2 Prof. Luigi Nicolais President of the National Research Council of Italy (CNR) as of February 2012, he is Professor Emeritus of Polymers and Materials Science and Technology at the University of Naples Federico II where he graduated in Chemical Engineering. As full professor at the University of Naples, he has been Director of the Department of Materials and Production Engineering as well as President of the PhD courses in Biomaterials and Material Engineering. He founded and directed the CNR Institute for composite and biomedical materials. Among his numerous professional experiences abroad, noteworthy are: Affiliate Professor at the University of Connecticut s Institute on Materials Science and at the University of Seattle, WA, USA. Luigi Nicolais, was elected member of the Italian Parliament, where he has been Vice President of the Culture, Science and Education Commission. He was Minister of Public Administration and Innovation ( ). He is a member of Group 2003, an Assembly of Italian Researchers ranked among the most important and well-known in the world by ISI (Institute for Scientific Information) of Philadelphia, PA, USA.

3 Overview The Italian National Research Council (CNR) CNR is the largest public research institution in Italy, the only one under the Research Ministry performing multidisciplinary activities. The Mission As fixed by its new Statute in force as of April 1 st 2011, CNR s mission is to perform research in its own Institutes, to promote innovation and competitiveness of the national industrial system, to promote the internationalization of the national research system, to provide technologies and solutions to emerging public and private needs, to advice Government and other public bodies, and to contribute to the qualification of human resources. 4 The Scientific Network The Departments CNR s Departments are organizational units, structured by macro areas of technological and scientific research, with the task of planning, coordinating and monitoring research activities in the affiliated institutes, by assuring them the necessary financial resources. Each Department furthermore has its national and international relations, dealing with its macro area of interest. Every Department decides its own research strategies and programmes, also in cooperation with other Departments, and follows up their implementation through specific research projects. An Institute affiliated to one Department, performing research in interrelated scientific fields, can participate in other Departments projects. The Department decides, together with its institutes, single project s scientific lines, identifying the research groups to be entrusted with the relevant research tasks, at the same time providing them with the necessary resources. Each group of researchers, in charge of carrying out a single scientific line, thus gives its contribution to the achievement of the Project goals. The 7 Departments are: Earth System Sciences and Technologies for the Environment Engineering, ICT and Technologies for Energy and Transport Humanities, Social Sciences and Cultural Heritage Chemical Sciences and Technology of Materials Physical Sciences and Technologies of Matter Agri-food and Biosciences Biomedical Sciences The Institutes The 109 Institutes, located throughout Italy, grouping together these technical and scientific areas of expertise, have been given the task of managing programmes and implementing the scheduled research activities, coordinated by the departments. The Institutes are not dependent on the Departments but are autonomously responsible for their scientific research and duties. The geographical distribution of the Institutes, and their interdisciplinary and multidisciplinary features, enable them to contribute to the growth of regional innovation systems. 02

The use of some large research infrastructures is also made available to researchers belonging to other scientific institutions in Italy and abroad, such as marine vessels, or other facilities settled in remote locations (i.e. Svalbard islands and Himalaya region) for environmental research. 6 Financial Resources From a financial point of view, the main resources come from the Government, 647 M of Institutional Funds in 2011, but also from the market: even 40% of CNR s balance sheet is the result of revenues coming from external job orders for studies and activities of technical advice as well as from agreements with firms, contracts with the European Union and with other international organizations. Research Activity Portfolio CNR aims to enhance the entire life cycle of ideas, according to research excellence and results in the seven Scientific Departments. In this framework CNR looks to the productive system, intensifying its activities in the field of technological development. It has also the role of national hub for Flagship Programs supported by Institutional funds. These characteristics build up its portfolio and its bonds with the external present landscape. 7 Human Resources In the CNR s research world, the main resource is the available knowledge which means people, with their skills, commitment and ideas. This capital comprises more than employees, of whom more than half are researchers and technologists. These are complemented by more than technicians. At the same time, some young researchers are engaged in postgraduate studies and research training at CNR within the organization.s top-priority areas of interest. A significant contribution also comes from research associates: researchers, from Universities or private firms, who take part in CNR s research activities. 8 International Cooperation Promoting the internationalization of the Italian scientific and tecnological research system, by taking part in large research programmes and international organisations and fostering collaboration with foreign research institutions, is one of CNR s main statutory tasks. Cooperating modes are the following : participating in the European Framework Programmes for Research and Technological Development and other EU initiatives participating in Science Europe and ESF and their international initiatives and programmes representing Italian science in international non-governmental Organizations ensuring national participation in management and use of large international scientific facilities fostering cooperation by means of bilateral Agreements and Memoranda with similar organisations in other countries, enhancing the exchange of researchers supporting visits of young researchers in labs abroad through the"short Term Mobility" Programme. Participation in EU initiatives CNR s participation in the Seventh Framework Program ( ) is quite large and has reached high numbers in line with those of the most important French, German and British research Centers. In May 2012 the number of projects in which CNR participates has increased to 457 and in well over 18 % of them the Council plays the role of coordinator. Analyzing the main programs setting up the Seventh Framework Program, CNR is mostly committed in COOPERATION, with 303 funded projects. More in detail, for what single scientific fields are concerned, the majority of projects were funded in Information & Communication Technologies, Nanosciences, Nanotechnologies, Materials & new production technologies and Environment, confirming the excellence of CNR researchers in these scientific areas. The most used funding scheme within COOPERATION is Collaborative project, in particular the Small or medium-scale focused research project and the Largescale integrating project. In CAPACITIES focused on horizontal activities to support European policies in research and innovation, CNR participation is mainly directed towards Research Infrastructures. CNR s participation in PEOPLE is very large and in particular in Initial Training Networks, the 06

9 FP7 Thematic Priorities (Tot. 457 projects) actions addressed to the construction of researchers careers (21 EURATOM (4) Euratom 4 projects). IDEAS (16) Advanced 4 In IDEAS, whose purpose is that of 12 supporting scientific excellence in all Altro 13 fields, CNR obtained so far 16 ERC SME grants, 12 of which are carried out by PEOPLE (65) People 65 3 young researchers (Starting Grant). As far as the future Horizon 2020 is 5 concerned, CNR is well structured to 6 8 take part in the novel societal challenges priorities due to its multidisciplinary components and transversal approach. 96 CNR promotes the presence of its researchers as Seconded National Experts in EU Units, Directorates and other DGs of specific interest for the scientific community. Starting Grant CAPACITIES (69) Infrastructures COOPERATION (303) SSH JTI Transport Security Energy Space Health KBBE Environment NMP ICT European Scientific Organizations CNR is member of Science Europe (SE) a recently founded (Fall 2011) non-governmental European organization made up of 52 member-organizations including Research Funding (RFO) or Research Performing (RPO) Organizations of 23 European Countries. Science Europe aims at developing common targets and strategies in science policies and management, thus contributing to improve the conditions for the establishment of ERA. The main subjects developed by CNR, together with other research organizations, within the Road Map, jointly elaborated by ESF (of which CNR has been founder and active member since its birth in 1972) and the Heads of Research Councils, concern Peer Review, Research Infrastructures, Research Careers, Research Integrity and Open Access. Global Research Council CNR participated in the recent Global Summit on Merit Review hosted by the U.S. National Science Foundation (NSF), where 50 Heads of research councils from all over the world drafted and released the The Statement of Principles on Scientific Merit Review, and created a Global Research Council, a first step toward a more uniform approach to the scientific process. 10 International Scientific Organizations, programmes and facilities CNR is the full member of, and official Italian representative to 49 of the most important international scientific non-governmental Organizations gathering together the worldwide scientific community. A number of specific interdisciplinary committees coordinate such membership activities at a national level and are the reference point for all international associations. CNR is also committed to several international scientific programmes and large facilities projects, most of them directly under the supervision of the relevant scientific Departments, among which ISIS (UK), ILL and ESRF European Synchrotron Radiation Facility (Grenoble, France), ELETTRA (Trieste, Italy). It is also involved in a number of other programmes of governmental interest, such as HFSP Human Frontier Science Program, W3C World Wide Web Consortium, and ECORD-IODP International Ocean Drilling Program. Researchers mobility Programmes Two main instruments are thus placed at the disposal of the Italian scientific community, guaranteeing both the broadest flexibility of use and a bottom-up approach. Bilateral Agreements on Scientific and Technological Cooperation offer a permanent framework of reference for international research partnerships and are implemented by means of : - joint research projects, of two or three years duration, carried out by research groups consisting of Italian and foreign scientists, alternatively in both countries - individual exchange visits of researchers - Bilateral Workshops. Furthermore, CNR also signs Memoranda of Understanding with homologous Councils of foreign countries with the aim of establishing and developing relations and scientific cooperation which are often preparatory to the signature of Bilateral Agreements. Currently 18 MOUs are in force with research institutions of 12 foreign countries. 08

11 The Short-Term Mobility Program is aimed at promoting short-term mobility of Italian and foreign researchers and specifically addressed to researchers belonging to or working for CNR, Italian Universities or all other Italian public research institutions, wishing to participate in research activities to be carried out in foreign scientific institutions or universities. It also provides for short-term visits of highly qualified foreign scholars to Italian scientific institutions. 12 Exploitation of research results CNR is strongly committed to enhance the results deriving from its research activities by protecting them and by promoting their transfer and their implementation within both national and international productive and social contexts. In order to pursue the above, CNR operates: - to strengthen the understanding of its researchers on intellectual property - to promote the industrial and commercial exploitation of the innovative scientific results - to translate research results into value-added technology and products by supporting the patents issueing, the creation of start up and spin-off entrepreneurial activities - to attract investments and participations aimed at fostering high-tech venture capital companies - to encourage contacts between the research community and the national/international entrepreneurial organizations - to promote the dissemination of innovation favoring the creation of networks grouping together CNR, companies, industry associations and financial organizations. 10

13 Spin-off companies by year of creation In 2001 no spin-off company was formed Non definitive data CNR promotes and supports the creation of spin-off companies for the valorization and transfer of technologies and skills to the market for the development of companies that can compete in the highest value-added sectors. As to June 2012 CNR has generated 54 spin-off companies, in 6 of which CNR is shareholder. Many of them are based on patents developed by its own scientific network.
