1 Central Connecticut State University Golf League League Rules & Scoring Procedures 1. OFFICERS 1.1. League Officers for the following year shall be elected at the league tournament banquet. Officers will serve staggered terms so there will always be an experienced officer PRESIDENT Shall serve a 2-year term, staggered opposite the Secretary In consideration for the leadership and organizational role the President assumes, the year-end Tournament Fees will be waived for this individual Responsible for contact with Stanley Golf Course and making arrangements for league play, collection of league dues, establishment of team pairings, coordination of the end-of-season tournament and banquet The President is the final authority on all league matters SECRETARY Shall serve a 2-year term, staggered opposite the President In consideration for performing the duties assigned to the Secretary, the year-end Tournament Fees will be waived for this individual Responsible for assisting the President with establishment of team pairings, development of the league schedule, preparation of weekly scorecards for league play, and maintenance of league statistics for individual players, substitutes and teams The Secretary shall maintain the League Rules & Scoring Procedures document. 2. ANNUAL DUES 2.1. All full-time league members must submit their Annual Dues and season s greens fees (except for season pass holders) to the League President IN FULL by the advertised deadline If this payment is not made, the player will not be allowed to participate. 3. CHAMPIONSHIP AWARDS/QUALIFICATION 3.1. The regular season shall consist of 16 weeks of play. (may be amended depending on total number of teams and number of weeks required to complete playoff rounds) An individual player must play at least 70% of the rounds played during the league season in order to qualify for individual awards Both members of a team must play at least 70% of the rounds played during the season in order to qualify for the Championship Playoffs In the event that two teams are tied for a position at the end of the regular season, the tiebreaker to determine playoff position will be a coin flip. 2 4. LEAGUE CHAMPIONSHIP PLAYOFFS 4.1. The Championship Playoffs will be organized in the form of a bracketed tournament Seeding for the tournament will be determined by the final positions of teams as a result of the regular season competition Teams will compete, using the handicap allowance, for the match only In the event of a tie at the end of a 9-hole match, the teams will match cards (with handicap allowance applied) starting with the highest handicap hole (most difficult) until a winner is determined. 5. SCORING AVERAGES 5.1. INDIVIDUAL AVERAGE For the first five weeks of league play, individual stroke averages are calculated by adding last year s average to the actual scores for the current year. The cumulative strokes are divided by the total number of rounds played and rounded to the nearest tenth of a point For weeks six through twenty, only the actual scores for the current year are used. The cumulative strokes are divided by the total number of rounds played and rounded to the nearest tenth of a point TEAM AVERAGE Individual stroke averages (calculated to the nearest tenth of a point) of teammates are added together. The resulting number is rounded off and represents the Team Average MAXIUMUM STROKES PER HOLE In effort to assist the pace of play, no player shall be assessed a score of more than double-par on any hole. Therefore, the maximum score allowed on a par 5 will be 10, the maximum score on a par 4 is 8, and the maximum score on a par 3 will be WEEKLY MATCH SCORING 6.1. MATCH POINT STROKE ALLOWANCE For the Match Point, the lower Team Average is subtracted from the higher Team Average. The resulting number represents the stroke allowance awarded to the team with the higher average at the end of the match (subtract from team score for the round) HOLES POINT NORMAL STROKE ALLOWANCE For the Holes Point, divide the stroke allowance (see above) by two and round up if necessary. This represents the number of holes in which a stroke may be subtracted from the team score on a given hole for the team with the higher average. Strokes are allowed in order on the highest handicap (most difficult) holes EXCESSIVE STROKE ALLOWANCE Revised 4/13/16 CCSU Golf League Rules & Scoring Page 2 of 6

3 For the Holes Point, if the stroke allowance exceeds 18, the additional strokes allowed for the Holes Point will be added in order to the highest handicap (most difficult) holes. 7. SUBSTITUTES 7.1. SECURING A SUBSTITUTE Members are responsible for scheduling their own substitutes. A list of available substitutes will be provided and updated as needed SUBSTITUTE FEES Payment must be made to the President or Secretary (NOT THE PRO SHOP) before the substitute plays his round Substitutes must pay a $15 fee Fees paid by substitutes shall be retained in the treasury and used to supplement the budgeted prize allocation LEAGUE-APPROVED SUBSTITUTE/SCORING LEAGUE-APPROVED SUBSTITUTE DEFINED A League-Approved Substitute is an individual who has played at least 3 rounds in the CCSU Golf League, thereby establishing a league average If a team member is absent and secures a league-approved substitute to play in his place, the substitute s average (to the nearest tenth of a point) is added to the other team member s average (to the nearest tenth of a point) to compute the Team Average for that day s match. The Match Point and Holes Point are determined as outlined above The Secretary will keep a running average for Substitutes to include their 10 most recent scores (if available). The running average will be used for substitutes rather than just the current year average NON-APPROVED SUBSTITUTE/SCORING If a team member is absent and secures a non-approved substitute to play in his place, the team with the absent member cannot earn the Holes Point. However, the team with the absent member can compete for the Match Point. In this situation, the day s score of the playing team member is added to the absent team member s (rounded) average. This represents the team s score for that day s play NO SUBSTITUTE/SCORING If a team member is absent and does not secure a substitute to play in his place, the team with the absent member cannot earn the Holes Point. However, the team with the absent member can compete for the Match Point. In this situation, the day s score of the playing team member is added to the absent team member s (rounded) average. 4 At least one of the original members of a team must play in order for the team to be eligible to earn any points for that week s match If both members of a team are absent, even if two substitutes are secured to play in their place, no points may be earned. 8. RAIN OUTS/DELAYS TEAM POINTS EARNED 8.1. This special situation will hold true only if a round is considered a rain out, and if ALL teams were able to complete at least six (6) holes of play The Secretary will review all scorecards for holes one (1) through six (6) to determine the winners of the holes point and match point for that abbreviated round. The stroke allowance will be pro-rated and applied accordingly for determining the Match Point and Holes Point In this situation, individual scores for the week s play will not be counted toward the league average In the case of a Rain Delay, when the siren sounds and we are forced off of the golf course, all players/teams are to remain at the course until a final determination is made whether the round will continue. If a team leaves the course and play resumes, that team will forfeit both match and holes points. 9. YEAR-END TOURNAMENT 9.1. PARTICIPATION All Regular League Members and Substitutes are eligible to participate Guests of Members or Approved Substitutes will be welcome to participate in the tournament as space permits, and under the following conditions: Guests must provide an official USGA handicap for scoring purposes and for eligibility for team prizes (see below) Guests must pay the full amount for greens fees and banquet Teammates Play Together All Regular League Members will play with their team partner at the year-end tournament If one of the partners is not able to play, the remaining partner may pair up with a substitute, or invite a guest per provisions of above PRIZE ELIGIBILITY Regular League Members of the CCSU Golf League will be eligible to win individual and team prizes Approved League Substitutes will be eligible to win individual and team prizes Guests will be eligible to win team prizes (yellow ball, team low gross, team low net). 5 Guests will not be eligible to win individual prizes (low gross, low net, closest to the pin, long drive). 10. MISCELLANEOUS ORGANIZATIONAL MEETING The League President shall hold an annual organizational meeting for the purpose of reviewing rules and league procedures. The meeting will be held some time before league play begins RULES DECISIONS All league members shall have input on decisions that deviate from established league rules LOCAL RULES for CCSU Golf League Maximum Strokes Allowed. No player shall take more than ten (10) strokes on any one hole Situations treated as a lateral hazard. In order to fight slow play, the following situations shall be played as if a lateral hazard is involved: Out-of-Bounds Lost Ball Driving Range Screen (next to, over or under the screen) Each of these situations shall be played as a lateral hazard. Instead of hitting a provisional ball or returning to the point of the previous shot to re-hit, the player will take a drop at a point no closer to the hole outside the line (or hazard margin) where the ball crossed. Penalty of one stroke Effective with the 2013 season, members of the league who are age 65 or older will be allowed to tee off from the gold ( senior ) tees RULES OF GOLF All participants shall follow the provisions of The Rules of Golf, except for Local Rules stated above, in order to provide a fair and equal element of competition SLOW PLAY Slow Play is an issue that should be taken seriously. There are other leagues that follow the CCSU Golf League, and we do not want to be accused of slow play, delaying the start of play for those leagues. It is imperative that members show up and are ready to tee off at least 15 minutes before their scheduled time. On the course, we should all play Ready Golf and police one another in order to maintain the appropriate pace of play MID-SEASON ONE WEEK FORMAT CHANGE Revised 4/13/16 CCSU Golf League Rules & Scoring Page 5 of 6

6 One week at the midpoint of the season may be designated for a modified format week of play. The following formats were approved by the membership at the 2014 Banquet: Two-man scramble. If this format is selected, there will be no recorded individual scores as only team scores will be kept. The match point and holes point will still be earned based on team scores Four (or six) club limit. If this format is selected, individual scores will be recorded.
