion of the seeding meeting. 3. In subsequent rounds, if a team withdraws or is withdrawn from the tournament for any reason, the team last defeated shall replace the withdrawing team. B. Contest Procedures, Equipment and Special Circumstances 1. All games that end in a tie shall use the DCSAA tiebreaker to determine the winner. 2. The home team (higher seed) will wear the Dark Jersey.

6 3. Upon arrival for a game, each team will be assigned a team dressing room. Assigned personnel will be on duty in the dressing room at all times. 4. Tournament Game Schedule a) On field pre-game practice will begin one hour and thirty minutes before kick-off and teams are limited to one hour of practice time on the field. b) All team personnel shall be off the playing field 20 minutes before the scheduled kick-off time. c) Should a game be postponed for extreme weather conditions, it will be rescheduled. Friday games will be moved to Saturday; Saturday games will be moved to Monday. 5. Two Spalding DCSAA logo game balls will go to each team participating in the state semifinals and finals. 6. Each team is responsible for safeguarding the playing field before, during and after all tournament games. The school/ athletic administration shall designate someone who is their representative, and those persons must report to the Tournament Director prior to the game. 7. Sideline Passes: A maximum of 18 sideline passes will be issued per team. These passes are intended for all coaches; medical personnel; managers, and school administrators. ALL PLAYERS SHALL HAVE ON THE TEAM JERSEY OF THAT DAY AND THEIR NAME AND NUMBER MUST APPEAR ON THE ROSTER SUBMITTED TO DCSAA. All personnel who do not have a pass or appropriate jersey will be requested to leave the sideline. 8. The DCSAA has adopted the following rule regarding the use of running time: After the first half, any time the score differential reaches 35 points or more, the following changes, and only these changes, will be made regarding rules determining when the clock will and will not be stopped. 9. Once a 35-point differential exists in the second half, the clock will only be stopped when: 10. An official s timeout occurs. a. A period ends. b. A charged timeout occurs.

7 c. A score occurs that reduces the point spread to less than 35 points (in which case regular timing procedures will be used). 11. By mutual agreement of the opposing coaches and the referee, any remaining period may be shortened at any time or the game terminated. 12. Halftime Intermission a. The halftime intermission will be 20 minutes in length unless shortened by mutual agreement of the opposing coaches and the Tournament Director. b. Following the halftime intermission, there will be a mandatory three-minute warm up prior to the second half-kickoff. 13. Overtime a. No tournament game will be permitted to end in a tie. b. The ten-yard line overtime procedure described in NFHS Football Rules Book will be used to determine the winner of any tournament games which is tied at the end of regulation 14. Conflict with SAT a. All schools shall inform their players that registering to take the SAT on the first Saturday in December may preclude their participation in the championship game. DCSAA will not accept requests for alternate dates or starting times due to a conflict with the SAT. 15. Transportation and Trainers a. All transportation to and trainers required for every round of the tournament will be provided by DCSAA. b. Each team may provide their own transportation and medical personnel at their expense.
