Beginning school year Why? Why not TAKS? New assessment driven by student success on previous assessment: Students have topped out on TAKS Now need a more rigorous test, focusing on fewer skills in a deeper manner Development of Involves educators in focus groups, advisory committees, and item reviews Involves higher educator faculty for EOC assessments Includes the Texas Higher Education Coordinating Board for EOC assessments Educator involvement in the test development process is critical to the process Highly qualified educators are needed to serve on educator committees The Educator Recommendation Form can be found on the student assessment website 1

TEXAS Tests the evolution of assessment in Texas continues... TABS TEAMS TAAS TAKS and now. S tate of T exas A ssessment of A cademic R eadiness What does it mean to be an assessment of academic readiness? TAKS Did I learn what I was supposed to in 8 th grade? Did I learn what I was supposed to in 8 th grade, AND Am I ready for Algebra I, AND Algebra II? 2

Texas already has a strong foundation with TEKS curriculum/past TAKS assessment builds and improves on this foundation is vertical: learning depends and builds on earlier grades Primary difference between and TAKS: COGNITIVE COMPLEXITY was a sprint TAKS is a relay 3

Key Words for Academic Readiness Fewer, clearer, deeper test items Increased rigor Readiness standards Supporting standards Focus Clarity Depth Items are more rigorous Assessing standards at a higher level of cognitive complexity Assessing more than one SE in an item Test is more rigorous Focused on student expectations Tested multiple ways More items are rigorous Align rigor with thinking: will require more thinking General Information Retesting Students can retest for various reasons; school district needs to set policies around retesting Modified and Alternate will not be required to re-test: ARDC will make decision Mk Make up testingti current plans include offering make-up testing for all grades and all subjects, not just those used in AYP calculations Some make-ups on particular days Others allowed over several days Given during all administrations, even summer 4

General Information New dictionary and calculator policies (see Attachment B) Embedded Reference Materials Formula charts for math and science/graph paper for math included in test booklets Printed on perforated pages students so students can remove and use during test administration General Information Field testing Mostly embedded in operational tests Writing Grade 4 2 compositions stand-alone field test for prompts embedded field test for revision/editing Grade 7/EOC 3 compositions (2 scored, 1 embedded field test) embedded field test for revision/editing General Information Grade 3 will have answer documents, no longer record answers in test booklet Dyslexia Accommodations not limited to grades 3 8: include reading of high school students with dyslexia and similar reading disabilities Dyslexia Accommodations allowed on 3 8 reading, English I, II, and III Dyslexia Accommodations include oral reading of questions/answers and extended time No more proper nouns list 5

Accommodations THIS JUST IN Will have policies, not a manual Will include Section 504 in more accommodations May have types of accommodations, for example Type 1 any student can use (like overlays) Type 2 may use if meets criteria (like OA) Type 3 requires an ARF w/ potential security risk Type 4 non standard (accommodations that invalidate the test score, such as recently blind student that does not yet read Braille) and not used in accountability Special Education No Accommodated. More white space and a larger font will be incorporated into and Modified (M) for grades 3 8 and End Of Course (EOC) No accommodations manual, but an on line accommodation type document available possibly August, 2011 Phase in for all except Alternate: Alternate only assessment for students with significant cognitive disabilities Modified (what we know at this time) Testing will be fewer, clearer, deeper Modified blueprint up on TEA assessment website No accommodations manual, more like on line policies and guidelines, more on 504 accommodations, supplemental aids, oral administration, electronic devices, reading aloud test questions and answers, extended time, extra days At this time, pretty much the same with fewer questions, 3 answer choices, larger font and more white space No summer admin for the Modified or Alternate THIS JUST IN 6

Modified (what we know at this time) Participation requirements have changed and will include some assurances on which ARDC will sign off THIS JUST IN Fewer questions, 3 answer choices, simplified sentence structure and vocabulary, will delete extraneous information when appropriate, will direct student attention to graphics when appropriate THIS JUST IN Modified EOC will put students on a minimum graduation plan If student takes a Modified in 2012 in MS, it will affect graduation in 2017, and may set up the High School for accountability trouble Putting students on Modified in elementary creates an instructional pattern that sets them up for minimum graduation Alternate Alternate Only Alternate assessment offered for students with significant cognitive disabilities(taks ALT not administered to grades 10 and 11 for ) All teachers must qualify on all modules Only two opportunities to qualify If failure to qualify, teacher receives training with supervisor then given one more opportunity Several changes to Alternate; see change document on TEA website Alternate Change in participation requirement questions No more pencil/paper task criteria as participation requirement Must have significant cognitive disability Must answer yes to all participation requirement questions Modules longer and more in depth Alternate resource page: ecial ed/staaralt 7

Linguistically Accommodated L Linguistic accommodations available for most assessments, not just those associated with AYP *no changes to the current TELPAS program for the school year Standards Curriculum Standards (TEKS) Readiness Supporting Process Assessment Standards Passing Standards or Performance Standards Accountability Standards Pass Rate Standards Educator Advisory Committees Reviewed eligible TEKS to determine what should bethe focus of the assessment; these are called Readiness Standards Recommended other assessed TEKS as Supporting Standards 8

Readiness Standards Are essential for success in the current grade or course Are important for preparedness for the next grade or course Support college and career readiness Necessitate in depth instruction Address broad and deep ideas Supporting Standards May be introduced in the current grade or course and emphasized in a subsequent year May be emphasized in a previous year and reinforced in the current grade or course May play a role in preparing students for the next grade or course but not a central role May address more narrowly defined ideas Word Wall (John Fessenden) Readiness Standards Supporting Standards Process Standards 9

10

11

Passing/Performance Standards Higher passing standard (probably a phase in of standards) More subjects closer to a 70% passing standard than 48% or 65% (not actually in %, but in vertical score) 12

Passing/Performance Standards Grades 3 8 Standards will be set in October 2012, after first administration in spring 2012 Raw score information will be available in late spring 2012 Report in spring will be a raw score Standards will be set in fall 2012 and reapplied to raw scores THIS JUST IN First reports with performance standards applied will be available in late fall 2012 Passing/Performance Standards EOC Standards will be set in February 2012, prior to first high stakes administration in spring 2012 (will be administered to a group of college students in the fall of 2011) THIS JUST IN First reports with performance standards applied will be available in June 2012 First retests will be offered in July 2012 Student Success Initiative Grades 5 and 8 Since performance standards will not be set until October 2012, pass/fail performance on the assessment will not be provided Therefore, there will not be retest opportunities (May and Juneadministrations) in Districts will use other relevant academic information to make promotion/retention decisions THIS JUST IN Recommendation of student s teacher Student s grade in the subject Any other necessary academic information, as determined by the district 13

Performance Labels For, Modified and L Level III: Advanced Academic Performance (in TAKS= Commended) Level II: Satisfactory Academic Performance (in TAKS= Met Standard) Level I: Unsatisfactory Academic Performance (in TAKS= Did Not Meet Standard) Performance Labels Alternate Level III: Accomplished Academic Performance Level II: Satisfactory Academic Performance Level I: Unsatisfactory Academic Performance COLLEGE READINESS House Bill 3 defines college readiness as the level of preparation a student must attain in English language arts and mathematics courses to enroll and succeed, without remediation, in an entry level general education course for credit in that same content area for a baccalaureate degree or associate degree program (Section a) 41 EOC Think of EOC as final exam EOCs are course tests, not grade level tests First year 9 th graders in take EOC Second year 9 th graders ( fresh mores ), as not required by state to take EOC (and TAKS will not be available to them) in , however district may require, or make a decision to assign an assessment 14

Hurdles for graduation 12 hurdles (EOC) for recommended, minimum and distinguished graduation plans* Cumulative score is equal to the product of # of EOC assessments taken in that content area and a scale score that indicates satisfactory performance, Level II For each of the four content areas, the cumulative score is greater than or equal to n x passing scale score where n = number of assessments taken Student must achieve a minimum score,* as determined by the commissioner, for the score to count towards the student s cumulative score Student s cumulative score is determined using the student s highest h score on each EOC assessment THIS JUST IN *minimum may not necessarily be passing THIS JUST IN *Four content areas with three tests in each area Hurdles for graduation THIS JUST IN Recommended to the commissioner that cumulative and minimum score not apply to students taking only Modified or Alternate Recommended to the commissioner for combo kids (those taking Modified for some subjects and for others), only subject assessed with, will figure into cumulative score THIS JUST IN Graduation Requirements A student s score on an EOC assessment will be worth 15% of the student s final grade for that course (Recommendation to the commissioner will be that this not apply to student s taking Modified and Alternate) A school district is not required to use the student s score on subsequent administrations to determine the student s final grade for that course 15

THIS JUST IN Graduation Requirements Middle school students who take a high school course prior to spring 2012 Not required to take that particular EOC assessment; cumulative score for that content area would decre3ase Could choose to take that particular EOC assessment in spring 2012 or beyond and if taken, the score they receive would only be used in their cumulative score if it benefitted the student THIS JUST IN Graduation Requirements For students new to Texas who have earned credit for a high school course that has an EOC assessment associated with it, several options exist Student not required to take that particular EOC and cumulative score for that content area decrease Student could choose to take that EOC and score they receive would be used in cumulative score, if it benefitted the student THIS JUST IN Graduation Requirements In the future, TEA is planning three administrations of EOC assessments each year for Students who complete the course at different times of the year Retest opportunities TEA is planning EOC administrations at end of Spring (1 st week of May) Summer (July) Fall (December) 16

Graduation Requirements If the passing scale score on each of the 3 science EOC assessments happens to be set at 1000, then the cumulative score 3 x 1000 the cumulative score 3000 Texas Education Agency Student Assessment Division 49 Graduation Requirements If the minimum scale score on each of the 3 science EOC assessments happens to be 900 Then students must score at least 900 on each of the 3 science EOC assessments But scoring 900 on each of the 3 science EOC assessments will not meet the cumulative score requirement of 3000 Texas Education Agency Student Assessment Division 50 Graduation Requirements for Distinguished High School Program In addition to meeting the cumulative score requirement in each of the four core content areas, students on the Distinguished High School Program have to perform satisfactorily on the college readiness component (achieve Level III: Advanced Academic Performance)on the EOC assessments for English III Algebra II Texas Education Agency Student Assessment Division 51 17

Graduation Requirements for Recommended High School Program In addition to meeting the cumulative score requirement in each of the four core content areas, students on the Recommended High School Program have to pass (Level II) EOC assessments for English III Algebra II Texas Education Agency Student Assessment Division 52 Graduation Requirements for Minimum High School Program For students on the Minimum High School Program, the cumulative score isbased on the number of courses taken for which an EOC assessment exists. Texas Education Agency Student Assessment Division 53 Graduation Requirements for Minimum High School Program Take EOC assessments for courses in which they are enrolled and for which an EOC assessment exists (8 12 tests) Meet cumulative score requirement in each of the four core content areas for courses specifically required on the MHSP (could be as few as 8 tests) Texas Education Agency Student Assessment Division 54 18

GRADUATION REQUIREMENTS Plan for phase out of HS TAKS and phase in of EOC assessments GR 9 TAKS EOC EOC EOC EOC GR 10 TAKS TAKS EOC EOC EOC GR 11 TAKS TAKS TAKS EOC EOC GR 12 TAKS* TAKS* TAKS* TAKS* *Out of school testers and 12th grade re testers EOC or TAKS* 55 Testing policies still being discussed Testing requirements for all students Accommodations policies Test release plan Substitute assessments TEA is working on a Q & A at this time Final thoughts on grades 3 8, paper administration EOC, spring 2012, paper and online formats for Middle school students enrolled in high school courses who have as graduation requirement First time grade 9 students who have as graduation requirement 19

Final thoughts on Testing in Spring 2012 THIS JUST IN Middle school students enrolled in a course for which an EOC assessment exists Will not need to take the corresponding grade level assessment Will need to take the EOC assessment For example, a grade 8 student enrolled in Algebra I will take grade 8 reading grade 8 science grade 8 social studies Algebra I Final thoughts on Testing in Spring 2012 First time grade 9 students will need to take the following EOC assessments for courses in which they are enrolled. English I, II, III Algebra I, Geometry, Algebra II Biology, Chemistry, Physics World Geography, World History, U.S. History These students will not take TAKS grade 9 tests as these tests will not be available. THIS JUST IN Repeating grade 9 students will not take TAKS grade 9 tests as these tests will not be available. Repeating 9 th graders may take only the EOC assessments for courses in which their campus has been assigned to the mandatory sample. Final thoughts on Testing in Spring 2012 Grade 10 students will take TAKS grade 10 tests in English language Arts Mathematics Science Social Studies Grade 10 students may take only the EOC assessments for courses in which their campus has been assigned to the mandatory sample THIS JUST IN Testing in Spring 2012 Grade 11 students will take TAKS exit level tests in English Language Arts Mathematics Science Social Studies Grade 11 students may take only the EOC assessments for courses in which their campus has been assigned to the mandatory sample. THIS JUST IN 20

Final thoughts on Testing in Spring 2012 Grade 12 students will take the TAKS exit level tests for those subject areas that they have not yet passed Grade 12 students may take only the EOC assessments for courses in which their campus has been assigned to the mandatory sample.
