1 Bullying-Harassment Student Survey Heuvelton Central School District November 5 20, 2012

2 Overview The Heuvelton Central School has a policy which condemns and prohibits all forms of discrimination and harassment of students by school employees or students on school property and at school-sponsored activities and events that take place at locations off school property. The policy prohibits all forms of discrimination based on actual or perceived race, color, weight, height, national origin, ethnic group, religion, religious practice, disability, sexual orientation, gender or sex. The district launched this Bullying-Harassment Student Survey to assess the extensiveness of bullying/harassment issues. Survey results are to be used in the district s proactive effort to create a positive learning environment for all students and staff. This survey was available for student participation from November 5 to 20,

3 Participation Rate Students accessed this online survey using their student IDs*. Students could only respond to the survey once per person. 5 District Definitions of Harassment, Bullying & Cyberbullying The survey presented definitions for each of the topics to be covered in the survey harassment, bullying and cyberbullying in order to improve the overall validity of the results from the survey. These definitions were referenced throughout the survey: Harassment is defined as "creation of a hostile environment by conduct or by verbal threats, intimidation or abuse that has or would have the effect of unreasonably and substantially interfering with a student's educational performance, opportunities or benefits, or mental, emotional or physical well-being. "Bullying" is defined, in general, as "a variety of negative acts carried out repeatedly over time. It involves a real or perceived imbalance of power, with a more powerful child, adult or group attacking those who are less powerful." However, a single negative act may also constitute "bullying" (if not more serious misconduct) based upon the particular circumstances, such as the seriousness and/or the intent of the act. "Cyberbullying" is defined as use of internet service and mobile technologies such as cell phones, web pages and discussion groups, as well as instant messaging or text messaging, to support deliberate, repeated and hostile behavior by an individual or group, that is intended to harm another or others. Examples of what constitutes cyberbullying include communications that seek to intimidate, control, manipulate, put down, falsely discredit or humiliate the recipient. 5

26 Themes from Open-Ended Questions Please share any suggestions or comments to reduce harassment, bullying and cyberbullying in Heuvelton Central School. Comments Participants stated that they d like teachers to take student concerns more seriously. Students want there to be consequences for bullies. There seems to be a lack of trust that they can tell the teachers/staff (fear that staff will identify them when resolving the issue, fear that they will not be well received/taken seriously by teacher/staff). Students stated that adults in the school should be more observant of bullying especially in classrooms, locker rooms and the hallways. Some suggested that additional cameras be added to the building. 26

27 Conclusions Highlights Survey indicates that harassment and bullying are issues that need to be addressed; cyberbullying does not appear to be frequent. One quarter of the student population indicated they experience harassment or bullying on a day-to-day basis. The form of bullying that appears most frequent is verbal, name-calling and the two top issues are students being teased because of their weight or height. Hallways, cafeteria and locker room are the top three locations where bullying takes place. Next Steps The survey results will be shared and discussed with: PBIS (Positive Behavior Intervention and Support) Committee, Faculty Staff, Board of Education; Student Council, and Coaches. Survey results will be released on the school websites, a link will be posted on the district s Facebook page, and the Superintendent will send a letter to all parents. Staff Development focusing on issues of harassment and bullying will continue with a priority on the areas that stood out in the survey. Trainings will be held for Administrators, Teachers, Teaching Assistants, Coaches, Food Service workers, and Bus Drivers. 27
