Restoring Credibility to Electronic Security

DETECTION IS THE FIRST STEP IN THE SECURITY SYSTEM Remotely Monitored systems are event driven and need to rely on a trigger No events: reduce operational cost with: - Dimmed or no lighting - No CCTV recording or at low resolution - No need to monitor the site Event detected: immediate response with : - Full power, zoned lighting - High resolution recording for CCTV - Alarm sent to monitoring station - Visual verification - Appropriate response
HOW THE DETECTION SYSTEM CAN COMPLY WITH BS8418 STANDARD Four key principles need to be met by the detection system, as defined by BS8418 Fit for purpose Most complex criteria No overspill of the protected area Match camera field of view Monitored for tamper, masking, re-orientation Detection pattern & flexible masking See what is detected Anti-vandal features & supervision
FIT FOR PURPOSE - PART 1 What should be considered when choosing the right detection system? ENVIRONMENT Resistance Vegetation to noise/ white light Animal Animals tolerance Automatic Light / reflection sensitivity adjustment Adjustment Weather/ temperature vegetation sway/ autolearning SITE CONFIGURATION Open/close Type of detection areas, curtain, wide or narrow Levelled/ unlevelled Multi-layered detection systems Level of security required Best suited technology for open or close sites SYSTEM REQUIREMENT Wireless Temporary/ vs permanent cabled (mains or POE) Analogue. Transmission Hybrid, technology IP (IP/wireless) Double Acceptable knock level system? of false alarm Integration with VMS, 3 rd party DVR etc
FIT FOR PURPOSE - PART 2 A wide choice of technologies available Physical detection system Video Analytics Thermal Cameras Both video analytics and thermal imaging can add an additional layer of protection to any perimeter-specific application. When used in conjunction with more traditional perimeter solutions, the degree of protection that can be realised is significant! Benchmark Magazine Sept 2013
Physical detection systems Physical detection systems remain the most cost effective and widely used trigger Passive Infrared Detection Active Infrared Beam Detection For perimeter, approach and building applications For perimeter, gate and roof applications Laser Detection Fiber Optic Detection For perimeter, approach, building, roof and specialist applications For perimeter fence or wall applications
SUMMARY Remotely Monitored systems are event driven and rely on a trigger Accurate and Reliable Detection is the first step of the process Think about the site environment, configuration and operational requirements when designing and installing a system Select the right technology or mix of technologies to match the requirements Align detection patterns with cameras and lighting for visual verification Think about integration with and supervision by the security and CCTV systems

CCTV Lighting Infra-Red and White-Light LED
Scene Requirements Too Narrow Hot Spot Too Wide Distance Not Achieved, Wasted Light Not Enough Optical Power - Noisy, Poor Contrast Angle of Illumination Aligned to Camera FOV Evenly Illuminated, No Over Exposure
Scene Requirements Design lighting for your scene E.g. Perimeter/ PTZ
Light Costs Money So Don t Waste It * High lux levels are not always required - and often result in reduced CCTV image quality, excessive light pollution and energy consumption. 500W Sodium Lighting Per Column 100W LED Lighting Every 2 nd Column Many low light cameras can generate fantastic night-time images from as little as 2-3 lux using a carefully targeted, even spread of White-Light illumination with accurate colour rendition.
Remotely Monitored Sites British Standard BS8418, for remotely monitored and detector activated CCTV systems IR illumination should not surround the camera lens on external cameras.
System Integration IP Addressable Lighting Dedicated lighting for network systems Full lighting control 24/7 Take instant manual control over lighting Adjust lighting, perfect CCTV images, monitor scene, deter crime and reduce false alarms Full system integration and control via other network devices e.g. VMS, Cameras, Detectors, Event driven lighting - increase security, reduce energy consumption and running costs

Operational procedures for the protected area Key procedures to follow Set /unset procedure (arming/disarming) If inside the protected area, determine an entry/exit route if outside the protected area inform the user about the system status RVRC set/unset procedure is not recommended The setting location should be permanently in view of a camera and have sufficient lighting for visual verification The site owners should : provide full site details be given and sign for a Response Schedule detailing RVRC actions give full details of all staff access to the site
Operational procedures for the Remote Video Response Center (RVRC) The RVRC must Be in a BS5979 Cat II premises Log and record all transmitted information Have its staff trained in procedures for producing images for evidential purposes Report any faults at a customer s premises within a working day Produce an incident report and send to the customer Multiple false alarm activations will not be tolerated
Walk testing and commissioning a new system Engineer Walk test to check: Field of view of detectors & cameras Sensitivity of detectors (inc. lighting) Clarity images Accuracy of recorded data Commissioning Environmental soak test: Min 7 days (Cougar 14 days) Check trends, animal runs, short cut etc Reference images: Day and night time images Used for comparison during live operation checks Night remote check Owner to arrange correction of configuration faults Corrections to be carried out before system goes live
Stats and type of responses Some stats to have in mind 95% of alarms are false alarms Worse sites can generate up to 3,000 false alarms in a week-end With the right system design and equipment: false alarm can drop down to 0/day! Type of responses: Voice alert Call the key holders Dispatch security personal Call emergency services
New technologies in RVRC Immix software to monitor a host of differing systems through one front end Videowall Technology to live monitor a number of sites at the same time. Battery powered CCTV system for rapid deployment
