FERC Docket No. ER Proposed Revisions to Attachment J to the MISO Tariff Dear Secretary Bose: The Midcontinent Independent System Operator, Inc. ( MISO ), through this filing, proposes revisions to Attachment J to its Open Access Transmission, Energy and Operating Reserve Markets Tariff ( Tariff ). MISO s objective for the requested revisions is to conform the Tariff to the changing requirements stated in National Association of Electric Standards Board ( NAESB ) standards, as such standards have been addressed by the Commission in Order 676-H and related orders. I. BACKGROUND The Commission incorporated NAESB standards in Order No. 676-H, 2 with certain exceptions, and adopted by the Wholesale Electric Quadrant ( WEQ ) standards related to the Network Integration Transmission Service ( NITS ). MISO incorporated these updated, approved NAESB standards into Attachment Q of the MISO Tariff, which states: Midcontinent Independent System Operator, Inc MISO makes this filing pursuant to section 205 of the Federal Power Act ( FPA ), 6 U.S.C. 824d, and section 35.2 of the Federal Energy Regulatory Commission s ( FERC or Commission ) regulations, 8 C.F.R (206). All capitalized terms in this filing that are not otherwise defined have the same meaning as they have under the current MISO Open Access Transmission, Energy and Operating Reserve Markets Tariff. Bose January 3, 207 Page 2 The current versions of the NAESB WEQ Business Practice Standards incorporated by reference into the Commission s regulations... are incorporated by reference into this Tariff. Attachment J also contains timing requirements on topics that are addressed by WEQ standards. Industry-wide implementation dates for NITS-related requirements of Order No. 676-H 4 were pushed back from those originally approved by the Commission. The most recent order on this topic resulted in Commission approval of March, 207 as the implementation date for NITS-related deadlines for all Transmission Providers. 5 II. PROPOSED TARIFF REVISIONS MISO proposes to update Attachment J by adding three rows to the table that addresses timing requirements for a NITS request. The rows show timing requirements for (referring to a Designated Network Resource), which is differentiated by the period when requests are received by MISO. Receipt intra-, within 24 s, and after 24 s (i.e. the added three rows) contain MISO response and customer confirmation times consistent with the currently applicable WEQ-00 standard. According to Attachment Q, these timing requirements will be applied. In the instant filing, these same timing requirements are proposed to be explicitly stated for ready reference and use by MISO s members in the updated Attachment J. III. OUTREACH The implementation of the new standards, incorporated into the MISO Tariff according to Attachment Q and addressed explicitly the by the change to Attachment J, involves operational changes on the part of MISO s members. As a result, MISO undertook training and educational efforts to familiarize its members with changes needed to timely implement the new standard. The communications relating to implementation of FERC Order 676-H include an initial (large) electronic communication to all MISO Network Customers on October 8, 205 that advised those recipients about deadlines for information verification to meet FERC deadlines for 676-H. On January 25, 206, MISO informed Network Customers that MISO and Network Customers were in agreement with information to be posted by the three to the deadlines. On March, 206, MISO announced to Network Customers that the demonstration environment would be available for testing, and would be offered beginning in April 206. On March 23, 206, MISO announced to Network Customers that the new deadline for 4 5 See id. at P 20. This announcement was posted on MISO s OASIS. On May 26, 206, MISO hosted training on its Learning Management System ( LMS ), entitled NITS: Full Implementation of FERC Order 676-H. The training was recorded and posted to the MISO website, which was also contained in a ppt presentation. On June 30, 206, MISO advised its Network Customers that the July 25, 206 deadline for full implementation of Order 676-H had been moved to March, 207. On July 28, 206, MISO hosted a second LMS training session, entitled NITS: Full Implementation of FERC Order 676- H. On January 6, 207, MISO announced to its Network Customers that the start of parallel operations for full cut-over would be March, 207. That notice was again posted on MISO s OASIS. IV. DOCUMENTS SUBMITTED WITH THIS FILING In addition to this Transmittal Letter, this submission includes: 6 Tab A Redline Tariff Sheet; and Tab B Clean Tariff Sheet. V. PROPOSED EFFECTIVE DATE AND REQUEST FOR WAIVERS MISO respectfully requests that the March, 207 effective date through waiver of the notice rule. Good cause exists to grant the waiver of the notice rule in order to ensure that no confusion arises from the terms of Attachment Q to the MISO Tariff and Attachment J. MISO also requests waiver of section 35.3 of the Commission s regulations, 7 to the extent applicable to this filing. MISO requests waiver of other applicable requirement of 8 C.F.R. MISO shall accommodate changes to Interchange Schedules submitted after the start of such schedules when practicable. All times are Eastern Standard Time, unless otherwise designated as Eastern Prevailing Time (EPT). [2] For transactions not covered by an umbrella service agreement, the customer response must be execution of a service agreement or a request that an unexecuted service agreement be filed with the Commission pursuant to Module B, Section 5.3 of this Tariff. For transactions under an umbrella service agreement, the above times are the deadlines by which time the customer must notify the Transmission Provider of its acceptance of the offer to provide transmission. [3] During Rollover Request competition, the Rollover Request customer shall have three (3) business days to confirm a matching request. [4] MISO Business Hours are 8:00am-5:00 (EPT) Monday-Friday excluding MISO Holidays. [5] Daily for a single day that is submitted more than 24 s in advance of the start time has a 24 customer confirmation time. [6] Five-Minute Window Batch Evaluation will be used for all similar Short-Term PtP, except for Hourly service. Similar reservations will be evaluated and awarded based on a lottery system, if necessary. The Transmission Provider will consider studying transmission service requests in a cluster if: (i) the customers involved request the cluster and the Transmission Provider can reasonably accommodate such a request; or (ii) otherwise appropriate to optimize the Transmission Provider s processing of Transmission Service requests.
