1 NHSO Workshop National Health Sustainability Office 5 th December 2014 The NHSO was established by the HSE National Directorate following Approval by the HSE Leadership Team in The office operates at a strategic and operational level within the overall health organisation It acts as the national focal point for all health sustainability issues. And it has built up strong working relationships with other key players including the EPA, DCENR, SEAI and OGP Jim Murphy National Lead The National Health Sustainability Office National Health Sustainability Office Reduce the environmental footprint and operating costs of the Health Sector with regard to energy, water and waste. Educate and engage all stakeholders in sustainability programmes Inform, monitor and audit with regard to the various Statutory and Regulatory compliance requirements under its scope. Develop national procurement programmes for HSE energy, waste disposal contract and water supplies. Assist and support health institutions in their pursuit of effective energy, water and waste management. Manage energy, water and waste contracts corporately through a standard methodology and approach. Develop close working relationships with other government, EU and private agencies operating in the field of energy, waste and water. 2 Aim s of the Seminar NHSO Seminar Making it Happen To Improve the Understanding of Sustainability & To Build a Network of Champions within the HSE First Annual NHSO Seminar was held In Connolly Hospital on May 6 th Opening Address by Mary Walsh, Hospital Manager Tony O Brien, DG HSE, Chaired the First Session Liam Woods, ND, Health Business Services Chaired the Second Session Enabling Delivery of Sustainable Healthcare Seminar - Sharing the Learning Hazardous and Clinical Waste Held in Cork University Hospital on 22 nd August Professor Robert Devoy was the key note speaker as a lead author on Climate Change. Opening address by CUH s CEO Tony McNamara CUH have recently been awarded the Green Flag Clinical and Hazardous Waste (Existing All Ireland contract will terminate in November 2015) New Contract Development PIN Published, Costing Methodology - initial draft Acute specifications - initial draft Draft Legal Contract EPA Consultation Nominations & sign off from primary care -completed Additional nominations & sign off from the Acutes awaited Market Research - completed Category Analysis in final draft Clinical and Hazardous Waste Example of New Technology On Site Hazardous Waste management systems Licensing Requirements A Hazardous Waste License is required for each site. Infrastructural Modification Planning permissions may also be required. EPA issued a Consultation Document, which was issued to all acute hospitals. 3 Non Hazardous Waste In 2013 NHSO & HSE Procurement (HSEP) awarded waste contracts for 21 Acute hospitals NHSO & HSEP working on contract award for the remaining Acute hospital service providers. Green Healthcare Programme (GHP) HSE Acute Hospitals spend 3.8m on water per annum Total HSE Expenditure 8.5m on water per annum Irish Key Account Manager appointed to the HSE NHSO to establish systems to centrally monitor and report on water usage Joint Programme NHSO, EPA & the Clean Technology Centre Aim To improving resource efficiency, reduce waste and save on costs The team has now carried out over 100 waste surveys in 37 facilities nationwide, covering over 50% of the acute hospital beds in Ireland Guidance & Fact-sheets issued to all acute hospitals in 2014 also available on website Green Healthcare Programme (GHP) Energy HSE 2013 Usage Figures 2014 Programme Four Sites Connolly Hospital, Cherry Orchard, General Hospital and Sacred Heart Hospital Roscommon. 5 Display Energy Certificates (DEC) National Tenders for the Provision & Supply of Refined Petroleum Products (RPP)& LPG The DEC is intended to encourage public authorities to adopt environmentally responsible and efficient use of energy in buildings Up to 2013, building over 1000m 2, as of January 2013, building above 500m 2 and as of January 2015, buildings above 250m 2 For buildings frequently visited by the public Cost to the HSE would be conservatively put at around 500,000 per year for this display certificate RPP The approximate value of the tender is 20 million per annum, ITT was issued in February 2014 Tender Returns received, Evaluation process now complete, KPI s agreed LPG by Q Data Collection underway- usage volumes & locations Draft Specifications issued and Tender Returned Evaluation Meeting 12 th December National Transport Strategy HSE Exemplar Project Minibuses and Taxis Ambulances ( 500) Fuel Cards ( 13 Million/yr over 2500 vehicles) All types of HSE vehicles ( 2,000) The NHSO and HSE Procurement will work with the various groups to develop a HSE National Transport Strategy by Q Local Energy Supply Contract (LESC) Roscommon County Hospital and Sacred Heart Hospital Wood Fuelled Boiler Boiler Control Aras Attracta, Swinford Co. 6 NHSO Strategic Programme Energy Efficiency Directive 2012/27/EU The process has begun with the Whole of Campus programme of works detailed earlier We now need to introduce throughout the HSE a programme which will deliver savings, continuities improvement, compliance with legislation, particularly 2020 Amends and subsequently repeals the Cogeneration Directive (2004/8/EC) and the Energy Services Directive (2006/32/EC), Was formally adopted by the Council of Ministers and European Parliament in October Energy Efficiency Directive 2012/27/EU Article 20: Energy Efficiency National Fund Financing and Technical Support The binding measures include:- Setting indicative national energy efficiency targets for 2020 (article 3); 3% renovation of public buildings (article 5); Purchasing of high energy efficiency products, services and buildings by public bodies (article 6); Energy efficiency obligation schemes (article 7); Energy audits and energy management systems (article 8); Metering and informative billing (articles 9-11); Promotion of Combined Heat & Power (CHP) and District Heating & Cooling (DHC) (article 14) States that Member States shall facilitate the establishment of financing facilities, or use of existing ones, for energy efficiency improvement measures to maximise the benefits of multiple streams of financing. Efficiencies in energy transmission and distribution (article 15). Qualification, accreditation and certification schemes for energy service providers (article 16) Promotion of energy services market and access for SMEs (articles 18 & 19); Review and monitoring (article 24) Sustainability Management Concession Contract Potential Savings SMCC The SMCC is a contractual partnership between a Sustainability Management Company and the HSE to achieve savings in the areas of energy, waste, water and wastewater through infrastructural improvements and also to ensure legislative compliance, within Law. These outcomes are funded by the savings achieved through improved infrastructure and better resource management and therefore cost neutral to the HSE 6

It will be developed in line with the Health Business Services key priority for a single national Financial and Procurement solution.
