1 Application for the competition Rules G O L D E N D E C I B E L - D é c i b e l d O r P r a g u e A r t i c l e 1 : E s s e n t i a l s National Noise Observatory of the Czech Republic invites parties for the an international competition entitled GOLDEN DECIBEL - Décibel d Or Prague This competition is open in particular to: - companies and industrial enterprises; - producers; - local authorities, public and private organisations, associations and educational institutions; as well as anyone who has made an important contribution, in a specific way, to mitigating the impact of noise on the environment, particularly on public health. Nominated proposals will move to the Europe's finals of the 16 th Décibel d Or to be held in 2013 in Paris. A r t i c l e 2 : O b j e c t i v e The decision aims to reward significant initiatives in the noise level prevention or control, like local/regional projects, products, materials and innovative acoustic technology. A r t i c l e 3 : C a t e g o r i e s Candidates can apply within the following categories: 1. City and Transport - includes projects of local authorities as well as initiatives to reduce noise caused by traffic and industry. 2. Perception and Education - involves operations of associations, educational institutions and companies aimed at improving attitudes and behaviour of European citizens. 3. Products and New Technologies - to reward products and materials produced mainly by industrial enterprises to improve acoustic characteristics, as well as methods and software products developed by designer companies and intended for the field of environmental noise (noise from air, road and rail transport and industrial noise). 2 4. Acoustic Materials to reward insulation, absorption and antivibration materials. 5. Silent Household Appliances - to recognise dishwashers, vacuum cleaners, fume hoods, washing machines, microwave ovens and more. 6. Scientific achievements in acoustics to honour scientific reports that deepen the knowledge of acoustics and its impact on human health. 7. ANTIDECIBEL to mark a product/project with devastating consequences of the noise emitted on human health and the environment. Candidates are welcome to submit applications for multiple projects/products, either in the same or different categories. In addition, the jury may award special prizes beyond the defined categories or transfer the submitted application to a different category if appropriate. After assessing the quality of the applications submitted, the jury reserves the right of not awarding the prize in a single or multiple categories. A r t i c l e 4 : A w a r d s The jury will make their first selection in each category - the nomination. The list of nominees will be available at the day after the jury's session, with however the laureateship announced only on the date of awarding. Each laureate will receive: - an original of National Noise Observatory's Golden Decibel, a bronze trophy made by the Czech sculptor Jaromír Gargulák; - authorisation to use the GOLDEN DECIBEL - Décibel d Or Prague 2012 Laureate title; - designation of the product/project quality as regards noise control by the decobel (deb) degree. Each nominee will receive: - authorisation to use the GOLDEN DECIBEL - Décibel d Or Prague 2012 Award Winner title; - designation of the product/project quality as regards noise control by the decobel (deb) degree. A r t i c l e 5 : S e l e c t i o n c r i t e r i a Awarding is based mainly on the following criteria: - innovation (scientific, technical, social, organisational, educational); - specification (the date of event or product launch, any earlier similar event/product, an advanced level of the work within the respective project, the probability of a successful completion); - plausibility (vision or real efficiency, the path from vision to reality, the quality of the component, participation or partnership, if any, homologation or certification); - impact (populations the project relates to, response to expressed needs, the process repeatability, influences and impacts on other sectors);

3 - Economic aspects (the cost of the project/product, potential market penetration, demand, the relationship of the price and the cost of the path from vision to real efficiency); - cost indexation (the organisation's or company's ability to capitalise on the costs incurred as part of the project within multiple applications, repeatability, usability of the media in raising global awareness of severity of noise pollution on human health); - positive effect on human health (number of "quietened" citizens, reduced sickness rates). A r t i c l e 6 : A d m i s s i o n Nominations sent from various countries throughout the European Union shall be accepted in each of the seven categories. Any nominated product/material must have been created and first launched no earlier than 2011 and marketed within the EU, excluding special cases to be assessed by the jury. 4 In addition, any other document can be appended to the file to illustrate the origin, content, progress or success of the respective project (e.g. photographs, footage, plans, models, samples). Unless stated otherwise, the documents submitted as part of the application will not be returned, but stored in the archive. Any attached document must be sent by post in four copies. A r t i c l e 9 : P a r t i c i p a n t f e e s The candidate's participation fee shall amount to 1,000 (one thousand euros) or the equivalent amount in CZK if the application is filed by 30 June From 1 July 2012 onwards, the participation fee shall amount to 1,250 (one thousand two hundred fifty euros) or the equivalent amount in CZK. Candidates shall deposit their participant fee into the account number: / 5500 (IBAN: CZ , SWIFT: RZBCCZPP) held at Raiffeisenbank, a. s. in euros/czk along with filing the application. National Noise Observatory shall, as the entity organising the competition, confirm the receipt of the participant fee to the candidate within 10 days of crediting the account. A r t i c l e 1 0 : T r u t h f u l n e s s o f t h e i n f o r m a t i o n Candidates shall undertake to provide the jury only with true and accurate information and ensure that no detail is missing that may mislead the jury. The jury reserves the right to examine adequately the truthfulness and accuracy of the information which had been communicated to it by the candidate. If necessary, the jury shall also be entitled to carry out an expert check. Any false claim will be imposed by not accepting the candidate for the competition. Art i c l e 1 1 : E t h i c s National Noise Observatory reserves the right of not submitting the candidacy to the jury for assessment as a result of improper conduct of the candidate that may disrupt the smooth running of the competition. 7 A r t i c l e 1 3 : J u r y The awards shall be decided by the jury, this composed of representatives of diverse professional and association categories, members of National Noise Observatory of the CR and representatives of state and municipal authorities. The jury will be composed of 13 members. The ultimate composition of the jury will be decided by the Presidium of National Noise Observatory and the Preparatory Committee. The chair of the competition is elected from among members of the jury. The jury is the judge of last resort for legitimate awarding. The jury shall also be obliged to keep the contents of their meetings secret. C l a u s e 1 4 : D e a d l i n e Nominations shall be accepted no later than 31 August The jury to compile the nominations will meet in Prague in early September The jury to select the winners will meet in Prague in the mid-september The session of selecting European nominations and laureates will be held in Paris in 2013 in the presence of Nicole BRICQ, French Minister for Ecology, Sustainable Development, Energy, Transport and Marine Economy. The awards will be handed by the President of the French Council for Noise. A r t i c l e 1 5 : H a n d i n g t h e a w a r d s Selected laureates will receive a letter from the President of the competition, stating the date of the ceremony (probably 27 September 2012), this to take place at the Parliament of the Czech Republic, Prague, and in the presence of prominent public figures who have been active particularly in efforts to improve the environment and human health. A r t i c l e 1 6 : A g r e e m e n t Any candidate submitting their application for the competition shall agree, without reservations, with these rules.
