2 Statement of Nature, Reasons and Basis for Filing Section 6.45 of the GT&C of the Tariff provides that Bison will file an annual report on or before May 1 of each year reflecting the operational purchases and sales for the twelve-month period ending the preceding December 31. The report shall state the source, date, volumes, price, costs and revenues, and the disposition of the associated costs and revenues, for all operational purchases and sales transactions. To comply with this filing requirement, Bison is submitting an annual report of operational purchases and sales, attached hereto at Appendix A. The report reflects that during the reporting period, 3 Bison made purchases of linepack gas and sales of excess gas, all as more fully identified in the attached report. The attached report additionally includes information relating to the disposition of costs and revenues associated with the purchases and sales of gas. Materials Enclosed In accordance with Section of the Commission s regulations, Bison is submitting an XML filing package, which includes: 1. This transmittal letter; and 2. The Operational Purchases and Sales Report (Appendix A). Certificate of Service As required by Section (2) of the Commission s Regulations, copies of this filing are being served on all of Bison s existing customers and interested state regulatory agencies. A copy of this letter, together with the other attachments, is available during regular business hours for public inspection at Bison s principal place of business. Pursuant to Section and Section , the undersigned has read this filing and knows its contents, and the contents are true as stated, to the best of his knowledge and belief. The undersigned possesses full power and authority to sign such filing. 3 Section 6.45 requires Bison to file an annual Operational Purchases and Sales report for the twelve-month period ending December 31. However, Bison made line pack purchases in December 2010 that were necessary to place the pipeline into service on January 14, These purchases are included in the attached report.
