Part 154 ( Regulations ), Transcontinental Gas Pipe Line Company, LLC ( Transco ) hereby submits for filing the following tariff record to its FERC Gas Tariff, Fifth Revised Volume No. 1. The proposed effective date of the tariff record is April 1, Version Part Section Description II Summary of Negotiated Rate Agreement Statement of Nature, Reasons and Basis The tariff record submitted herewith for inclusion in Part II, Section summarizes the essential elements of an executed service agreement under Rate Schedule FT between Transco and Virginia Power Energy Marketing, Inc. ( VPEM ) that contains a negotiated rate. On February 28, 2014, Transco filed tariff records in Docket No. RP to reflect the restructuring of VPEM s firm transportation contracts associated with Transco s Trenton Woodbury Expansion ( February 28 Filing ). As described in the February 28 Filing, VPEM notified the Commission in a petition filed on September 27, 2013 in Docket No. RP that it intends to exit the commercial natural gas marketing and trading business, and requested temporary and limited waivers of certain of the Commission s interstate natural gas pipeline capacity release regulations, requirements, and related policies, as well

2 Federal Energy Regulatory Commission Page 2 as the applicable tariff provisions of affected pipelines (including Transco), to effectuate the release and reassignment of certain of its interstate natural gas transportation and storage agreements ( September 27 Petition ). The Commission granted the September 27 Petition, with conditions, in a letter order dated October 25, Among other things, the tariff records included in Transco s February 28 Filing established a recourse reservation rate under Rate Schedule FT Trenton Woodbury Expansion effective April 1, As part of the restructuring of VPEM s firm transportation contracts associated with the Trenton Woodbury Expansion service, Transco and VPEM executed a new Rate Schedule FT service agreement ( Trenton Woodbury Service Agreement ) effective April 1, 2014 that contains a negotiated reservation rate. 3 Accordingly, pursuant to the Commission s Alternative Rate Policy Statement and the provisions of Transco's Rate Schedule FT that permit Transco to negotiate rates, 4 Transco submits herewith for filing a tariff record reflecting a summary of the Trenton Woodbury Service Agreement. The summary includes the exact legal name of the customer, the applicable charge, the applicable rate schedule for the service, the receipt and delivery points, the quantity of gas to be transported under the service agreement, and the term of the negotiated rate. Transco affirms that the service agreement does not deviate in any material aspect from the Rate Schedule FT form of service agreement in Transco s Volume No. 1 FERC Gas Tariff. Effective Date and Waivers The tariff record submitted herein is proposed to be effective April 1, 2014, the effective date of the Trenton Woodbury Service Agreement. Transco respectfully requests a waiver of Section of the Commission s regulations and any other waivers that may be required for the Commission to permit the tariff record filed herein to become effective April 1, In the event that the Commission elects to accept and suspend the revised tariff record, in accordance with Section 154.7(a)(9) of the Commission s regulations, Transco moves to place such tariff record into effect at the end of the applicable suspension period. 1 Virginia Power Energy Marketing, Inc., 145 FERC 61,066 (2013). 2 On March 24, 2014, the Commission issued a letter order accepting the tariff records contained in the February 28 Filing to be effective April 1, Prior to the effective date of the Trenton Woodbury Service Agreement, VPEM paid for their Trenton Woodbury Expansion firm transportation service in the form of a negotiated reservation rate surcharge applied to certain VPEM firm transportation service agreements. 4 Alternatives to Traditional Cost-of-Service Ratemaking for Natural Gas Pipelines and Regulation of Negotiated Transportation Services of Natural Gas Pipelines (Alternative Rate Policy Statement), 74 FERC 61,076, reh'g and clarification denied, 75 FERC 61,024, reh'g denied, 75 FERC 61,066 (1996).
