3 PREFACE Evacuation is an organised and controlled movement of personnel from a threatened or dangerous area to a safe area in the minimum possible time and exposing them to least possible risk. Evacuation procedures will be invoked for fire and bushfire, flood, bomb threat, hostage situation, storm or cyclone, earthquake, toxic emission or accidents and for any explosion or disruption to services. It is imperative that the following procedures are implemented for the efficient evacuation of all persons. At Malek Fahd Islamic School, in the event of disaster or threat of disease: Always evacuate all the buildings and facilities to the safe assembly area - the field. 1.0 EVACUATION PROCEDURE 1. Evacuation bell will ring to instruct teachers WHEN to evacuate. 2. Assemble all students in the class ready for evacuation (no packing up). Instruct students to remain calm. 3. Check to ensure all students are present (account for toilet/sick bay visitors, messengers). 4. Subject teachers will then take their class up to the field, line them up and complete a roll call. 5. Afterwards report to either the Principal, Deputy, or Welfare coordinators any missing persons or unusual circumstances and await instructions. 6. Teachers must remain in control of classes, keeping students CALM and TOGETHER 7. When instructed, teachers are to take students back to the same room they evacuated. The school will conduct two evacuation drills per year. One drill will occur with the advance notice of fate and time. The second will be conducted after advance notice of date only. Records of these drills will be registered using Appendix 6 and filed with the Compliance Coordinator. Specific instructions for all staff involved in an evacuation: 1.1 PRINCIPAL S/ WELFARE COORDINATORS INSTRUCTIONS In the event of an emergency/ upon hearing the evacuation alarm you are to: a) Contact the Principal/Deputy Principal so as to establish nature of emergency. b) Take action in accordance with appropriate emergency action card (Appendix 2). c) Move to the field (assembly area) on completion of evacuation and establish presence of all staff/ students. d) Set up first aid post on field e) Brief police/emergency service on their arrival. 3
4 1.2 EXECUTIVE STAFF INSTRUCTIONS In the event of an emergency (and if not committed to a class) you are to: a) Confirm the existence of an evacuation alarm. b) Immediately proceed to Principal s office and assist as directed. c) Deputise for the Principal in his or her absence. You must be familiar with the EMERGENCY ACTION CARDS. 1.3 TEACHERS INSTRUCTIONS On hearing the alarm you are to: a) Assemble all students in the class ready for evacuation (no packing up). b) Check to ensure all students are present (account for toilet/sick bay visitors, messengers). c) Wait for instructions over the PA system. If the emergency takes place in your classroom and affects your classroom in part, you are to: a) Evacuate the classroom using the safest planned route. b) Ensure Principal is informed. c) Proceed to the field (assembly area). d) Check attendance of students and report to an executive. e) Maintain calm and await instructions from Principal/ Executive. NB. If you are not committed to a class at the time, and do not have a specific duty under this plan you are to report to the principal/ executive s office/s for special duties. 1.4 SECRETARY S INSTRUCTIONS 1. On receiving instructions to sound the alarm, hearing the alarm or on instructions from the principal/executive, you are to: a) Ensure phone line(s) is/are free at all times. b) On instruction, contact appropriate emergency service and inform them of emergency and contact name. c) Evacuate yourself to the field (assembly area) when instructed to do so. 2. You should prepare yourself as follows: a) List all likely emergency numbers in a ready to use location. b) Familiarise yourself with your evacuation route. c) Familiarise yourself with the bomb threat proforma (see Appendix 2). d) Collect a first aid kit and set up post. e) Attend to any casualties and hand them over to medical authorities. 4
5 1.5 OTHER STAFF INSTRUCTIONS As with teachers that are not in class, you must report to principal s/executives office and await instructions. 2.0 LOCKDOWN PROCEDURES 1. Subject teachers will take the roll at the beginning of the period to record students that are present and switch their mobile phone to silent. 2. You will hear the sound of an alarm (continuous school bell) 3. Subject Teachers will lock all doors and shut all windows in classroom, check class rolls then instruct students to stay under their desks so that they are out of sight. Teachers will also stay under their desk. 4. Subject teachers will send a SMS to their subject Co-coordinators (ensure that you have your coordinators number in your phone contacts) to inform them that all students who were present at the beginning of the lesson are currently present. The SMS can read "All present in class ". If a student is absent for the day, this does not need to be mentioned in the SMS. Subject coordinators will locate missing students if necessary. 5. Deputy Principal and/or Welfare Co-coordinators to check with subject coordinators to account for everyone. This can be done through subject coordinators sending an SMS to either the Deputy or the welfare coordinators and informing them of the classes that are accounted for. 6. Teachers will remain in lockdown procedure and await further instructions from Principal / Deputy Principal or their delegates. The school will conduct two lockdown drills per year. 6 3.0 LOCKOUT PROCEDURES Lockout is a procedure which prevents unauthorised persons from entering the school and is commonly used when the threat is general or the incident is occurring off the school property. This procedure allows school activities to continue as normal during the outside disruption. Once lockout is determined procedure should be initiated as follows: 1. The main office alerts the Principal/ Deputy Principal and the Welfare Coordinators to implement the lockout. 2. Deputy Principal and Welfare Coordinators should inform teachers to direct students who are in the playground or the oval to immediately return to the nearest school building and classroom. 3. The Principal/ Deputy Principal and the Welfare Coordinators should ensure that all doors and perimeter fences are secured. 4. Teachers in classrooms should record the names of students who are in the room. Any missing and/or extra students should be noted. If possible, teachers should provide details to the Deputy Principal/ Welfare Coordinators as requested so that students are accounted for and safe. 5. The only entry to the school for the period of lockout should be through the main entrance. The Principal/ Deputy Principal and Welfare Coordinator should ensure that access is monitored and that only authorised personnel have access. 6. Teachers and students on excursions/out of school activity will be contacted by the Office/ Deputy Principal/Welfare Coordinators. 7. The Principal/ Deputy Principal will liaise with NSW Police or other emergency services if necessary, to develop and implement a plan for students to depart at the end of the school day if the incident is still continuing. 6

8 APPENDIX 2: Emergency Evacuation Cards FIRE 1. CHECK THE SOURCE OF THE FIRE. NOTIFY THE PRINCIPAL/ DEPUTY PRINCIPAL/ PRIMARY PRINCIPAL. 2. EVACUATE PARTIALLY OR TOTALLY. 3. TRY AND PUT OUT THE FIRE BUT ONLY IF IT CAN BE DONE SAFELY, DO NOT ENDANGER LIFE. 4. CALL THE FIRE BRIGADE, Phone No: (02) (Bankstown). 5. AWAIT INSTRUCTIONS FROM THE OFFICER IN CHARGE. 6. KEEP EVERYBODY AWAY FROM THE FIRE, UNLESS THEY ARE ON FIRE FIGHTING TEAM. SEIGE/HOSTAGE 1. CONFIRM AVAILABLE FACTS BY PERSON AT OBSERVATION OR BY A SECOND INFORMATION SOURCE. 2. CONTACT THE POLICE. 3. EVACUATE-PARTIALLY OR TOTALLY. 4. ASSEMBLE PERSONNEL WITH A DIRECT KNOWLEDGE OF: - EVENTS INTERIOR LAYOUT/TOPOGRAPHY THE HOSTAGE(S) 5. CO-OPERATE AND ASSIST POLICE AS NECESSARY. BOMB THREAT 1. CALL THE POLICE. NOTIFY PRINCIPAL/ DEPUTY PRINCIPAL/ PRIMARY PRINCIPAL 2. EVACUATE TO OPEN AREA. 3. WAIT FOR INSTRUCTIONS FROM POLICE. 8
9 TOXIC EMISSIONS (GAS, FUEL OR CHEMICALS) 1. WHEN ALERTED CHECK THE SOURCE OF THE DISASTER. NOTIFY THE PRINCIPAL/ DEPUTY PRINCIPAL/PRIMARY PRINCIPAL 2. EVACUATE WELL AWAY FROM THE DISASTER (NOT DOWNWIND). 3. CALL THE POLICE. 4. AWAIT INSTRUCTIONS FROM THE SITE MANAGER. HAZARDOUS SPILLS (GAS, FUEL OR CHEMICALS) 1. WHEN ALERTED CHECK THE SOURCE OF THE SPILL. 2. EVACUATE THE IMMEDIATE AREA. 3. IF NECESSARY, EVACUATE THE SCHOOL. 4. CALL THE POLICE/ FIRE AMBULANCE. 5. AWAIT INSTRUCTIONS FROM THE OFFICER IN CHARGE. EARTHQUAKE INDOORS 1. GET EVERYBODY UNDER DESKS AND TABLES OR A DOOR FRAME. 2. ENSURE NOONE LEAVES THE BUILDINGS WHEN TREMOR HAS SUBSIDED. 3. EVACUATE EVERYBODY CLEAR OF BUILDING, TREES AND POWER LINES. 4. TUNE INTO RADIO AND FOLLOW ANY EMERGENCY INSTRUCTIONS. 5. ENSURE BUILDING IS SAFE BEFORE ALLOWING STUDENTS TO RE-ENTER 6.
