1 LEARNING AND DEVELOPMENT STRATEGY

2 Introduction Research from the Department of Children Schools and Families and the Department of Health has shown that interagency training is highly effective in helping professionals understand their respective roles and children and in developing a shared understanding of assessment and decision making practices. Further the opportunity to learn together is greatly valued; participants report increased confidence, in working with colleagues from other agencies and greater mutual respect (Working Together to Safeguard Children 2010) West Sussex Safeguarding Children Board (WSSCB) has responsibility for developing local policies for safeguarding and promoting the welfare of children and for the purpose of this strategy this is in relationship to the training of people who work with children or in services affecting the safety and welfare of children. Training in this strategy relates to single agency training and multi-agency training. Please note: This Training Strategy should be read alongside WSSCB Learning and Improvement Strategy Definitions Single-agency training is training carried out by a particular agency for Its own staff Multi-agency training is for employees of different agencies who either work together formally, or come together for training or development. Purpose of this strategy is to: Provide a framework for safeguarding training in West Sussex, to ensure that staff and volunteers working with children, young people and adults who are parents / carers, are competent and confident to carry out their responsibilities for safeguarding and promoting the welfare of children. Describe the training and development opportunities that equip those working with children and adults who are parents and carers, with the knowledge and skills to carry out their roles and responsibilities in relation to safeguarding and promoting welfare of children Identify how WSSCB will quality assure single agency safeguarding children training to ensure that all staff who work with children, young people and their parents and carers, are appropriately trained

3 Provide a means in which multi-agency training will be provided to enable staff and volunteers to work effectively together across boundaries and organisations so that they will be competent and confident in recognising and raising concerns about the safety and welfare of children Identify how training for specialist skills and knowledge will be developed in relation to the objectives identified in the WSSCB Business Plan, along with any training needs identified as a result of Serious Case Reviews and child deaths Responsibilities for WSSCB in relation to Training WSSCB delivers multi-agency training for people who work with children or in services affecting the safety and welfare of children. Training is provided at foundation, advanced and specialist levels as identified in target groups 4-8 of Working Together to Safeguard Children WSSCB Training Group has agreed to maintain these target groups following the publication of the 2013 document (see appendix for details of target groups) WSSCB Training Team also delivers sector specific single agency safeguarding children training on request to generate income for WSSCB. WSSCB also monitors and evaluates the effectiveness of training, including multi-agency training, for all professionals in the area. Training should cover how to identify and respond early to the needs of all vulnerable children, including: unborn children; babies; older children; young carers; disabled children; and those who are in secure settings. Through the Training Group WSSCB will monitor employers responsibilities towards training for safeguarding children and child protection and this will be reported to the Board. Employers responsibilities Employers are responsible for ensuring that their staff are competent and confident in carrying out their responsibilities for safeguarding and promoting the welfare of children and young people. Employers are also responsible for recognising that in order for their staff to fulfil their statutory duties/ responsibilities, they will have different training needs dependent on their degree of contact with children, young people, their parents/carers, their level of responsibility and independence of decision making

4 Employers should ensure that all those in contact with children, young people and adults who are parents/carers have a mandatory induction which included familiarisation with their child protection responsibilities and the policies and procedures to be followed if they have concerns about a child s safety or welfare Employers and mangers have a role to play in ensuring that people attending training have the opportunity to transfer their learning into practice Employees responsibilities are: To maintain and improve their professional knowledge and competence To identify their own learning and development needs To access the training provided To commit to attending for the full length of the course or learning event To ensure that learning from attendance on training is transferred into practice To keep a record of their attendance on training WSSCB Training Group The Training Group is responsible on behalf of WSSCB, to ensure that both single and inter-agency training is delivered to a consistently high standard, and that a process exists for evaluating the effectiveness of training. Terms of Reference Aims Identify WSSCB area wide training needs, gaps and priorities in order to help inform planning and commissioning of training.

5 Contribute to, and work within, the framework of the local children s workforce strategy To evaluate both single, including VCS and multi-agency training to ensure it is meeting local needs and identify the degree to which staff has received required training. Monitor and evaluate the effectiveness of training (through evaluation, quality assurance methods and impact assessments), including multi- agency training, to safeguard and promote the welfare of children Monitor and evaluate the WSSCB's multi-agency training programme and ensure it reflects WSSCB policy, procedure and practice. Multi-agency training which reflects priorities of the WSSCB business plan and which complements the training provided by each agency to their own staff. To be responsive to new initiatives, research and local need as expressed by member agencies including recommendations from Serious Case Reviews. Ensure best value of the available resources allocated to training. Be steered by priorities of the WSSCB and provide guidance to the WSSCB as necessary. To provide or commission multi-agency training as appropriate to meet the requirements of the WSSCB Training Strategy To plan and produce a yearly Training Programme in conjunction with WSSCB Practice & Development Manager that is based upon the Training Strategy, WSSCB business plan and the multi-agency training needs analysis. To disseminate information concerning training, relating to specialist or emerging areas in safeguarding and promoting the welfare of children. To audit and monitor single agency training provided by agencies and organisations in respect of safeguarding, and multi-agency training provided by WSSCB. To contribute to the effective resolution of any difficulties either from within, or external to the group, that impact on the successful delivery of the Training Programme and to achieving the outcomes of the Training Strategy and WSSCB Business plan.

6 To develop and promote the multi-agency training programmes and encourages agencies/teams to access training opportunities. To provide, commission or co-ordinate child protection training for the private and independent sector, including independent schools To provide, commission or disseminate information concerning training, relating to specialist or emerging areas in safeguarding and promoting the welfare of children Desired Outcomes Effective communication and information sharing between professionals, including a common understanding of key terms, definitions and thresholds for action. Effective working relationships, including an ability to work together across agencies and disciplines. Sound child focused safeguarding assessments and decision-making. Learning from Serious Case Reviews, child death reviews, guidance and research is incorporated within training to embed changes in practice. Quality standards for trainers and delivery of training events. Interagency training needs are identified within the context of local and national policy, legislative requirements and practice development. Multi-agency training strategy based upon the WSSCB business plan is produced and updated annually that addresses the needs of different staff teams within Partnership organisations. Issues arising from local and national SCRs, partnership reviews and child deaths are communicated and lessons learned are embedded into practice, with monitoring by Quality Assurance & Performance Group of the achievement of action plans and impact of change.

7 Principles of the WSSCB Learning and Development Strategy 5.1 The Learning and Development Strategy of WSSCB is based upon the following principles that will underpin all training events to ensure that: All training is child focussed so that the voice of the child and the child s welfare remain paramount To work towards involving children and young people in the design, delivery and evaluation of training Training will be delivered by trainers who are knowledgeable about safeguarding, child protection and promoting welfare. When delivering on complex areas trainers will have relevant specialist skills and knowledge Training will be delivered by trainers who have completed a train the trainer programme or professional equivalent Training will be informed by current research, lessons from serious case reviews and child deaths and national and local policy and practice developments WSSCB training will be consistent with the messages in working together to Safeguard Children 2013 and will be supported by WSSCB Learning and Improvement Framework Training will be regularly reviewed and evaluated to ensure that it meets the agreed learning outcomes and has a positive impact on practice Structure and funding 6.1 Member agencies of WSSCB contribute towards the delivery of inter-agency training in the following ways: Membership of the Training Task Group A 1.0FTE Training Manager and 2 x 0.5FTE Practice Development Officers

8 Contributing to the delivery of training There has been no specific budget for training since Any income generated by the Training team goes into the overall WSSCB finance pot Following a review of the form and function of WSSCB in 2013, all training posts were made permanent with funding to keep the current structure of the training team until March WSSCB training pool is in place and includes practitioners and managers who commit to contributing to the delivery of WSSCB training on different levels. This needs to be developed to meet the training requirements of the WSSCB. A Trainers Development Group is in place with Terms of Reference and trainers are expected to attend 2 half day update workshops to keep their knowledge and skills up to date. The Trainers Development Pool needs to be reviewed and developed further during this next year Monitoring and Evaluation WSSCB Training Group undertakes a rigorous process to evaluate the effectiveness of training. It conducts regular reviews in order to ensure that it meets the agreed learning outcomes and that the results of evaluation inform the Training Strategy and the WSSCB Training Group Work Plan. Short term evaluation The effectiveness of inter-agency training and development and its facilitation is continuously monitored and fed back to the Training Group through a number of different ways: Monitoring attendance at training sessions A review by the WSSCB Practice Development Manager of each standardised written evaluation by individuals at the end of each training session. Standards to be met as set out below: Completion of written evaluation by the trainers to inform the review and development of each course. Observation, attendance and completion of a trainer evaluation form at a sample of courses to be completed by the WSSCB Practice Development Manager and/ or members of the WSSCB Training Group. Quality Assurance processes will address the relevance, currency and accuracy of course material and the quality of training delivery by applying the following standards:-

9 All attendees on WSSCB training events will be requested to complete an end of day course form. The completed forms will be reviewed by the WSSCB Practice Development Manager, any areas for improvement and development will be communicated to the trainer. Trainers will be expected to meet certain minimum standards, these are: 75% of attendees report that the objectives either well or very well 75% of attendees rate the course as good or excellent If the minimum standards are not met the WSSCB Practice Development Manager will observe the training and deal with any trainer issues. In addition to the end of course evaluation process, one of the events provided by a new trainer and 10% of the annual training events will be subject to a further evaluation 3 months after the event, these will be observed by a member of the WSSCB Training Group. Whilst being observed the WSSCB Trainer Evaluation / Feedback form will be completed. The trainer will be provided with a copy of the completed trainer evaluation form within seven days. If the minimum standards are not met the WSSCB Practice Development Manager will report any concerns to the trainer within seven days. It is expected that the trainer will amend the programme in light of evaluation. The training will then be evaluated again on the next occasion Longer Term Impact In order to evaluate longer term outcomes and the impact of training on working together, inter-professional relationships and children and families, WSSCB has agreed to:- Evaluate the impact of training by evaluating the changes on the attendees reported level of knowledge in working with others to safeguard and promote the welfare of children. Evaluate the impact of training on the practice of participants by evaluating the changes in their level of self confidence in working with others to safeguard and safeguard and promote the welfare of children. 10 Seek anecdotal evidence of the impact of training by demonstrating how the knowledge and skills gained has been utilised. An ed/on-line post course questionnaire will be used to identify post course application of learning, including any evidence of this from the perspective of the participant, and their view of whether attending the course made any difference to how they handled, or would handle, a situation.
