3 PART I: PROGRAM OVERVIEW Lane Workforce Partnership (LWP) is the designated local Workforce Investment Board for Lane County Oregon (Region 5). Lane Workforce Partnership is soliciting proposals from agencies, educational institutions, and other interested entities that have the capacity, experience, and the community networks necessary to coordinate staff and operate a comprehensive year-round program for Lane County youth between the ages of 14 and 24. Programs funded under this Request for Proposal (RFP) will operate under the provisions of the Workforce Innovation and Opportunity Act (WIOA) of 2014 and serve WIOA eligible youth. WIOA is federal legislation funded by the Department of Labor. The focus of the LWP Youth Program is to prepare young people to be the future of workforce through high school completion/ged attainment, academic and occupational skill development, postsecondary training or certification, and employment. The participating youth must meet federal low-income guidelines and have at least one barrier to education and/or employment as specified in this RFP. Programs funded through this RFP will operate from July 1, 2015 through June 30, 2016 with renewal for an additional four years based on meeting performance outcomes, monitoring results, available funding, and legislative developments. The current total allocation for the LWP Youth Program RFP is estimated to be $653,000, which will include proposers administrative costs. Of the total RFP amount, 75% will be awarded to programs for out-of-school youth (school dropouts or high school graduates in need of further training) and the remaining 25% will go to programs serving in-school youth. Proposers applying for funds under both categories must have program services that are suitable for out-of-school youth and inschool youth. The Workforce Innovation and Opportunity Act (WIOA) was signed on July 22, The Lane Workforce Partnership Youth RFP is being written during its implementation year. WIOA fnal regulations, from the Department of Labor, will be released in Youth contracts, resulting from this RFP, could be amended to specify changes in program requirements, performance, and a higher or lower amount of available funds, depending upon federal legislation and actual funding levels. Proposers fiscal and administrative systems must be in place to operate a federally regulated program and will be subject to approval by Lane Workforce Partnership prior to the contract start date. The RFP document may be viewed on Lane Workforce Partnership s website at on or after February 2, A bidder s conference is scheduled for February 9, 2015, from 2:00-4:00 at Lane Workforce Partnership. 4 PART II: YOUTH PARTICIPANT ELIGIBILITY To be eligible to participate in activities carried out under WIOA, during any program year an individual shall, at the time the eligibility determination is made, be an out-of-school youth or an in-school youth. OUT-OF-SCHOOL PRIORITY For any program year, not less than 75 percent of the funds allotted shall be used to provide youth workforce investment activities for out-of-school youth. OUT-OF-SCHOOL YOUTH. In this title, the term out-of-school youth means an individual who is- 1. not attending any school 2. not younger than age 16 or older than age one or more of the following: a school dropout. a youth who is within the age of compulsory school attendance, but has not attended school for at least the most recent complete school year calendar quarter. a recipient of a secondary school diploma or its recognized equivalent who is a low-income individual and is basic skills deficient. an English language learner. an individual who is subject to the juvenile or adult justice system. a homeless individual runaway in foster care or has aged out of the foster care system, a child eligible for assistance under section 477 of the Social Security Act, or in an out of-home placement. an individual who is pregnant or parenting. youth who is an individual with a disability. needs additional assistance to enter or complete an educational program or to secure or hold employment. Needs additional assistance (defined below) should only be used in conjunction with another eligibility barrier. Lane Workforce Partnership defines this barrier as having any of these characteristics: 1. Lack of academic success as evidenced by any one of the following: Behind at least two or more grade levels in math, reading or language arts as determined from test scores, school transcripts or agency records. At least one year behind in school credits as determined from school transcripts or school/agency records and policies. Failing grades in any of the core academic classes as evidenced by school transcripts and/or agency records. 2. Behavior disorders as demonstrated by any one of the following: Disruptive or antisocial behaviors as documented by referring agency staff. Severe discipline problems as evidenced by agency/school records. 4 Page
5 Substance abuse as reported by youth or referring agency staff. Poor self-concept as documented by referring agency/school staff. 3. A significant number of absences or erratic attendance resulting in poor school performance, loss of employment, etc. 4. Neglect, abandonment or abuse by family members resulting in poor school performance, loss of employment, etc. 5. Present or prior involvement with the juvenile justice system or a state/local diversion program 6. Having a learning disability, a mental or physical disability (as documented by referring agency/school staff) that results in a substantial barrier to employment or educational success 7. Youth who are Limited English Proficient (LEP). Limited English Proficiency pertains to those youth who are not proficient in the English language, regardless of where they were born, their level of education or their native culture. NONINTERFERENCE AND NONREPLACEMENT OF REGULAR ACADEMIC REQUIREMENTS- No funds shall be used to provide an activity for eligible youth who are not school dropouts if participation in the activity would interfere with or replace the regular academic requirements of the youth. IN-SCHOOL YOUTH. CONSISTENCY WITH COMPULSORY SCHOOL ATTENDANCE LAWS. In providing assistance under this section to an individual who is required to attend school under applicable State compulsory school attendance laws, the priority in providing such assistance shall be for the individual to attend school regularly. EXCEPTION FOR PERSONS WHO ARE NOT LOW-INCOME INDIVIDUALS. In each local area, not more than 5 percent of the individuals assisted under this section may be persons who would be covered individuals, except that the persons are not low-income individuals. Registration of over-income youth requires approval from Lane Workforce Partnership staff prior to being determined eligible. 6 Page
7 PART III: INSTRUCTIONS FOR PROPOSAL SUBMISSION All proposals must be in the specified format. Proposals will be judged for their content, merit and clarity of language. Proposals that fail to include all items will be considered incomplete and will not be reviewed. Proposals must be submitted as follows: 1. APPLICATION COVERSHEET ATTACHMENT A (10pts) 2. All protests must be in writing. Any oral responses provided shall not be accepted. Please notify Sue Thompson if any special accommodations are required to submit the protest. PROGRAM NARRATIVE - (140 total pts) PROGRAM DESIGN 105pts Describe how the proposal, funded under this RFP, will operate a youth program that delivers the comprehensive WIOA design requirements to all of Lane County. In review and award of WIOA youth funds, special consideration will be given to assure that rural Lane County is served while abiding by the DOL assertion that 75% of all funds will go to serve out of school youth. Each eligible provider of a program of youth workforce investment activities shall: 1. Describe the provisions for an objective assessment of the academic levels, skill levels, and service needs of each participant. Assessments shall include a review of basic skills, occupational skills, prior work experience, employability, interests, aptitudes (including interests and aptitudes 7 Page
8 for nontraditional jobs), supportive service needs, and developmental needs of such participant, for the purpose of identifying appropriate services and career pathways for participants. A new assessment, of a participant, is not required if the provider determines it is appropriate to use a recent assessment of the participant conducted pursuant to another education or training program. (10pts) 2. Applicants not meeting enrollment requirements - applicant who does not meet the enrollment requirements of the particular program or who cannot be served shall be referred for further assessment, as necessary, and referred to appropriate programs to meet the basic skills and training needs of the applicant. (5pts) 3. How individual service strategies will be developed for each participant that are directly linked to meet performance measures and that shall identify career pathways that include education and employment goals (including, in appropriate circumstances, nontraditional employment), appropriate achievement objectives, and appropriate services for the participant taking into account the assessments conducted. A new service strategy for a participant is not required if the provider determines it is appropriate to use a recent service strategy developed for the participant under another education or training program. (10pts) 4. How the program will provide activities leading to the attainment of a secondary school diploma or its recognized equivalent, or a recognized postsecondary credential; preparation for postsecondary educational and training opportunities; strong linkages between academic instruction and occupational education that lead to the attainment of recognized postsecondary credentials; preparation for unsubsidized employment opportunities, in appropriate cases; and effective connections to employers, including small employers, in-demand industry sectors and occupations of the local and regional labor markets. Lane County in-demand sectors include information/technology, manufacturing, and health care. (10pts) Clearly specify in your narrative how the 14 program elements will be provided. Youth subcontractors are required to provide program elements designed to match the needs of the individual youth. WIOA does not state that the program provider has to offer each element but the program does have to have a plan for referral of the youth to appropriate services. In order to support the attainment of a secondary school diploma or its recognized equivalent, entry into postsecondary education, and career readiness for participants, the programs shall provide elements consisting of: 1. Tutoring, study skills training, instruction, and evidence-based dropout prevention and recovery strategies that lead to completion of the requirements for a secondary school diploma or its recognized equivalent (including a recognized certificate of attendance or similar document for individuals with disabilities) or for a recognized postsecondary credential. (5pts) 2. Alternative secondary school services, or dropout recovery services, as appropriate.(5pts) 3. Paid and unpaid work experiences that have as a component academic and occupational education. 20% of proposers total budget will be reserved for paid work based trainings, which may include (5pts) summer employment opportunities and other employment opportunities available throughout the school year. pre-apprenticeship programs. Internships, job shadowing, on-the-job training opportunities. 8 Page

Occupational skill training, which shall include priority consideration for training programs that lead to recognized postsecondary credentials that are aligned with in demand industry sectors or occupations in the local area involved (5pts) 5. Education offered concurrently with and in the same context as workforce preparation activities and training for a specific occupation or occupational cluster. (5pts) 6. Leadership development opportunities, which may include community service and peer-centered activities encouraging responsibility and other positive social and civic behaviors, as appropriate. (5pts) 7. Supportive services. As defined by Department of Labor as funds that are spent on behalf of a WIA eligible individuals who are registered in WIA youth programs and in Support Services or Follow-Up Service and are unable to obtain supportive services through their own means or through other programs providing such services. Supportive services are only allowable when they are necessary to enable eligible individuals to participate or remain in WIA youth programs, i.e, education completion, occupational and/or postsecondary training and job search, comprehensive counseling, etc., or to maintain retention in employment, training or other acceptable post-program activities (5pts) 8. Adult mentoring for the period of participation- Service that provides a youth with the opportunity to develop a positive relationship with an adult who provides a positive role model for educational, work skills, or personal or social skills. (5pts) 9. Follow-up services - services that assist a youth to complete training or secure or advance in a job for at least a year (12 months) after completion of WIA youth program. (5pts) 10. Comprehensive guidance and counseling, which may include drug and alcohol abuse counseling and referral, as appropriate. (5pts) 11. Financial literacy education. Any service that assists a youth with financial stability. i.e. budgeting, student loans, bank accounts, etc. (5pts) 12. Entrepreneurial skills training. Any service that assists a youth with the knowledge and skills to start and grow a business. (5pts) 13. Services that provide labor market and employment information about in-demand industry sectors or occupations available in the local area, such as career awareness, career counseling, and career exploration services. (5pts) 14. Activities that help youth prepare for and transition to postsecondary education and training. Any service that explores postsecondary opportunities or assist the youth in enrolling and attending a post secondary program. (5pts) PROGRAM DESCRIPTION - 20pts Describe how your program model will prepare young people to be the future workforce through education completion and employment. Provide the number of in-school and out-of-school youth you plan to serve. Also describe the location of your proposed youth program and the geographical area that will be served by the program. 9 Page
10 WIOA PERFORMANCE MEASURES NARRATIVE - 15pts Describe program strategies for obtaining the following WIOA performance measures: 1. The percentage of program participants who are in education or training activities, or in unsubsidized employment, during the second quarter after exit from the program. 2. The percentage of program participants who are in education or training activities, or in unsubsidized employment, during the fourth quarter after exit from the program. 3. Median earnings of participants in unsubsidized employment during second quarter after exit. 4. Percentage of participants who obtain a recognized postsecondary credential, secondary school diploma or equivalent during participation or within one year after program exit. 5. Percentage of participants who during a program year are in education that leads to a recognized postsecondary credential or employment and who are achieving measurable gains towards these goals. See Addendum 1- Performance Measure History ORGANIZATIONAL ADMINISTRATIVE/FISCAL QUALIFICATIONS - (25 points) For each item listed below, provide the required documentation, either by a brief narrative statement or by copies of the documents requested. If a consortium of organizations is applying, the requested documentation must be supplied for all parties in the consortium. NOTE: A consortium must assign a fiscal agent to manage all funds awarded under this RFP. The fiscal agent will be subject to a pre-contract analysis and approval of its fiscal systems prior to actual contract award. 1. A description of your organization/agency/district s history or documented capability for tracking/billing federal/state funded programs and general management of federal funds 2. An organizational chart including all staff titles for this program and demonstrating how the program has a direct relationship to other programs under the organization/agency/district 3. A description of your organization/agency/district s board of directors or other appropriate governance structure that is independent of staff and program functions. The board must be of adequate size to ensure broad community representation 4. A description of the board s specific functions, including its responsibilities for fiscal oversight, planning, budget approval, and program advocacy Demonstrate your organization/agency s compliance with generally accepted accounting procedures pertaining to the use and maintenance of records, books, accounts and other fiscal documents, and ability to manage budgeted funds. Required documentation includes: 1. A detailed explanation of procedures for fiscal management and accountability, including internal controls, financial reports produced, budgeting process, etc. 10 Page
11 2. A description of your organization/agency/district s process for monitoring the expending of budgeted funds and staying within budgeted amounts for all line items 3. A copy of the organization s/agency/district s most recently completed independent financial audit and management letter. If there were any conditions to be met, include a description of how they have been addressed. The audit is to be submitted as a separate document from your proposal. NOTE: If your agency is a new organization and has not had an audit or a financial statement performed, submit a statement from an independent CPA identifying the accounting system and specifying the system is sufficient to meet federal, state, and county requirements. BUDGET w/narrative - ATTACHMENT B - (25 points) Complete the Project Budget Form (Attachment B) for your proposed year-round WIOA budget. Attach a one page budget narrative with detailed information on how you determined the amount for each line item. Costs are appropriate to program design and supported by attached budget narrative Your leveraged resources budget demonstrates there are non-wioa funds available to support your proposed program design. If you are requesting a percentage of funds for indirect costs, the percentage must be acceptable and is supported by an approved rate. If a proposer does not have an approved indirect rate, a detailed explanation of how the indirect funds will be allocated must be included in the budget narrative. Your proposal demonstrates a reasonable cost per participant, which is obtained by dividing the total number of proposed slots into the total amount of requested WIOA funds Instructions for Completion of the WIOA Budget Page The program budget submitted under this Request for Proposal is to include all program costs that will be charged to the Workforce Innovation & Opportunity Act as allowed by the regulations. All costs are to be accurately determined. NOTE: Include an explanation of the formulas used for determining each line item in your budget narrative. If you are charging indirect costs to your budget, do either of the following: If you are charging an allowable indirect rate to your budget, you must attach verification of your approved indirect cost rate, including a description of the types of costs. All other indirect costs, not covered by a federally approved rate, must be included with a description in the budget narrative. If you are not charging an approved indirect rate, but are requesting funds for your indirect cost pool, you must include a breakdown of your planned indirect costs in your budget narrative. The breakdown is to show what area is being charged and the amount per area. 11 Page

Complete the Personnel Justification Form Attachment C to document your program staff costs. If awarded a contract, proposers are required to stay within budget on their staff costs. The prospective recipient of Federal assistance funds further agrees by submitting this document that it will include the clause titled Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion - Lower Tier Covered Transactions, without modification, in all lower tier covered transactions and in all solicitations for lower tier covered transactions. 7. A participant in a covered transaction may rely upon a certification of a prospective participant in a lower tier covered transaction that it is not debarred, suspended, ineligible, or voluntarily excluded from the covered transaction, unless it knows that the certification is erroneous. A participant may decide the method and frequency by which it determines the eligibility of its principals. Each participant may, but is not required, to check the List of Parties Excluded from Procurement and Nonprocurement Programs. 8. Nothing contained in the foregoing shall be construed to require establishment of a system of records in order to render in good faith the certification required by this clause. The knowledge and information of a participant is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings. 9. Except for transactions authorized under paragraph 5 of these instructions, if a participant in a covered transaction knowingly enters into a lower tier covered transaction with a person who is suspended, debarred, ineligible, or voluntarily excluded from participation in this transaction, in addition to other remedies available to the Federal Government, the DOL may pursue available remedies, including suspension and/or debarment. 17 Page

The regulations were published as Part III of the February 26, 1990 Federal Register (pages ). 19 WIA YOUTH PERFORMANCE HISTORY PROGRAM YEAR 2012 & 2013 Addendum 1- Performance Measure History: The Youth Program RFP is requesting proposals for a youth workforce program under the new law Workforce Innovation Opportunity Act (WIOA) with new performance measures. The information below is the only historical performance data available which was achieved under the old Workforce Investment Act (WIA). Performance Measure Data for Program Years 2012 and The percentage of participants who are in post secondary education or training activities, or in unsubsidized employment the first quarter after exit from the program Program Year % Program Year % 2. The percentage of participants who attain a diploma, GED, or certificate by the end of the third quarter after exit from the program Program Year % Program Year % wage earnings from the State of Oregon Employment Department and Census Data- Fourth quarter average wage earnings for year olds - $922. Data and calculations for the WIOA performance measure of Median Wage As the new Workforce Innovation Opportunity Act rolls out there will be further assistance given to youth program providers on how to calculate and achieve performance.
