1 Post Falls Parks and Recreation Department RIVER CITY BASKETBALL SEASON Please take a moment to review the enclosed paperwork, make sure you have everything complete before returning so your team is not put on hold. ONLY 8 TEAMS PER DIVISION WILL BE ACCEPTED! Enclosed in this packet: 1. This cover letter 2. A roster needs to be filled in completely before it is returned to the Parks and Recreation Office. Your roster must consist of at least 6 players by the initial registration date September 23 rd. Coaches will have until October 31 st to add additional players. 3. Team roster must be signed by each player s parent/guardian when submitted for registration. 4. Practice schedule request sheet (Post Falls teams only). Post Falls teams consist of a team made up of at least 50% Post Falls School District players. Practice schedule request sheet is due with your registration packet. Non-resident teams practice options: Coaches may call in beginning Monday, October 24 th to sign up for practices for November and December. Non-resident teams will be allowed one practice each week, based on space availability and 1 st come, 1 st served. 5. Completed packets must be received no later than the deadline, September 23, 2016 by 4:00pm (remember, there is an 8 team limit per division, so closure could take place before the dated deadline) 6. League information; practice schedules (PF teams) and game schedules (All teams) will be mailed by Oct. 13 th, or can be picked up at the PF Recreation Office or found online at after this date. TEAMS WILL NOT BE ACCEPTED AFTER THE SEPTEMBER 23rd DEADLINE! We will ONLY accept those teams who submit the completed packet with all required fees. Partial payments and incomplete rosters (not signed by parent/guardian) will not be accepted. Completed packets must be received no later than Friday, September 23 rd 4:00pm, or sooner depending on space availability. Please note some divisions fill up much sooner than the posted deadline, don t miss out by waiting until the last minute. If you plan on entering a tournament or have a potential scheduling conflict note that on your packet at the time of registration. Teams playing in the Spokane League in addition to our league will be scheduled for AM games in the PF league (8:30-12:00 games). PLEASE request PM (after 1:00) game times with the Spokane League. **CHARGES FOR GAME FORFEITS & SCHEDULE CHANGES: Once the schedules are completed on October 10 th, there will be a $50 fee for forfeit or schedule changes, (there is no guarantee change requests can be accommodated). 2 River City Basketball Season League Information Sheet DIVISIONS: NEW Boys: 4 th, 5 th, 6 th, 7 th and 8 th grade = 8 teams per division Girls: 4 th, 5 th, 6 th, 7 th and 8 th grade = 8 teams per division We are hosting a Tournament the weekend of Nov Please see the attached Tournament packet if you are interested in enrolling your Team, (this is separate from the league). GAMES & PRACTICE TIMES: Games will be played on Saturday s (local teams will be scheduled to play games on weeknights occasionally). Practices in Post Falls Schools Gyms are required to be scheduled through the Parks and Recreation Department. You are required to submit a practice request sheet with your team registration to be added to our practice schedule. Teams using school gym time not scheduled through our department will forfeit all future practice sessions assigned to them through the River City League. Practices will begin the week of October 24 th. TEAM FEES; DEADLINE: UNIFORMS: *Resident Team--$422 / Non-Resident Team--$440 *Resident team must have at least 50% PF School District players. Team Fees cover up to 9 players Additional Players $35/player COMPLETE team packets must be in by 4:00 p.m., Friday, September 23rd, 2015 the division may close sooner if full! NO LATE OR INCOMPLETE PACKETS WILL BE ACCEPTED! Each team must provide their player s with jerseys. Reversible jerseys are strongly encouraged in order to avoid duplicate colors on the floor. The season will run from 11/5/16 to 1/14/17 No games on 11/12 (unless your team registered for tournament) No games due to holidays: 11/26, 12/24 or 12/31 **If you are looking for players; call the Recreation Office , and ask about our PLAYERS LOOKING FOR TEAMS list. 3 RIVER CITY LEAGUE PRACTICE SCHEDULE REQUEST If you have a Post Falls team and will be needing gym time for practices you will need to complete the following information and return by the registration deadline Friday, September 23 rd. Post Falls teams (a team made up of at least 50% Post Falls School District players) will be given two practices per week. NON-RESIDENT TEAMS: You do NOT need to fill out this form. You can call the Recreation office beginning Monday, October 24 th to be plugged into practices based on space availability. **The younger teams will be given first priority for the earlier practice times, unless they Specifically request a later time. 4 RIVER CITY LEAGUE/GAME RULES NO FOOD OR DRINKS ALLOWED IN THE GYMS (this is a school district rule)!!! Parents and coaches are responsible for keeping spectator children controlled at all times in our schools. Children must be seated with parents, they are not allowed to play in lobbies, hallways, on top of or under the bleachers at any time. 1. ABSOLUTELY NO HANGING on rims at any of the gyms. The responsible party will be responsible for the maintenance fee of $50 if any damage occurs. This fee must be paid before the team is allowed to play their next game. 2. Coaches and parents of all teams are asked to help police their fans at the game should any problems occur. 3. High school federation rules are in effect except for the following revisions deemed necessary to make the league operate smoothly for the personnel and facility available. 4. All divisions will play 7 minute quarters. Half-time will be 5 minutes. There will be 3 full (one minute) and 2 (30 second) time outs per game. 1 time-out for overtime play. 5. The 3 point rule will be in effect at all gyms. 6. Once games schedules are printed and mailed any game changes or cancellations will be assessed a $50 fee. There are NO guarantees that change requests or cancellations can be rescheduled. 7. Teams will be consisted of youths only in specific grades. You can always play a younger child up into an older division, but youths may not be played down into a division for children younger than their current age. 8. A player may play on one team only. You cannot register to play for two different teams in the same division or in separate divisions. Such action will make the player illegal which will result in forfeit of league games and any monies paid to the Post Falls Parks & Recreation. 9. Technical fouls will result in teams being awarded 2 points automatically and the ball out of bounds. 10. Two technical fouls on any one player or coach in any one game will result in automatic suspension from play or coaching for one game. Second time will result in suspension from league. 11. Tie games will result in an overtime period. Teams will play 2 minute overtime periods. 12. The Full Court Press is allowed at any time during the game with the exception of the 20 point lead, at which time we will implement the Courtesy Rule, which is the following: If a team is ahead by 20 points you will need to pull back the press and pick up your man at half-court until there is a 10 point difference th & 5 th Grade Divisons--In the event that a team is leading by 20 points in the second half of the game, the time will be moved to a running clock for the 4 th quarter. Once the lead drops down to a 10 point difference the clock will go back to normal timing. 14. There will be no shooting at side baskets or dribbling of balls during any game. The gym supervisor will remove your ball and it can be picked up after the game. 15. The gym supervisor has the final say. 16. Each Division Winner will receive shirts for their team. Tie breaking system will be as follows: a. Head to Head competition. b. Pts. allowed. between the games of the teams involved in the tie. Post Falls Parks and Recreation Department reserves the right to have a team forfeit all games played and monies if coaches, players, or team fans become unruly and/or unmanageable before, during or after a game. Officials and the Gym Supervisor will confer with the team coach and the Recreation Manager will make the final decision. It is important to encourage good sportsmanship at all times. Officials deserve to be treated with respect from coaches, players, and spectators attending each game.

I agree to assume all risks associated with such participation. I do hereby release and forever discharge the City of Post Falls, Idaho and the Post Falls School District, its agents, servants, employees and cooperators from any and all real possible claims for damages or other harm to person or property, regardless of the manner by which any such claim may be bought. I accept the terms of this complete and total release and agree to be bound by it of my own free will. I understand that the P.F. Falls Parks & Rec. Dept. may use my picture for promotional purposes. I hereby consent to first aid, emergency medical care, and authorize, if necessary, admission to a hospital for treatment of injuries that I could sustain while participating in this program. I understand that I am responsible for any and all medical expenses that may be incurred as a result of any accident or illness while participating in the program.
