DEHEMS project Description of the Professional Domains ENGINEERING Country: Slovenia
1 Which study fields/study areas are covered by this professional domain? Slovenian study programmes which can be included in the professional domain of Engineering are the following: Mechanical Engineering Mining Electrical Engineering Chemical Engineering Traffic /Nautical Engineering Civil Engineering 2 Which types of institutions are offering this professional domain? Most of the study programmes from this professional domain are offered by three public universities and their faculties. However, there are two independent higher professional schools which also implement study programmes from the fields of engineering. 3 Please give a quantitative overview about the professional domain 3.1 Number of offered study programs As any of higher education institution has the right to create their own study program, there is a vast diversity of offered study programs. 3.2 Number of HEIs offering the program 11 institutions of higher education are offering study programs in the field of Engineering.

3.5 PhD quota As shown in the table 2, the PhD quota for the field engineering is 5,40%. This means that in the school year 2007/08 there were 86 PhD graduates in total of 1593 graduates in the studied field. The highest percentage of PhD graduates can be found in Engineering and engineering trades studies. 3.6 Gender distribution As expected, the percentage of female students is very low. It s the lowest percentage of female students within studied areas in Dehems study. As seen in table 1, there are only 27% of females. The biggest percentage within the field of Engineering can be found in studies of Manufacturing and processing, where there were more than half female enrolled in the school year 2007/ Quota of foreign students and students with a migration background The quota of foreign students per fields is not available in Slovenia 4 Please give for each study programme covered by the professional domain a short description referring to the following aspects We give a short review of main study programmes from the field of engineering and these are: Mechanical Engineering (Faculty of Mechanical Engineering) Chemical Engineering (Faculty of Chemistry and Chemical Technology) Electrical Engineering (Faculty of Electrical Engineering) Energetic Engineering (Faculty of Energy Engineering) Civil Engineering (Faculty of Civil and Geodetic Engineering) Mining Engineering (Faculty of Natural Sciences and Engineering) Traffic/Nautical Engineering (Faculty of Maritime Studies and Transport) However we will omit from description those study programmes where there is relatively small number of students enrolled. 4.1 Mechanical Engineering Slovenia has two faculties with study programmes from the field of Mechanical Engineering: University of Ljubljana Faculty of Mechanical Engineering University of Maribor Faculty of Mechanical Engineering Both faculties offer study programmes on university and higher professional levels. Ljubljana s faculty renames its higher professional programme as Project Applied Program of Mechanical Engineering which last 3 years with 180 credit points ECTS. After completion of the first year, which is common to all students, the programme gets divided into 5 directions: Power, process and environmental engineering Design, operation and maintenance Production engineering Mechatronics Aviation These study directions have further sub directions within each one.
University study programme has been renewed and renamed as Research and Development Programme of Mechanical Engineering and the same as higher professional programme it lasts 3 years on the 1 st level. Students can also enroll to 2 nd and 3 rd level of study programmes. At the Faculty of Mechanical Engineering in Maribor students can choose among the following study programmes on university level: Mechanical Engineering Mechatronics Industrial Engineering, direction Mechanical Engineering. And higher professional level includes study programmes of Mechanical Engineering and Mechatronics. Some of the core subjects which are a part of curriculum of mechanical engineering studies are: mathematics, physics, statics and kinematics, descriptive geometry and technical documentation, engineering materials, machine elements, energy and environment, strength of material, measurement techniques Students can also choose among numerous elective courses. University study programme does not include compulsory practical training but the student can opt for professional training, amounting to 5 ECTS, which corresponds to a 3-week guided practical work in an industrial or research environment, resulting in a project work. However, practical training is obligatory on higher professional level. Its duration is one month and can be performed in industrial or research environment. Students complete practical training with realized project work. 4.2 Civil Engineering Basic mission of Faculty of Civil and Geodetic Engineering at University of Ljubljana 1 is graduate and postgraduate education of students in accordance with the needs of Slovenian civil engineering, geodetic engineering and water management and communal engineering. Since our cultural and physical environment follows constant changes, faculty is oriented towards basic, applied and developmental research from the fields of life sciences, mathematics, technical sciences (civil engineering, energetic, mechanics, geodetic engineering, water management and communal engineering), environmental protection and also social sciences (management and urbanism). Activities of Faculty of Civil and Geodetic Engineering in Ljubljana are divided into eight content areas: geodetic engineering, urban economy and planning, materials and construction, operating civil engineering, transport and transport construction, hydraulic engineering, construction informatics, basic subjects. Faculty of Civil and Geodetic Engineering of University of Ljubljana implements four different study programmes on 1 st level: Civil engineering university level Geodetic engineering and geoinformatics university level Water management and communal engineering university level Operating civil engineering higher professional level Technical real estate management higher professional level 1 The description of study programmes is based on the interview with doc.dr. Dušan Petrovič, prodean for educational activities at Faculty of Civil and Geodetic Engineering at University of Ljubljana.
However there are also four study programmes on 2 nd and 3 rd levels and these are: spatial planning, architectural constructions, built environment, environment protection. Study programmes on 1 st level last three years (180 ECTS credit points). Study programme civil engineering divides into modules in 6 th semester and students can choose among following areas: hydrotechnic, communal engineering, constructions, transport, architectural constructions. Also higher professional level offers a chance of modules: construction, organization, transport, general module. Civil engineering has to do mostly with physical phenomena, therefore is physics the main subject followed by applied mathematics. Among core subjects we can also find communication in engineering, mechanics, geology, geodetic engineering, architectural constructions, materials and computer engineering. Study programmes from the field of civil engineering are tightly connected to experimental study of phenomena and characters of materials and constructions. Students of study programme geodetic engineering and geoinformatics learn to use modern geodetic measurement equipment, measurement procedures and data collection and processing of land and geographic realities. Physics and mathematics are core subjects of study programme water management and communal engineering. The emphasis is also on knowledge from technical documentation, informatics, materials and geodesy. This study programme also contains life science and social science subjects and these are the following: geology, chemistry, administrative law and economic analysis. Practical training is an obligatory part of study programmes on academic and higher professional levels. It is usually performed in the last year of study and lasts two weeks in academic programmes and three to four weeks in higher professional programmes. Practical training is implemented in cooperation with companies. Every student gets a mentor in a company and he passes the practical training when submitting a report to practical training coordinator at the faculty. After implementing Bologna study programmes the extension of practical training is much smaller due to evaluation of credit points. However there are several changes in study programmes after Bologna reform. The content of study programmes was renewed in cooperation with strategic council which consisted of representatives from companies, ministries, Chamber of Engineers, different associations from the field of civil engineering and faculty staff. Faculty of Civil and Geodetic Engineering has a good cooperation with stakeholders, especially companies. They implement different projects for them, companies are also a good way of connecting theory with practice, faculty organizes excursion and visits to construction job sites, companies present their projects to the students and also students can implement a part of their study programme in a company practical training, graduate thesis. 4.3 Electrical Engineering 2 Study programmes from the field of electrical engineering are implemented on two universities (their faculties): Faculty of Electrical Engineering in Ljubljana and Faculty of Electrical Engineering and Computer Science. Study programmes on 1 st cycle are implemented as academic study programmes as well as higher professional study programmes: 2 Some information on Electrical Engineering was provided by prof. dr. Andrej Žemva, prodean for pedagogic activities at Faculty of Electrical Engineering, University of Ljubljana.
Academic Electrical Engineering, Telecommunication, Media Communication Higher professional Applied Electrical Engineering, Multimedia Communication Faculty of Electrical Engineering and Computer Science in Maribor has also a chance of interdisciplinary study programmes. Industrial Engineering, direction Electrical Engineering is implemented in cooperation with Faculty of Economics and Business and study programme Mechatronics which is implemented together with Faculty of Mechanical Engineering. Students in study programmes of electrical engineering can choose among several different directions: Automatics Electronics Energetic and mechatronics Telecommunication Power engineering Robotics First year is devoted to general subjects which are the same for all study directions; however study programmes get more specified in the next year. The main subjects of this area are: mathematics, physics, electrotechnics, programming, measurements, digital structures, communication systems, measurement instrumentation, robotics, mechatronics Academic as well as higher professional study programmes last 3 years and contain 180 ECTS. Before Bologna reform academic study programme of electrical engineering lasted 5 years. This is the major change that has happened after implementing Bologna study directions. Both faculties in Ljubljana and in Maribor also offer a chance of studying on the 2 nd and 3 rd level. Practical training is a part of curricula and begins in the third year of study programme. Duration of practical training is 3 months (before Bologna reform it was 6 months). However, a great part of curricula consists of experimental work in faculties laboratories. 5 Please summarize the general impact of Bologna on this study field as well as the general issues discussed in this regard Mechanical engineering Before Bologna reform the duration of university study programme was 4,5 years, now it is 3 years. Higher professional programme lasted 3,5 years, of which 6 months were intended for practical training. Civil engineering - Bologna reform had some major impacts on the content of study programmes. All academic study programmes last now 3 years, before 4. Student may progress to the next year if (s)he completes all study obligations for particular study year and gets 60 ECTS. Therefore the drop of students is much higher than previous Bologna reform. The study tasks that students need to pass are more regular, there is more seminar work and all the subjects last only one semester (previous most of them lasted two semesters). The positive side of Bologna reform was that the content of study programmes was totally renewed after long years, however a prodean of the faculty also raised one disadvantage and that is a lack of Physical Education which in his opinion is very important for students. Electrical Engineering The major change is division of study programme on two levels (3+2). The consequences on the quality of study programme cannot be predicted yet as academic year 2009/2010 was first year of new Bologna study programmes. 5.1 Please describe the role of stakeholders in this professional domain
Civil engineering - As stated before, employers are included mostly in implementing the practical training. When implementing Bologna reform faculty invited also other stakeholders in renewing study programmes from ministries, chamber of engineers, different associations Electrical Engineering Study programmes are enriched with numerous visits of students in domestic and also foreign companies. Also practical training is performed in cooperation with companies. Companies also cooperate by reform of study programmes where they pointed out that 3 years of study programme from the field of electrical engineering is not enough for appropriate job performance as engineers; however the state insisted the study programme has to be implemented on 2 levels. 6 Please describe the transition process from Higher Education to Labour Market 6.1 Is the transition process individualized or is it defined by national legislation? Civil Engineering - Students of study programmes from the Faculty of Civil and Geodetic Engineering occupy different job positions after completing their study programme. If they want to perform job tasks as responsible engineers or responsible project managers, the certification is needed. Professional examination is executed by Chamber of Engineers 3 which is the only legal body for executing this kind of licensing. Professional examination can be executed after 3 or 5 years from graduation and also relevant working experiences are needed. Exams are classified according to different powers that are given to candidates after they have successfully passed the professional exam. In addition to passing the exam, the candidates must also meet the requirements laid down by legislation. Basic exams: - in responsible project design (exams in drawing certain types of plans) - in responsible management of works (exams in the management of certain types of construction works) - in responsible management of individual works (exams related to the management of certain types of individual construction works) Supplementary exams: - in responsible auditing of certain types of plans - related to all types of basic exams, except for the exam related to the management of individual construction works The objective of holding these basic and supplementary professional examinations is to establish whether a candidate is qualified to independently perform those engineering services for which (s)he has taken the exam. It is also to establish whether (s)he has a good knowledge of methods and techniques needed for the performance of such engineering services that would enable him or her to act as a responsible project designer for certain/ other types of plans, as a responsible auditor of certain types of plans, as a responsible manager of certain/other types of work, and as a responsible manager of certain/other types of individual works. Professional exams are not needed when job performers are not on the position of responsibility. Electrical Engineering Those who perform work of project managers need to pass additional exams on Chambers of Engineers, for others additional requirements are not needed. 3 See Chamber of Engineers at
6.2 Are there any additional elements/exams/working periods required to become a full member of the profession? (See point 6.1) 7 Are there any domain specific data sources or regular research conducted? Civil Engineering Faculty of Civil and Geodetic Engineering in Ljubljana regularly conducts surveys among its graduates and they follow careers steps of their graduates. Electrical Engineering Faculty of Electrical Engineering in Ljubljana conducts surveys among graduates after completion of study programme and after one year of graduation. 8 Is the Life Long Learning Process in any way regulated/demanded for graduates of this professional domain? If yes, who regulates it and what are the general rules? Civil Engineering - As said by prodean for educational activities from the Faculty of Civil and Geodetic Engineering, life long learning on these professional fields is necessary because of continuous development in civil and geodetic engineering and also following new EU standards is necessary. Additional training courses are provided by Chamber of Engineers, however there are plans that also faculty will start to implement educational programmes for professionals working in the filed of engineering. Electrical Engineering Life Long Learning on this professional field is not regulated, however it would be necessary as this is a field with constant technological novelties and changes.
