2 Introduction This is your PORTFOLIO. You can use it to collect the evidence we need to see if you have enrolled for a Ship Security Officer Course Certificate. This Section outlines the Course and the work you will have to do. At the end of the Section is advice on how to contact us during the course and, very importantly, a checklist of items that have to be included before you send your portfolio to us for Assessment. Overview This course is intended for maritime officers who will carry out the role of Shipboard Security Officer (SSO) on board. Its aims are to ensure that the user is trained within the current legislative framework and to provide a record of this training. The course can be used onboard ship or ashore and is designed for individual self-study. Course Contents The course contains 1. A training guide 2. A video 3. Assignments and details of how to obtain certification. The course materials will have been provided either directly to you (if you have applied as an individual) or to your ship (if your ship is registered on the Videotel Safety Library Rental Scheme). The course will either have been supplied as a video and coursebook OR as a CD-ROM. The contents are the same. Training guide The training guide comprises 6 sections with appendices. You can study the sections within the training guide in any order but we recommend that they be taken in sequential order. One of the appendices provides guidance on how to use the video to run training sessions for the crew. Video The video is intended for the SSO and also for use in training the crew. B 2

3 Assignments and certification instructions There are 3 Assignments (see Sections D, E and F) which will enable you to verify that you have understood the principles underlying the ISPS Code, that you have familiarised yourself with the duties of the SSO, and that you understand the relationship of the SSO to other relevant parties such as the Company Security Officer (CSO) and the Port Facilities Security Officer (PFSO). Completion of these assignments is an essential part of the certification procedure. You will need access to a copy of the ISPS Code. Details on how to obtain certification for the Shipboard Security Course are included later in this section. If you are using the CDROM Log in Training progress and record keeping is organised by each user's name and unique ID number (as shown on page A1 of this portfolio) It is important to use the exact information when you log in during subsequent sessions. Assignments Use the forward and back arrows on the bottom right to access each available screen. The arrows display in blue when active, in grey when inactive. All main areas (except the Introduction) contain a sub-menu on the right side of the screen. The top bar of the sub-menu is red and displays the title of the current area. The bars below the red title bar are navigation buttons. Click on these to access the various topics within a main area. B 3

Introduction In accordance with the International Ship and Port Facility Security (ISPS) Code, Government administrations require the Ship s Security Officer to undergo training in the role and responsibilities of this very important post. This Videotel Shipboard Security Course is designed to provide the Ship Security Officer with the knowledge required to carry out their duties effectively and with confidence. On successful completion of the course, you will receive a certificate as evidence of your success. Your company will also be sent a copy. 2. Certification Requirements To be eligible for a Videotel Ship Security Officer Course Certificate you will have to meet the following criteria: a. you must complete the enrolment form and send it to Videotel with the course fee (this may be done for you by your company or sponsor) b. you must sign a declaration that all work submitted will be only your own c. you must have successfully completed all parts of the course and submitted your portfolio for assessment d. you must submit an affidavit signed by an authenticating person with each assessment. How to Enrol If you have not already enrolled, you may request an Enrolment Form now by one of the following ways: a. your company or sponsor can apply on your behalf and any correspondence will be carried out through them. When we hear from them we will send an Enrolment Form either direct to you or through your Company as instructed b. you can apply direct to Videotel online at or c. by writing to us at 84 Newman Street, London, W1T 3EU, United Kingdom When we receive your enrolment form together with the course fee we will process your application and send you the information you require together with a portfolio. If your costs are being paid by your company or another sponsor we will need a letter from them to support your application. 4. How will I keep my work together? When you enrol you will be sent a portfolio. This is a file where you will gather all the evidence required to be assessed. This will consist of: a. signed authentication sheets from the Master of your ship, the Chief Engineer if you are the Master, or your company superintendent confirming that the submitted work is yours and yours only b. assignments that you will complete as the course progresses in the interest of security we recommend that you keep a second copy of any material you send to us) B 5

6 5. How will my work be assessed? On completion of your portfolio it should be submitted to the UK for assessment. Your portfolio will be assessed by qualified assessors chosen by Videotel. The assessors will grade your work as a pass, or referral according to the criteria 6. Videotel Assessment Criteria Pass The candidate is eligible and has achieved a satisfactory standard when completing the assignments. Successful candidates will be awarded a Videotel Shipboard Security Officer Course certificate Referral If submitted work fails to meet these criteria, the candidate will have their work returned with a full written report outlining the areas where improvement is required. We will suggest an action plan to rectify the shortcomings and ask you to re-submit your portfolio within an agreed timescale. We are confident that this option will rarely be required but if it does prove necessary there will be no extra costs. Improper Conduct If there is evidence of improper conduct (including copying, plagiarism or other sorts of fraud), work may be returned unassessed and no certificate will be issued. B 6

7 7. Authentication of identity Videotel will require authentication that the work you submit has been done solely by you. When you get your portfolio there will be some authentication sheets to complete. These can be filled in by the Master, Chief Engineer or senior officer of your ship, or by a superintendent ashore. Whoever completes the form, however, MUST have directly observed you collecting the data and doing the work. This means that a company superintendent is not able to sign the authentication sheets if they have not observed you working on the ship. Authenticating officers must be prepared to give their full names, certificate grades and numbers and signatures. Their entries must be validated by an official ship s stamp. Any evidence of work being submitted by someone other than the enrolled candidate will result in failure with no refund of costs. If this should happen, it will invalidate the authenticating officer s signature, not only for the portfolio in question, but for any other portfolios that officer has authenticated. If two or more portfolios are submitted with identical work, then both or all of the portfolios will be failed. B 7

Alternative Assessment It will be appreciated that assessment validity and criteria is the responsibility of Contracting Governments. The Assessment Strategy outlined above in paragraphs 5 9 may be modified or amended as required to meet the specific requirements of Flag States. B 8

9 10. On course support and your course tutor Your first point of contact if you re on board will be your Master and senior officers. They will have a wealth of experience that you can draw on. Your Company Training Officer or superintendent will also be able to help you particularly where your questions are specific to your company or type of ship.
