Survey questions and criteria examined and scored areas of digital and emerging technologies, such as use of mobile devices and technology integration into curriculum; strategic planning and data management; and professional development, including availability of technology tools and training for faculty and students. In addition, colleges were surveyed on their technology priorities, infrastructure and networks, collaboration and outreach efforts and use of technology innovations. Community colleges across the country are employing technology in exciting ways to develop unique learning environments on campus and to expand online learning opportunities 24/7, said Alan Cox, Senior Vice President for the Center for Digital Education. Many of the colleges honored this year have employed various technologies and social media to improve resources to further instructional goals. We are honored to acknowledge these community colleges technology advancements! All accredited U.S. community colleges are eligible to participate in the survey within the three classifications based on size of enrollment. Examples from the colleges who placed first in each student-enrollment-based classification include: Johnson County Community College, Kan. provides Learning Studios, a unique learning environment that allows instructors to explore technology-enhanced learning spaces that include wireless access, a mobile podium, interactive white boards and projection, and wall-talker wall covering. They have overhauled their network infrastructure to support students personal devices providing faster and greater bandwidth, wireless, video, and voice technologies as well as increased survivability of the network. Lord Fairfax Community College, Va. produces revenue for technology projects from its digital signage application that allows purchase and display of ads on over 30 displays campus-wide. The college also has an Instruction Space Design Team that reviews all spaces on campus for technology ideas and environment improvements to meet the learning objectives of students and faculty. Carl Sandburg College, Ill. has expanded its TechConnect three-day faculty training workshop on the most innovative technologies used on campus into weekly workshops for faculty and staff throughout the year. 3 Workforce Investment Act office, the City of Galesburg and economic development organizations to provide education and job training services to displaced workers and students coming back to upgrade their skills. Selected Survey Findings: Social media, BYOD, and Mobile apps: 53% of colleges surveyed have developed and published social media policies a nine percent increase since last year and a 25% increase in the last two years. 76% of colleges are addressing issues regarding BYOD - such as effective delivery of content to multiple platforms among students and faculty, as well as addressing issues around access off-campus. 21% of responding colleges have developed mobile apps for course content. 10 ORDERS ISSUED BY THE COMMISSION The Michigan Public Service Commission ( Commission ) issued the following Orders at its regularly scheduled meeting held on Tuesday, April 15, 2014, at 1:30 p.m. at the Commission s temporary offices located at 4300 West Saginaw, Lansing, Michigan. Case No. U Michigan Pay Telephone Association et al. v Ameritech Michigan and GTE North Incorporated Remand from FCC On April 15, 2014, the Michigan Public Service Commission ( Commission ) issued an Order granting the parties additional time to complete mediation in an attempt to resolve remaining outstanding issues in the proceeding. On March 6, 2014, the Commission issued an Order directing an Administrative Law Judge ( ALJ ) to mediate all disputed issues related to AT&T Michigan Inc. s ( AT&T ) 2014 Refund Report within 60 days. ALJ Sharon L. Feldman was appointed as mediator. On March 25, 2014, the Michigan Pay Telephone Association (MPTA) filed the instant motion requesting that the date for the ALJ s filing of her recommendation be extended to July 7, The Commission found such a request reasonable and has extended the date for the completion of mediation to July 7, Case No. U Sprint Spectrum L.P. v AT&T Michigan Case No. U Sprint Spectrum L.P. and AT&T Michigan Interconnection Agreement Arbitration Interconnection Agreement On April 15, 2014, the Michigan Public Service Commission ( Commission ) issued an Order approving the Arbitrated Interconnection Agreement submitted for approval on April 1, 2014 by Sprint Spectrum L.P. and AT&T Michigan. On December 6, 2013, the Commission issued an order adopting, with modification, the Decision of the Arbitration Panel ( December 6 Order ) in Sprint s July 22, 2013 Petition for arbitration of an Interconnection Agreement with AT&T Michigan. The parties jointly filed an Interconnection Agreement in Case No. U on February 25, 2014, which conformed to the December 6 Order with the exception of the Internet Protocol ( IP )-to-ip interconnection issue. On March 18, 2014, the Commission approved the ICA, but rejected the non-conforming IP-to-IP Interconnection Language and directed the parties to file a conforming Interconnection Agreement by April 1, On April 1, 2014, the parties jointly filed an Interconnection Agreement that conforms, in its entirety, to the December 6 Order. Case No. U RJ Telecommunications, Inc. License On April 15, 2014, the Michigan Public Service Commission ( Commission ) issued an Order dismissing the September 9, 2013 Application of RJ Telecommunications, Inc. for a license to provide 10 MICHIGAN Telecommunications REPORT, Vol. 30, No. 9, April 25, 2014

11 basic local exchange services in State of Michigan. On March 31, 2014, RJ Telecommunications filed a request to withdraw the Application. Case No. U U.S. MetroTel, LLC, and Frontier North Inc. and Frontier Midstates Inc. Application filed on March 6, 2014, for approval of an Interconnection Agreement. Interconnection Agreement On April 15, 2014, the Michigan Public Service Commission ( Commission ) issued an Order approving the Interconnection Agreement listed above. Case No. U Elizabeth Shockley v Comcast of Michigan, Inc. Consumer Complaint: Video Services On April 15, 2014, the Michigan Public Service Commission ( Commission ) dismissed the February 27, 2014 formal Complaint of Elizabeth Shockley against Comcast of Michigan, Inc. Pursuant to MCL (5)(b)(i), Administrative Law Judge Mark E. Cummins ( ALJ ) conducted mediation between the parties. On March 28, 2014, the ALJ recommended a settlement of the dispute pursuant to the formal mediation process provided for under MCL (5)(b)(i). Neither Ms. Shockley nor Comcast filed any objection to the ALJ s recommendation within the 10-day statutory period and the Commission is now required to close the docket, pursuant to MCL (5)(b)(ii). MINUTE ACTIONS The Michigan Public Service Commission ( Commission ) issued the following Minute Action at its regularly scheduled meeting held on Tuesday, April 1, 2014, at 1:30 p.m. at the Commission s temporary offices located at 4300 West Saginaw, Lansing, Michigan. Case No. U Frontier North Inc. and Frontier Midstates Inc. Wireless Emergency Service Costs On April 15, 2014, the Michigan Public Service Commission ( Commission ) issued a Minute Action approving Frontier North Inc. and Frontier Midstates Inc. s invoice Nos. MI9NGMTS and MI9NZMTS for the period of December 1, 2013 to February 28, 2014 for wireless emergency service costs in the amount of $168, recoverable under 2007 PA 165, MCL (4)(b), and authorizes reimbursement by the Michigan Department of Treasury. APPLICATIONS AND COMPLAINTS Case No. U AT&T Michigan and New Cingular Wireless PCS, LLC Interconnection Agreement On April 14, 2014, AT&T Michigan and New Cingular Wireless PCS, LLC jointly filed an Application for approval of the Seventh Amendment to their Interconnection Agreement with the Michigan Public Service Commission ( Commission ). According to the Application, the Seventh Amendment adds terms and conditions related to Transit Traffic Service, replaces the Notice Provision, and adds Joint and Several Liability Language into the Interconnection Agreement.
