1 Ball State University Intramural Basketball Rules Eligibility To participate in Ball State University Intramural Sports, you must: Be a currently enrolled student with a valid and current Ball State University ID Card. Be a current Ball State University faculty or staff member with a valid ID Card. Be a Ball State University Rec Cardholder with a valid current Rec Card. No Burris or Indiana Academy Student may participate in the intramural sports program. Participation in intramural sports may be limited due to the following constraints: Medical red shirts, as designated by the NCAA, cannot participate within intramural sports at any time. If you are currently participating (includes practicing/playing) with an intercollegiate athletic team, you may NOT participate in the associated sport (see the Intramural Sports Policies and Procedures at within intramural sports. Once you cease your affiliation with the intercollegiate athletic team, you may become eligible to play intramural sports in the associated sport. Once your eligibility ends and you have been removed from that team s active roster, you may participate within an associated sport in intramural sports. The Athletic Department Compliance Office to the NCAA reviews all eligibility designations and remains in full contact with this office. ONLY TWO registered sport club team members may participate on an intramural sports team in an associated sport relating to their club sport. Forfeits and Defaults A forfeit will be assessed under three conditions: o If zero members of a team fail to show up within ten (10) minutes of the scheduled start of an event. Teams should not see this as an opportunity to be late. For every minute late, the team with the minimum amount of players or more will receive two (2) points for a maximum of twenty (20) points. o A game that ends in result of a team s unsportsmanlike behavior (i.e. 3 unsportsmanlike technical fouls in a basketball game) will be scored a forfeit against the team that behaved inappropriately. o If a team is found to have an ineligible player on their roster. A team that forfeits twice in a league play will not be eligible for the playoffs.
2 Protests Invariably, disagreements may arise due to lack of knowledge of rules and procedures. A system has been set aside for participants to protest two items within an intramural sports activity. Thus, there are only TWO times that you can file a protest: An eligibility concern A misinterpretation of a published procedure or rule. o A protest CAN NEVER be filed on the judgment call(s) of an official** If a team feels that one or both of the following have happened, a team must do the following: Call a time out and request a protest. A protest is considered valid only at the time that the discrepancy has taken place. For eligibility protests, you can only protest between the start and completion of a game. For a rule misinterpretation, a team must signify their intent to protest at the exact time. If subsequent play has started before the protest is signified, it s too late to protest. If a protest is deemed invalid or the official s rule interpretation is correct, the protesting team will be charged one (1) time out. If a protest is signified in time, the protesting team s captain must make themselves available to file a protest form with the on-site intramural sports supervisor. The protest must be filed on the PARTICIPATION PROTEST FORM to be considered valid. This procedure will take a few minutes, as there is important information from participants, officials, and staff. The game will stop during this time and will resume when the proper paperwork is complete. The intramural sports supervisor will document all necessary information about the protest and game conditions. The game will continue when all paperwork is completed. Players Each team may have a maximum of five (5) players on the court at one (1) time. A team may begin a game with a minimum of four (4) players. All players must check in using a valid Ball State University issued ID. Captains Each team shall designate to the Referee the team captain or captains. The team captain is responsible for all information contained in the Intramural Basketball Rules. Equipment Recreation Services will provide balls and various colored pennies for all players and teams. Teams are required to wear the same colored shirts that contrast with the opponents. If teams cannot provide their own shirts, they may use the provided pennies. Shirts/jerseys/pennies may not be tied in a manner that creates ant type of knot. All equipment is subject to the approval of the Intramural Staff on duty. o Players must wear shoes. Tennis or basketball shoes are legal. No sandals or boots will be allowed. o Players may NOT wear pads/braces above the waist, casts/splints at any time, baseball caps or bandanas with knots.
3 o Players MAY wear kneepads, padded knee braces or headbands o Players MUST wear athletic apparel with NO exposed metal. o Players may not wear any exposed jewelry of any type. Medical alert bracelets and necklaces are allowed only when covered and held down. Playing the Game Start of Game o The game shall begin with a captain s meeting and a jump ball at the center circle. The team that does not gain first possession of the ball will have the possession arrow pointed in their direction. Timing o The game shall consist of two (2) 20-minute halves. o The clock shall stop in the last minute of the first and second halves for all dead balls. Otherwise, the clock will run continuously. o Half-time will be approximately three (3) minutes in length. o Each team is permitted two (2) 60-second timeouts per half and one (1) additional timeout during the entire tiebreaker. Timeouts do NOT carry over. o Tie breakers are to only be used in the playoffs. During the regular season, all ties will remain as such. Substitutions o Substitutions shall be made only during dead ball situations: time-outs, violations, and fouls. o Substitutes must check in with the scorekeeper prior to entering the game. o Substitutes may enter the game only when motioned onto the court by the game officials during a dead ball period. o Players may re-enter as many times as desired unless they have fouled-out or have been removed by the officials, an intramural sports supervisor, or member of the Recreation Services Staff. o No substitutes will be allowed for a shooter in free-throw situations, unless the player is injured or unable to continue; in this scenario the substitute will be the player designated to shoot the free throw. In Bounds and Out of Bounds o In bounds Players must throw in from designated spot, except after a goal is awarded Players have 5 seconds to release pass Clock starts on the touch o Out of Bounds All out of bounds balls must be presented to the official to be put back into play. The out of bounds areas are: Supports, back of backboard, and any object outside the lines are out of bounds. Ball going over the backboard is out of bounds. All 4 sides of backboard are in bounds. Free Throw Administration o During a free throw when lane spaces may be occupied Marked lane spaces may be occupied by a maximum of four defensive and two offensive players. The first marked lane spaces (the lane spaces nearest the free throw line) shall be occupied by opponents of the shooter.
4 The second marked lane spaces on each side may be occupied by teammates of the shooter. The third marked lane spaces must be occupied by opponents of the shooter or free throws cannot be administered. No teammates of the shooter may occupy these spaces. The fourth spaces (nearest the baseline) shall not be occupied and are not considered marked lane spaces. Not more than one player may occupy any part of a marked lane space. o Any player, other than the shooter, who does not occupy a marked lane space, must be behind the free-throw line extended and behind the three-point line. o Any player that occupies a marked lane space is not permitted to enter the lane until the ball is released by the free-throw shooter. A player that is outside the three point line is not permitted to cross the three-point line until the ball touches the rim. The shooter is not permitted to cross the free-throw line until the ball touches the rim. Jump Ball o A jump ball is a method of putting the ball into play to start the game and each extra period by tossing it up between two opponents in the center restraining circle. o The jump ball begins when the ball leaves the referee s hand(s) and ends when the touched ball contacts a non-jumper, the floor, a basket or backboard. Alternating Possession o In all jump ball situations, other than the start of the game and each extra period, the teams will alternate taking the ball out of bounds for a throw-in. The team obtaining control from the jump ball establishes the alternating possession procedure. The arrow is set towards the opponent s basket. Control may also be established by the results of a violation or foul. o To start the second half, the throw-in shall be from out-of-bounds at the division line opposite of the scorer s table. o Alternating possession throw-ins shall be from the out of bounds spot nearest to where the ball was located. An alternating possession throw-in shall result when: A held ball occurs. When both teams touch the ball at the same time and then it goes out-of-bounds. A simultaneous free-throw violation occurs. A live ball lodges between the backboard and ring or comes to rest on the flange, unless a free-throw or throw-in follows. Opponents commit simultaneous goaltending or basket-interference violations. A double personal, double technical or simultaneous fouls occur and the point of interruption is such that neither team is in control. Violations o Result in change of possession: Double dribble Traveling Failure to move ball over half court within 10 seconds 3 seconds in the key (unless ball is in backcourt or in flight towards the basket) Entering or leaving lane/circle during free throw or jump ball Goal tending (touching basket or ball when: ball is on or in basket, within the cylinder of the basket, during downward arc on a try for goal)
5 5 second closely guarded Intentionally contacting the ball with any part of the body below the waist (i.e. kicking) Fouls o Players are allowed five (5) personal fouls before fouling out. All fouls do carry over into overtime; this includes team, technical, and personal. All common and personal fouls will be counted against a team total. On the seventh (7) team foul of each half; a bonus (one and one foul shots) will be awarded for the remainder of that half. On the tenth (10) team foul of the half a double bonus, two (2) fouls shots, will be awarded for the remainder of the half. The bonus is not in effect for the opponents on a team control foul (offensive player has possession of the ball when foul is committed by anyone on the offensive team). All player or team control fouls will result in NO basket and loss of possession. No free-throws will be awarded if the bonus is in effect. Shooting fouls will result in two (2) or three (3) foul shots. If the field goal was made on a shooting foul, the player is awarded one (l) foul shot. o Common Fouls: Hitting Pushing Blocking Charging (if during the act of shooting, basket will be scored if made) Player-Control fouls (if during the act of shooting, basket is disallowed) Hand check Keeping and maintaining a hand or forearm on an offensive player in control of the ball. Continuously jabbing an offensive player in control of the ball with by extending an arm and placing a hand or forearm on the opponent. Using an arm bar to impede the progress of a dribbler. Placing two hands on an opponent in possession of the ball. o Intentional Fouls An intentional foul is one which does not appear to be a legitimate attempt to play the ball. This has been expanded to include a player causing excessive contact (hard foul) while playing the ball. This is a JUDGEMENT CALL by the official and cannot be protested. Penalty: 2 shots and possession at the spot nearest the foul. (Point of interruption) o Technical Fouls A non-contact foul, which involves unsportsmanlike behavior of any sort; but specifically includes profanity, obscene gestures, and abusive or obscene language, will be considered a technical foul. Two technical fouls on one player will result in that player s automatic ejection. These fouls include unsportsmanlike conduct. Three of these types of unsporting fouls will result in a team s forfeiture of the game.
6 Sportsmanship Policies This portion of the document is designed to be a summary of the Sportsmanship Policy for Intramural Sports. Please refer to the Intramural Sports Policies and Procedures Manual for a complete version of this policy. No Player, Coach, or Team Follower Shall: o Use foul or derogatory language, threaten, or verbally abuse any other participant or intramural sports employee before, during, or after the game. This includes trash talk. o Participate in a game for which he/she is ineligible. o Argue or talk back to the game official. o Intentionally strike, push, or trip another person. Fighting is prohibited. o Mistreat the facility, equipment, or supplies of Ball State University. Warning/Ejection o A warning/ejection system will be used to enforce the sportsmanship policy. Individuals will be issued a warning for unsporting behavior. A second penalty will result in an ejection. Ejections may be issued without warnings in specific situations, including all those that involve fighting. Sport Warning Ejection Game Forfeit Basketball 1 st Unsportsmanlike Foul 2 nd Unsportsmanlike Foul 3 rd Unsportsmanlike Foul o Team captains are responsible for the conduct of their players, sidelines and spectators. o Fighting is defined as a participant intentionally striking, pushing, slapping, punching, elbowing, tackling or committing any other malicious act toward any other person. Fighting is never permitted during intramural sports contests. Participants who fight will be ejected immediately and suspended from all further participation until the outcome of a disciplinary action meeting with the Office of Recreation Services Staff. Co-Ed Modifications A team shall consist of two (2) females and three (3) males, or visa versa. A team may start with as few as four (4) players with the ratio being (2) females and two (2) males, (3) females and (1) male or (1) female and (3) males. Overtime Procedures Overtime will be 3 minutes in length. All team and player fouls will carry over to overtime. The clock will stop in the last minute, the same as the end of the 2 nd half. Teams will have 1 time out for all overtimes. Pre- Season Playoffs Playoff seedings will be determined by RANDOM DRAW. Winning teams for each division will receive an Intramural Sports Championship T-shirt. These rules are not meant to be all-inclusive. It is the team captain s responsibility to consult the Office of Recreation services for clarification on any of these rules.
