3 1. Teaching and Examination Regulations Teaching and Examination Regulations for the master s programme European Public Affairs of the Faculty of Arts and Social Sciences. These regulations were adopted by the Faculty Board, after a recommendation was obtained from the programme committee and after consent was obtained from or after consultation with the Faculty Council and will take effect on 1 September 2013 for the academic year 2013/14. Paragraph 1. General terms Article 1.1 Applicability of the regulations These regulations are applicable to the curricula and assessment of the master s programme in European Public Affairs (EPA), referred to as the programme in the remainder of this document. The programme is offered by the Faculty of Arts and Social Sciences, referred to as the faculty in the remainder of this document. Article 1.2 Definitions In these regulations the following terms and definitions are used: a. The Act: the Higher Education and Scientific Research Act (Wet op het Hoger Onderwijs en Wetenschappelijk Onderzoek, WHW); b. student: a person who is registered in a university degree programme for education and/or exams or assessments; according to article 7.34 lid 1 sub b of the Act the student is only entitled to participate in the exams or assessments of the programme s/he is registered for. c. academic year: the period of September 1 up to and including August 31 of the following calendar year; d. semester: part of the course year, the first one starting on September 1 and ending by the end of January / beginning of February following, the second one starting immediately after the first one and ending on August 31; e. programme: the master s programme as referred to in article 1.1 of these regulations; f. course: a programme component within the meaning of the Act; g. skills training: training as referred to in article 7.13 of the Act, including: library techniques; academic writing; presentation skills; interview training; participant observation; quantitative analysis; historical analysis; rhetorical analysis. h. module: any educational unit of the programme (e.g. course, skills training); i. active participation: an assessment based upon attendance, participation and contribution as regards content; j. examination: component of the overall exam as referred to in article 7.10 of the act; k. credit: unit expressed in ECTS where one credits represents a study load of 28 hours; l. overall assessment: the final exam for the master s programme; m. examiner: the person appointed by the Board of Examiners who is in charge of examining students and determining the results of the examination; n. Board of Examiners: the Board of Examiners as referred to in article 7.12 of the act; o. Board of Appeal for Examinations: the Board of Appeal for Examinations as referred to in article 7.60 of the act; p. Faculty Board: the Board of the faculty as referred to in article 9.12 of the Act; q. UM: Maastricht University; r. rules and regulations: rules established by the Board of Examiners with regard to examination procedures, and regulations with regard to the assessment of examinations and the establishment of the result of examinations and exams as referred to in article 7.12 of the Act; s. a student always has two registrations: one for his master s programme and one for the programme extra-curricular courses ; 3 Master European Public Affairs

4 t. the Faculty Board, the Board of Examiners, the examiners may use internet and for communications relating to the programme and exams; u. communication with registered students takes place via the UM account. In case of written (paper) correspondence the UM correspondence address as listed in Studielink will be used, if that is not listed the standard address will be used. Any term not defined has the meaning ascribed in the Act. Article 1.3 Aim of the programme The EPA Master is designed to give students an understanding of the complexity of Europe and the European Union. European developments can only be understood within a broad context, i.e. against the background of numerous different disciplines. From a multidisciplinary perspective (with the emphasis on political science, law, economics, culture science and public administration), the program delves into contemporary policy problems that transcend national borders. The main objective is to enable students to think in European terms, i.e. to become capable of collecting and processing information concerning the public domain in the EU and the EU member states. The basic principle of the learning process is to enhance the analytical skills in dealing with concrete issues and problems. The MA EPA achieves the following specific final qualifications through alignment with the five second cycle Dublin descriptors: 1. Have demonstrated knowledge and understanding that is founded upon and extends and/or enhances that typically associated with the first cycle, and that provides a basis or opportunity for originality in developing and/or applying ideas, often within a research context. a. MA EPA graduates demonstrate advanced knowledge of the academic concepts and theories relevant to understanding the system of European governance. b. MA EPA graduates demonstrate advanced knowledge and understanding of how policy is made in the European Union in the main fields of the Union s competences, and per stage of the policy cycle. c. MA EPA graduates demonstrate advanced knowledge of contemporary events, developments and debates related to the process of European integration. 2. Can apply their knowledge and understanding, and problem solving abilities in new or unfamiliar environments within broader (or multidisciplinary) context related to their field of study. a. MA EPA graduates demonstrate the ability to tackle a specific EU-related policy problem, by i. retrieving the appropriate primary and secondary sources, ii. applying the relevant academic theories and research methods, iii. formulating feasible policy solutions, iv. reporting on the above process and the envisaged recommendations. b. MA EPA graduates demonstrate the ability to apply the skills and knowledge gained in a specific working environment. 3. Have the ability to integrate knowledge and handle complexity, and formulate judgments with incomplete or limited information, but that include reflecting on social and ethical responsibilities linked to the application of their knowledge and judgments. a. MA EPA graduates demonstrate the ability to understand, use and reflect upon different disciplinary perspectives on EU governance, and are able to formulate policy recommendations on that basis. b. MA EPA graduates demonstrate the ability to understand, reflect upon and manage the complexity of EU-related policy problems, and they have the ability to formulate specific courses of action and policy recommendations, whilst being aware of the impact of these changes. 4. Can communicate their conclusions, and the knowledge and rationale underpinning these, to specialists and non-specialist audiences clearly and unambiguously. a. MA EPA graduates demonstrate the ability to write an academic policy evaluation paper. 4 Master European Public Affairs

5 b. MA EPA graduates demonstrate the ability to write a policy paper. c. MA EPA graduates demonstrate a high level of presentation and pitching skills of policy analyses and solutions. d. MA EPA graduates demonstrate a high level of debating skills. 5. Have the learning skills to allow them to continue to study in a manner that may be largely self-directed or autonomous. a. MA EPA graduates demonstrate the skills to constructively work and cooperate in international and interdisciplinary teams. b. MA EPA graduates demonstrate the skills to (jointly) plan and manage (group) projects within a strict time frame. c. MA EPA graduates demonstrate the skills to reflect upon one s own learning process. Article 1.4 Form of the programme The programme consists of one course year. The programme starts once a year in September and is a fulltime programme. Paragraph 2. Structure of the programme Article 2.1 Study load The study load of the programme amounts to 60 credits, with one credit equalling 28 hours of study. Article 2.2 The programme The programme consists of five modules (one of 12 weeks, three of eight weeks, and one of four weeks), and an Integrated Skills Track (running parallel to modules 1-4). Article 2.3 Composition of the programme The programme consists of the following units of study and comprises 60 credits: - Module 1: Perspectives on Europe (11 credits; 8 weeks); - Module 2: Governance in the EU (11 credits; 8 weeks); - Module 3: "Lobbying in the EU" (5 credits; 4 weeks); - Module 4: "Implementation and evaluation of EU policy (11 credits; 8 weeks); - Integrated skills track (4 ECTS, runs parallel to modules 1-4); - Module 5: Internship (12 weeks), consisting of Internship work (8 ECTS), Internship report (2 ECTS) and the Internship thesis (8 ECTS). A debating series will be held throughout the duration of the Master programme. The grades given for the debates will contribute to the final grade of the Master. The precise number of debates and the weight of the debating grade (in relation to the final grade) will be communicated to the students. Article 2.4 Exam The exam consists of: - passing the four examinations of module 1 to 4 (including active participation), all with sufficient result (total credit value of 38; the examination of these modules consists of an examination, paper, presentation or quiz); - passing the examinations of the Integrated Skills Track (module 1-4), all with sufficient result (total credit value of 4); - passing the examination of module 5: passing the Internship work, passing the Internship report and passing the Internship thesis, all with a sufficient result (total credit value of 18). Article 2.5 Language of instruction The language of instruction and examination in the programme is English. 5 Master European Public Affairs

6 Paragraph 3. Examinations Article 3.1 Examiner and (re-)examination 1) The Board of Examiners assigns the examiner of an examination of the modules. In general this will be the co-ordinator of the module in question. 2) A module examination applies to the themes that are dealt with during the module in question. 3) Examination dates will be announced in the Calendar. The Calendar and further details on the examination (registration, location and time) are listed on FASoS Intranet. 4) Modification of examination dates does not take place shorter than eight weeks prior to the initial date. Article 3.2 Form 1) Examinations are held in a way as referred to in article 3.1, 3.3, 3.4 and ) At the request of a student the Board of Examiners may decide that an examination is held in a different way. 3) Students with disabilities are offered the opportunity to take examinations in a form as much as possible adapted to their particular needs. If necessary the Board of Examiners will obtain expert advice before deciding on a specific request. Article 3.3 Module examination 1) The module examination will be held in writing, and on or before a date to be appointed by the Board of Examiners. The Board of Examiners may take a well-reasoned decision that the examination is held orally, or in a different way. The Board of Examiners will announce this modification at least fourteen days prior to the appointed date. 2) Twice a year students are offered the opportunity to take a module examination on dates appointed by the Board of Examiners; once during or immediately after a course period, and once in the course of the academic year. 3) A student is registered for modules including the first exam opportunity. In case the student doesn t take part in a module examination or doesn t submit his internship report before the first deadline, (s)he will receive a No Grade, which makes a Cum laude graduation impossible. 4) In special cases the Board of Examiners may decide that an examination is held on a different date than the ones referred to in section 2. 5) The examination is evaluated by means of a grade (from 1 to 10 in the Dutch 10 point scale), or by an excellent/pass/fail score. For more information on the Dutch grading scale: see FASoS Intranet. Article 3.4 Oral examination 1) During an oral examination not more than one person at a time will be tested; 2) At the well-reasoned request of the examiner of the examination in question and/or the student to be tested the Board of Examiners can decide to deviate from what is determined in section 1). Article 3.5 Active participation An active participation in the educational activities preparing for the examinations, according to the assessment criteria to be established by the Board of Examiners (see art. 4 Rules and Regulations ), is part of the assessment of the grades for the module examinations (as referred to in article 2.4). 6 Master European Public Affairs

7 Article 3.6 Final work of the programme: the Internship The final work of the programme consists of the internship of module 5. The internship is assessed via the Internship Thesis (8 ECTS), the Internship Work (8 ECTS) and the Internship Report (2 ECTS); these are assessed by two FASoS examiners. See appendix I Rules and Regulations. Article 3.7 Period of validity 1) The passing examination results of modules remain valid for a period of six years. 2) At the request of a student the Board of Examiners can extend the period of validity with a term to be established by the Board. In derogation of this, the Board of Examiners may require an additional or replacement exam or exam component for an exam which was taken more than six years ago. 3) Partial results of a module remain valid during the academic year in which they are obtained (t) and the year after (t+1). If a student after two years has not succeeded in passing the module examination these partial results will no longer be valid. Article 3.8 Assessment and publication Within fifteen workdays after the examination date the result will be established by the examiner and published by the Office of Student Affairs, and the student will be informed of the right of inspection as referred to in article 3.9 and the right of appeal as referred to in article Article 3.9 Right of inspection 1. Within 10 weekdays (weekdays being Mo-Fr) (at most) of the announcement of the results of a written (including computer-based) exam, the student will have the right to request inspection of the assessed work. 2. Within the period mentioned in paragraph 1, all interested parties will have the right to request inspection of the exam questions and assignments, and the standards used to assess them. 3. The announcement of a written (including computer-based) exam s results will specify how the right of inspection can be obtained. Article 3.10 Right of appeal 1) Within two weeks after the inspection term has expired students can lodge objections against the result with the Board of Examiners. 2) When a decision by the examiner and the Board of Examiners is announced to a student (this also includes the publication of the examination result), the student will also be notified of the right to file an appeal with the Office for Student Legal Protection within six weeks after the decision is announced. Article 3.11 Exemption from examinations The Board of Examiners may, at a student s request, grant the student an exemption from sitting an exam if he demonstrates in writing to the Board of Examiners satisfaction that he: 1) either has passed a similar examination with regard to content, level and credits at a university or higher vocational training; 2) or proves to have sufficient knowledge and skills with regard to the examination in question on the basis of professional experience. 3) The Board of Examiners will not grant any exemption based on examinations passed by a student outside the programme during the period in which the student was barred from taking examinations for the programme by the Board of Examiners because of fraud. Article 3.12 Fraud 1) Fraud, including plagiarism, is understood as a student s act or failure to act that makes it partially or fully impossible to correctly assess his/her knowledge, insight and skills. 7 Master European Public Affairs

8 2) Plagiarism is understood as the presentation of one s own or other people s ideas or words without adequate reference to the source. 3) If the Board of Examiners establishes that a student has committed fraud in an examination it may impose suitable measures. 4) In serious cases of fraud, the Board of Examiners can propose to UM s Executive Board that the student(s) concerned be permanently deregistered from the programme. 5) The Rules and Regulations (RR) further detail what is understood as fraud and what measures can be imposed by the Board of Examiners. Article 3.13 Exam 1) If the examinations for a programme have been passed, the overall assessment will have been passed, unless the Board of Examiners has determined that the assessment also includes an inquiry to be conducted by itself, as referred to in Article 7.10 paragraph 1 of the Act. 2) Contrary to what is mentioned in section 1) the Board of Examiners can, before establishing the result of the exam, make an inquiry into the knowledge and/or skills of the student with regard to one or more parts of the programme, if and insofar as the results of the examinations in question give cause to do so (as referred to in article 7.10 sub 1 of the Act). 3) The student who wants to postpone his graduation has to submit this request to the Board of Examiners before taking the last examinations (refer to the next article). Article 3.14 Degree; certificate 1) The student who has passed the overall assessment is awarded the degree Master of Arts. 2) As proof that the assessment was successfully completed, the Board of Examiners issues a certificate, after it has been stated by or on behalf of UM s Executive Board that the procedural requirements for receiving the certificate have been met. The certificate is based on the model that UM s Executive Board has adopted. One certificate will be issued for each programme. 3) The certificate that the assessment has been successfully completed also indicates: - the name of the institution; - the name of the programme; - the list of exam subjects (examinations of the exam); - the degree awarded; - the date on which the programme was most recently accredited or was subjected to the new programme test. 4) Students who are entitled to a certificate may, stating reasons, ask the Board of Examiners not to issue this yet. 5) The certificate is signed by the Chair of the Board of Examiners and the Dean of the faculty. 6) The certificate is awarded in public unless the Board of Examiners decides otherwise in special cases. 7) The certificate includes a list of exam components. 8) The Board of Examiners includes a diploma supplement as referred to in Article 7.11 paragraph 4 of the Act with the certificate. This diploma supplement is based on the model adopted by UM s Executive Board, which is in compliance with the agreed European standard format. 9) The Board of Examiners may award the cum laude designation in accordance with the provisions in the Rules and Regulations. 8 Master European Public Affairs

9 Paragraph 4. Admission Article 4.1 Eligibility Qualified for admission to the programme are those who have met the requirements as referred to in article 4.2 sub A and to whom a letter of acceptance is issued. Article 4.2 Letter of acceptance The letter of acceptance as referred to in article 4.1 is issued if: A. Applicants have at least fulfilled the following conditions: 1. a Bachelor Degree from relevant academic fields such as political or social sciences, public administration, economics, law, history, humanities, business administration, or an equivalent level of education or working experience; 2. proof of proficiency in the English language: an IELTS score of 6.5, a TOEFL score of 575 (paper-based), 233 (computer-based) and 90 (internet-based), a Cambridge Proficiency Certificate (grade A,B,C) or a Cambridge Advanced Certificate (grade A,B, C+). Applicants who are native speakers of English or have obtained an English- taught Bachelor are exempted from this English proficiency proof. 3. submit a letter of motivation. This statement should be words and written in English covering the following topics: a) Explain the reason(s) why she/he have chosen the EPA programme; b) Convince the Board of Admissions of the fact that she/he have the intellectual capacities and personal skills to successfully complete the master programme; 4. submit two letters of recommendation by a professor or employer familiar with the applicant s work and capacities. B. The maximum number of students to be registered for the programme is not exceeded. C. On the basis of the criteria mentioned under A and B, the Admission Board, taking into account the motivation and the grades of the applicants, prioritises the applications of the eligible candidates. Article 4.3 Capacity 1. At least two months prior to the registration deadline as referred to in article 4.5, the Dean submits a proposal to the Executive Board of the University for the maximum number of persons to be admitted to the programme. 2. The Admission Board grants the applications according to the criteria as referred to in article 4.2. Article 4.4 Admission Board 1. The Admission Board is responsible for the assessment of the eligibility and the issuing of the letter of acceptance. 2. The Admission Board is appointed by the dean, in principle for a period of two years, having heard the director of studies. Article 4.5 Selection procedure 1) The selection procedure takes place once a year. 2) An application for admission to the programme has to be submitted to the Admission Board before the applicable deadline. For non-eu/eea students from countries where a visa or residence permit is required the deadline is set for April 1; for EU/EEA students and for non-eu/eea students who do not require a visa or residence permit the deadline is set for June 1. 3) In exceptional cases the Admission Board can decide to consider an application that has been submitted after the deadline as referred to in section 2. 4) The Admission Board decides on the application before April 15 (for applications for the April 1st deadline) or June 15 (for applications for the June 1st deadline). 10 admission is granted on the condition that the candidate will meet the requirements as referred to in article 4.2 regarding knowledge, insight and skills, appearing from diploma s, at the latest on the starting date of the programme. Paragraph 5. Study guidance Article 5.1 Study progress registration 1) The Faculty Board is responsible for the registration of examination results in such a way that students can be provided with a notification of their results at least once a year. 2) The Faculty Board is responsible for the guidance of the students who are enrolled in the programme, also with regard to possible study options within and outside the programme. Article 5.2 Study guidance The faculty is responsible for the introduction and supervision of the students who are enrolled in the programme. Paragraph 6. Transitional and final rules Article 6.1 Changes 1. Changes to these regulations can be made by a decision of the Faculty Board, after a recommendation from the programme committee and after permission is obtained from or after consultation with the Faculty Council. 2. No changes in these regulations will be implemented for the academic year in progress unless the interests of the students will not reasonably be harmed as a result. 3. In addition, changes may not affect, to a student s detriment, a decision regarding the student which has been taken by the Board of Examiners pursuant to these regulations. Article 6.2 Notice 1. The Faculty Board ensures that proper notice is given of these regulations, the rules and regulations adopted by the Board of Examiners, and any changes to these documents, by, for example, placing such notice on FASoS Intranet. 2. Any interested party may obtain a copy of the documents referred to in the first paragraph from the Faculty Office. Article 6.3 Unforeseen cases/safety net scheme 1. In cases not covered or not clearly covered by these regulations, decisions are taken by or on behalf of the Faculty Board, after it has consulted with the Board of Examiners. 2. In individual cases in which application of the Education and Examination Regulations, with the exception of the study advice rules, would lead to manifestly unreasonable results, the Board of Examiners can deviate in the student s favour from the stated regulations. Article 6.4 Date of commencement These regulations will come into force on 1 September 2013 and will apply to the 2013/14 academic year. Rules and Regulations Rules and regulations as referred to in article of the act, and established by the Board of Examiners of the master program European Public Affairs (EPA) for the academic year 2013/14. Article 1 Exam The Board of Examiners is the board responsible for holding the master s exam. Article 2 Master exam The study load of the master exam amounts to 60 credits. For passing the master exam the student needs to complete the following requirements, all with sufficient result: the requirements of modules 1 to 4 with a study load of 38 credits: passing the four module examinations including the workshops and requirements for active participation; the requirements of the Integrated skills track of module 1-4 with a study load of 4 credits: passing the examinations including all requirements of this skills track; and the requirements of module 5 with a study load of 18 credits: passing the Internship work, the Internship report and the Internship thesis. Article 3 Form 1. An exam represents the teaching goals with respect to content and form. 2. The questions and assignments are spread over the subject matter as evenly as possible. 3. The duration of written examinations is such that, according to reasonable standards, the student has sufficient time to complete the examination. 4. Written examinations that are handed in to the Board of Examiners should state the student s ID number. 5. The mark six or higher is a sufficient result (on the basis of the Dutch 10-scale grading). Students only receive full or half points. 6. Credits will be awarded if all requirements for passing the examination have been met. Article 4 Active participation A sufficient active participation assessment of a module can be obtained if the student has participated adequately in the educational activities preparing for the examinations. This assessment consists of several aspects that are considered relevant for an effective tutorial group meeting (such as participating in discussions, asking explanatory questions) as specified at the beginning of the course. Article 5 Paper / report / thesis All these papers have to be submitted electronically. Any paper that is not submitted electronically will not be assessed and not be graded. Article 6 Internship See internship regulations, appendix I Rules and Regulations. Article 7 Re-examination The student can repeat only once module examinations and the internship report insofar as this is necessary to meet the requirements as referred to in article 2, provided that a mark six or higher may not be repeated. The re-examination takes place on a date to be fixed in consultation with the examiner. Article 8 Results Within fifteen workdays after the examination the Office of Student Affairs publishes the result. 11 Master European Public Affairs

12 Article 9 Examination discussion Within a period of two weeks, starting on the day after publication of the result, the student who has taken a written examination can request the Board of Examiners or the examiner to discuss the examination. The Board of Examiners or the examiner decides how this will take place. Article 10 Graduation The Board of Examiners establishes the result of the overall assessment as soon as the student passed the examinations of the programme and after the Executive Board of the UM or its responsible departments declared that all legal proceedings are met. All modules that are listed in the master s programme are taken into account in the assessment. Modules that a student wishes to include in or exclude from the programme, have to be booked in the master s programme or to the programme extra-curricular courses. After taking the last examinations, the students programme is fixed; the student can then no longer switch modules from his programme to the programme extra-curricular courses, or via versa. The graduation date is always set at the last day of the month in which the student meets all requirements regarding the master s programme and registration. The student who wants to postpone his graduation has to submit this request to the Board of Examiners before taking the last examinations. After having postponed his graduation, he should file a request to graduate with the Board of Examiners before the 15 th of the month in which he wishes to graduate. Article 11 Cum Laude 1. The master s exam is awarded the designation Cum Laude if the student has given evidence of exceptional skills during the examinations of the programme. 2. By exceptional skills as referred to in section 1 is meant that: i. all examinations are passed without any re-examination; ii. the unrounded and weighted average mark achieved for the programme (including the debating grade) is eight or higher, in addition to which no mark is lower than six; iii. the grade for Internship work is excellent, and the grades for the Internship report and the internship thesis is eight and a half or higher. 3. In case the student doesn t take part in a module examination or doesn t submit papers/thesis before the first deadline, (s)he will receive a No Grade which makes a Cum Laude graduation impossible. Article 12 Grade Point Average and Progress Rate SLM determines two values that can be calculated live or saved as a fixed value: The programme GPA The Progress Rate Programme GPA Each academic year, after termination of the one-year masters programme, the Board of Examiners will determine the programme Grade Point Average (GPA) of each student of the faculty and save this as a fixed value. The Board of Examiners can provide students with a statement on this fixed programme GPA on their motivated request (e.g. for their application for another masters programme). Starting points (see explanation): The programme GPA is calculated over the modules of the programme that are taken at the UM. Failing grades for modules of the programme (so for which no ects credits are listed in SLM) are included in the GPA. In case more than one grade is listed for a module of the programme, the highest grade is take into account for the calculation. The GPA will be calculated as follows: 12 Master European Public Affairs

13 ((Grade * number of ects credits for the programme module in which the student participated or of which he took the exam) + (Grade * number of ects credits for the programme module in which the student participated or of which he took the exam) +.) / Total number of ects credits of the programme modules in which the student participated or of which he took the exam. Explanation: Results for modules that are taken outside the UM are not included in the GPA. Results for modules that are not part of the programme are not included in the GPA. This also includes minors or modules of other UM faculties, unless these are explicitly offered as part of the programme. If a student takes part in UM subjects that are not part of the programme (e.g. minors or courses at other UM faculties), the results for these subjects will be listed under the registration extracurricular courses and these results are not included in the programme GPA. If the student wishes to include such minors or modules in the bachelor or master programme (e.g. in the elective units of study), he should file a request with the Board of Examiners. After approval, these modules will be included in the students bachelor or master programme and these will then be included in the programme GPA. Progress Rate Number of obtained credits of the programme / nominal number of credits to be obtained in the programme. Article 13 Conduct Conduct requirements are set out in the Rules of procedure and conduct during examinations (refer to Appendix II of the Rules and Regulations). Article 14 Fraud including plagiarism 1. The Board of Examiners may impose a measure set down in section 4 of this article if it establishes that a student, in any exam or exam component: a. has had any unauthorised aids, texts or notes at his or her disposal, or has used unauthorised electronic aids and/or communication devices b. has communicated or tried to communicate with another student, either verbally or through gesture, without permission from an exam supervisor, examiner, or Board of Examiners member c. has copied or tried to copy another student s answers, or has given another student the opportunity to copy his/her own answers d. has posed as someone else or let someone else pose as him/her e. has deliberately misled or tried to mislead an exam supervisor, an examiner, a corrector or the Board of Examiners with respect to the exam, or has provided an opportunity for them to be misled f. has handed in the same exam paper, or a substantial part of it, for more than one course. 2. The Board of Examiners may impose a measure set down in section 4 of this article if it establishes that a student has committed plagiarism in any exam or exam component, including: a. using or copying his/her personal or other people s texts, data, ideas or thoughts without adequate reference to the source b. presenting the structure or central body of thought from others without adequate reference to the source and thus passing it off as his/her own c. not clearly indicating literal or almost literal quotations in the text, for example via quotation marks or a certain layout d. paraphrasing the content of his/her own or other people s texts without adequate reference to the source e. copying video, audio or test material, software and program codes from others without adequate reference to the source and thus passing them off as his/her own 13 Master European Public Affairs

14 f. copying work from fellow students and thus passing it off as his/her own g. submitting work or assignments acquired from or written by a third party (whether or not for payment) and thus passing them off as his/her own h. the systematic use of mixed unicode-scripts or other manipulations of the text of an exam paper that hamper electronic detection of copied text fragments; the use of an obfuscation method will be considered as fraud including plagiarism. 3. If the Board of Examiners establishes that a student has committed fraud in any other way in any exam or exam component, it can impose a measure set down in section In the cases referred to in sections 1, 2 and 3, the Board of Examiners can declare the results of the relevant exam null and void, and impose: - a reprimand - exclusion from participation or further participation in one or more exams in the programme for a maximum of one year - in serious cases of fraud, the Board of Examiners can propose to UM s Executive Board that the student(s) concerned be permanently deregistered from the programme. 5. Before the Board of Examiners imposes a suitable measure, or making a proposal to the Executive Board, the student concerned is given the opportunity to be heard. 6. If fraud is established, this is included in the student s dossier. 7. If an investigation establishes that the student did not commit fraud, the student will be informed of this after which all correspondence on the alleged fraud is included in the student s dossier. 8. The Board of Examiners does not grant exemptions on the grounds of study results obtained elsewhere while the student was excluded from participating in the programme s exams because of the fraud committed. Article 15 Amendment rules and regulations A prerequisite for amending these rules and regulations is that in all fairness the students interests are not affected. Article 16 Transitional rules Basically students take an exam according to the teaching and examinations regulations that apply to the initial year of their registration for the exam in question. Article 17 Hardship clause In exceptional and individual cases the Board of Examiners is authorized to deviate from these regulations if unimpaired application will lead to serious injustices. Article 18 Commencement These rules and regulations come into force on 1 September Master European Public Affairs

15 Appendix I, regulations internship 1. Within the master exam EPA the student has to do an internship with a company or institution, in compliance with the relevant articles in the teaching and examinations regulations. 2. The student submits a proposal regarding the internship place and content to the module co-ordinator. 3. The student contacts the company/institution (c.q. company supervisor) and requests the module coordinator or possibly another member of the teaching staff to act as his/her faculty supervisor. The student confers with both supervisors on the content of the internship. 4. For each internship an internship agreement is drafted, in which the arrangements are laid down that are made between the company/institution, the faculty supervisor and the student. The agreement should include at least the following information: - the internship objectives; - period and length of the internship; - planning; - the way of reporting and/or assessing; - the role of the company supervisor and the faculty supervisor; - the frequency of consultation with the company supervisor and the faculty supervisor. This agreement is submitted to the module co-ordinator for approval. 5. The student needs to hand in an electronic version of the Internship report and of the Internship thesis through SafeAssign. An Internship report and/or Internship thesis that is not submitted that way will not be assessed and not be graded. 6. The Internship work is graded with an Excellent-Pass-Fail and is assessed by the faculty and the company supervisor. The Internship report and the Internship thesis are evaluated with a grade (on the Dutch 1-10 scale) and are assessed by two faculty examiners. 15 Master European Public Affairs

16 Appendix II, Rules of procedure and conduct during examinations Rules of procedure and conduct during examinations These rules of procedure and conduct apply to all written examinations which are administered by or on behalf of the Board of Examiners of the relevant Faculty at designated locations. The Rules that apply as of 5 September 2013 will be published on Intranet before the start of the academic year 2013/14. As from examination dates and times are no longer decided at faculty level, but UM wide. This means that examinations can take place during the Monday to Friday of the last week of the period and evening examinations can t be precluded. 16 Master European Public Affairs
