1 ENGINEERING SPECIFICATION SHT. 1 OF Scope To specify Detector Electronics Corporation (Det-Tronics) packaging, packing, marking, labeling, unitization and other requirements for all inbound supplier packaged products, parts, and assemblies. This specification establishes minimum requirements and guidance for commercial preservation, packaging, packing, unitization, marking, labeling and other requirements for products, parts, assemblies, supplies and equipment supplied to Det-Tronics, our suppliers or our customers. It provides for multiple handling and shipment by any mode, and storage periods for a minimum of one year in enclosed facilities without damage to product. 2 ENGINEERING SPECIFICATION SHT. 2 OF 10 Hazardous Material Regulations Detector (or) Det-Tronics (or) Detector Electronics: Detector Electronics Corporation, 6901 West 110 th Street, Minneapolis, MN USA DOT: U.S. Department of Transportation FCL: Full Container Load. Term used in Ocean Freight transport where only one consignor s goods are loaded into one freight container by a freight forwarder. Hazardous (Regulated) Material: Hazardous Material means a substance or material that is capable of posing an unreasonable risk to health, safety, and property when transported in commerce. The term includes hazardous substances, hazardous wastes, marine pollutants, elevated temperature materials, and materials designated or defined as hazardous in the Hazardous Materials Tables or Dangerous Goods Lists per CFR 49, IATA, ICAO, or IMDG. Hazardous Material (Dangerous Goods) Regulations: Hazardous material regulations include DOT, IATA (ICAO), and IMDG. IATA: International Air Transport Association ICAO: International Civil Aviation Organization IMDG: International Maritime Dangerous Goods Code Intermediate Package: A wrap, box, or bundle (that is, a container) that contains two or more unit packages of identical items. ISPM: International Standards for Phytosanitary Measures LCL: Less than Container Load. Term used in Ocean Freight transport where multiple consignor s goods are loaded or consolidated into one freight container by a freight forwarder. LTL: Less Than Truckload. Term used in the Trucking Industry for shipments of goods that that do not completely fill an entire truck, but are too heavy (greater than 150 lbs.) or too large (dimensionally) for small parcel carriage. An LTL shipment typically ranges anywhere from 150 lbs. to 10,000 lbs. OSHA: U.S. Occupational Safety and Health Administration Packaging: The technique of preparing goods for distribution and protect material (goods) from deterioration and damage from the time manufacturing is complete until ultimate use or disposal. Shipping Container: A container that is sufficiently strong to be used in commerce for packing, storing, and shipping commodities. Small Parcel Shipments: Small parcel shipments are those that are 150 lbs. or less per
3 ENGINEERING SPECIFICATION SHT. 3 OF 10 individual package, not palletized and must fall under the FedEx, UPS, and DHL Size and weight restrictions for small parcel. Further weight restrictions apply for hazardous materials for some small parcel carriers. Supplier (also called a vendor): A person or company that provides goods, supplies, parts or services to another company. Unit Package: The first tie, wrap, or container applied to a single item, a quantity of the same item, a set, or an item with all of its component parts, that constitutes a complete and identifiable package containing the unit of issue of a product for ultimate use. Unitization: The assembled group of containers or items in a single load that can be handled as a unit throughout the distribution system. Unitization encompasses, but is not limited to, consolidation in a container, placement on a pallet or load base, or securely binding together. UN Performance Oriented Packaging (POP): A type of packaging based on the ability of packaging to perform to a specified level of integrity when subjected to United Nations performance tests (i.e. drops, compression, stacking, vibration, etc.). 4.0 Responsibilities (Significance and Use) 4.1 Logistics Provide updated Det-Tronics Routing Guide instructions to Procurement Amend the Supplier Packaging Requirements Specification as required. 4.2 Procurement Add the Supplier Packaging Specification Requirements number to the purchase order terms and conditions template Provide copies of the Supplier Packaging Specification Requirements to Suppliers Review any discrepancies with suppliers and assure that they take corrective action. 4.3 Receiving Monitor condition of inbound packing materials, marking and labeling. Report any discrepancies or failures to Procurement and Logistics for further investigation and resolution. 4.4 Supplier (Vendor) Prepare packing, marking, and labeling of goods supplied to Det-Tronics in accordance with this specification Contact Det-Tronics Procurement with any questions or concerns about the applicability to your product. 5.0 Requirements 5.1 General Packaging The following requirements shall apply unless otherwise authorized by the Det-Tronics contract, purchase order, part drawing, or part specification. Suppliers are encouraged to use green or advanced packaging technology Packaging Terminology - Reference ASTM D996 Standard Terminology of
4 ENGINEERING SPECIFICATION SHT. 4 OF 10 Packaging and Distribution Environments for a listing of definitions and technical terms used in the packaging and distribution environments and as may be referenced in this engineering specification Packaging Preservation, packaging, packing, marking and labeling furnished by the suppliers shall meet or exceed the following minimum requirements unless otherwise authorized by the Det-Tronics contract, purchase order, part drawing, or part specification Cleanliness Items shall be free of dirt and other contaminants which would contribute to deterioration of the item or which would require cleaning by Det-Tronics or our customer prior to use. Coatings and preservatives applied to the item for protection are not considered contaminants Invasive Pests, Insects, or Species All parts and packaging materials shall be free from any and all invasive pests, insects, or species Preservation Items susceptible to corrosion or deterioration shall be provided protection such as preservative coatings, barrier protection, volatile corrosion inhibitors, or desiccated unit packs Cushioning Items requiring protection from physical and mechanical damage or which are fragile shall be protected by wrapping, cushioning, pack compartmentization, cartonizing, or other means to mitigate shock and vibration to prevent damage during handling and shipping Loose-fill Cushioning/Dunnage Whenever possible, the use of loosefill material shall be avoided for all inbound shipments to Det-Tronics facilities and to all drop shipments to other Det-Tronics suppliers or end use customers Bulk items Items such as nuts, bolts, screws, etc. may be placed in bags or containers without individual protection, provided that the items cannot be damaged during handling or transportation Painted or Plated Parts Parts should be protected to prevent all surfaces from nicks, dents, or scratches during handling or transportation Electrostatic Sensitive Parts, Assemblies and Equipment Electrostatic sensitive parts, assemblies and equipment should be contained in ESD approved packaging per ANSI/ESD S20.20 and ANSI/ESD S541 unless otherwise authorized by the Det-Tronics contract, purchase order, part drawing, or part specification Unit Package Design and Construction - A unit package shall be so designed and constructed that it will contain the contents with no damage to them, and with minimal damage to the unit pack during shipment and storage in the shipping container configuration, and shall allow subsequent handling Package Quantity Unless otherwise authorized by the Det-Tronics contract, purchase order, part drawing, or part specification, the unit package quantity shall be one each part, set, or assembly, except for
5 ENGINEERING SPECIFICATION SHT. 5 OF 10 small lightweight items, such as industrial hardware, which will be unit packaged in quantities that are standard in the trade and suitable for commercial sales Bulk Packaging - Bulk packaging shall not be utilized unless otherwise authorized by the Det-Tronics contract, purchase order, part drawing, or part specification Intermediate Package Requirements - The use of an intermediate packaging is encouraged particularly when such use enhances handling and storage Outer Package (Shipping Container) General Requirements - Unit packages and intermediate packages not meeting the requirements for an outer package (shipping container) shall be packed in shipping containers Shipping Container Requirements The shipping container (including any necessary blocking, bracing, cushioning, or water resistance) shall comply with the regulations of the carrier used and shall provide safe delivery to the destination. The shipping container shall be capable of multiple handling and storage periods at a minimum of one year in enclosed facilities without damage to the product Ergonomics Sizes and weights of shipping containers shall comply with commonly used industry standards and limitations to permit safe handling for human lifting, carrying and handling. Shipping containers designed for direct human interface shall not exceed 50 lbs. Containers shall be of appropriate size, gross weight, construction and rigidity for the type and density of the goods that they will contain to permit safe and ergonomic handling. As shipping container dimensions increase and human interface becomes more difficult, the weight should be reduced accordingly Product Protection (for all but small parcel shipments) - All shipping containers used to supply goods, supplies or parts to Det-Tronics shall be capable of surviving normal hazards in the distribution environment to which they are subjected and adequately protect the goods inside. Please refer to ASTM Practice D4169 for guidance on typical distribution environments for non-small parcel packages based on shipping mode used Product Protection (small parcel shipments (150 lbs. or less) - All shipping containers used to supply goods, supplies or parts to Det- Tronics shall be capable of surviving normal hazards in the distribution environment to which they are subjected and adequately protect the goods inside. Please refer to ASTM Practice D7386 for guidance on typical distribution environments for small parcel shipments Inbound International Ocean Shipment
6 ENGINEERING SPECIFICATION SHT. 6 OF Protection From Water Damage - Suppliers that ship product to Det- Tronics via Ocean freight (FCL or LCL), shall use water resistant packaging or unit load protection to protect the parts and packaging from damage due to high humidity, ocean spray and condensation associated with water movement Blocking and Bracing - Suppliers shall block and brace palletized unit loads securely in place in all Full Container Loads (FCL) to prevent shifting and damage to product and to allow safe unloading at destination by mechanical means or interface (fork trucks or pallet jacks) without human interface with any of the unit loads or packaging (no touch policy by Det-Tronics). 5.2 Hazardous (Regulated) Material Shipments Requirements - Shipments of products that are regulated by DOT CFR 49, IATA (ICAO), or IMDG hazardous material/dangerous Goods regulations shall comply with the following requirements Packaging Packaging shall comply with all of the requirements of the hazardous materials and dangerous goods regulations. The packaging shall comply with all of the UN specification and Performance Oriented Packaging (POP) test requirements for the class of hazardous material that is being shipped, when UN packaging is required Special International Air and Ocean Packaging Requirements for U.S. Domestic Suppliers - When specified in the Det-Tronics contract, purchase order, part drawing or part specification, hazardous materials shall be packaged and prepared for international air or ocean movement (packing, marking and labeling) to permit reshipment to Det-Tronics international customers without the need for re-packing, re-marking or re-labeling. This applies to U.S. domestic suppliers (including Canada and Mexico) of inbound hazardous material shipments that may typically be shipped to Det-Tronics under DOT Limited Quantity or ORM-D provisions and are not normally required to be packaged in UN Performance Oriented Packaging Cylinders Class 2.2 compressed gases that are packaged in cylinders shall comply with U.S. DOT cylinder specifications as noted in CFR 49, Part 178. Additionally, the cylinders shall meet section 5.10 of Transport Dangerous Goods Regulations, Canada, unless otherwise authorized by the Det-Tronics contract, purchase order, part drawing, or part specification Marking Outside shipping containers shall be properly marked in accordance with the hazardous materials and dangerous goods regulations Performance Oriented Packaging Marking (when required) UN number Proper Shipping Name
7 ENGINEERING SPECIFICATION SHT. 7 OF Unitization Net Quantity (when required for air shipments) Special Markings - Any other type of special markings such as limited quantity, excepted packaging, orientation or other required hazardous material markings Labeling Hazard Labels - Diamond shaped hazard labels shall be applied as required by the hazardous materials regulations Special Labels -Any other type of special labeling required shall be applied, such as Cargo Aircraft Only, Lithium Battery Label, etc Documentation UN POP Test Report - Supplier shall provide a copy of the Performance Oriented Packaging (POP) Test Report for each specific or different type of UN Performance Oriented Packaging used and shipped to Det-Tronics Closure Method - Supplier shall provide detailed UN Performance Oriented Packaging closure method instructions for each specific or different type of UN Performance Oriented Packaging used and shipped to Det-Tronics Requirements - Shipments should be considered for unitization or consolidation where appropriate or as otherwise authorized by the Det-Tronics contract, purchase order, part drawing, or part specification. Unitization encompasses, but is not limited to bundling, consolidation in a shipping container, or placement on a pallet Securement Methods Shipping containers that are unitized or consolidated must be securely contained on the pallet using appropriate unit load containment methods such as stretch film, plastic strapping, etc. The proper type of banding, stretch wrap or other securement methods shall be used and shall be applied in a correct manner to completely secure the shipping containers to the pallet and to prevent shifting and overhang from occurring during shipment Overhang - Shipping containers shall not overhang any edge of the pallet used for consolidation on the unit load Maximum Outside Dimensions Unless otherwise authorized by the Det- Tronics contract, purchase order, part drawing, or part specification, the maximum outside dimensions of any one unit load shall be 48 by 40 by 54 (L, W, H, in inches) Maximum Gross Weight Unless otherwise authorized by the Det-Tronics contract, purchase order, part drawing, or part specification, the maximum gross weight per unit load shall not exceed 2000 lbs Pallet Specification Pallets shall be standard size for U.S. distribution system, unless a different or European size pallet is otherwise authorized by the
8 ENGINEERING SPECIFICATION SHT. 8 OF 10 Det-Tronics contract, purchase order, part drawing, or part specification Size - Typical full size pallet shall be 48 by 40 (L, W, in inches) and be 4- way entry Specification - Pallet shall meet applicable specifications and be of Type, Style, and Class to support and permit shipment of the weight of the shipping containers on the unit load without failure Design Use of winged pallets is prohibited. Pallet design should include outside stringers that are flush with the edges of the top deck boards Condition - Pallets must be new or in as new condition prior to shipment to Det-Tronics. There shall be no broken pieces (deck boards, stringers, blocks, etc.) and no protruding nails, screws or other pieces from the pallet that could damage the palletized product. Pallets shall be free of any dirt or chemical contaminants Steel Strapping Use of steel strapping is prohibited for securing unit loads or export crating and for use in any other type of packaging consolidation unless otherwise authorized by the Det-Tronics contract, purchase order, part drawing, or part specification. 5.4 Marking and Labeling Unit/Intermediate Container Marking and/or labeling for the unit/intermediate container shall mean those typically used in the commercial distribution system. The markings and/or labeling shall be sufficient to clearly and visibly identify the contents of the package. When the unit or intermediate container is also the shipping container the requirements of shall apply. The following are the minimum marking requirements unless otherwise authorized by the Det-Tronics contract, purchase order, part drawing, or part specification: Part number and/or UPC barcode part number Product Name or nomenclature Quantity and unit of issue Contract or purchase order number, as applicable Manufacture markings, as applicable Country of Origin Marking, as applicable Shelf-life markings (expiration date/inspection date/date of manufacture), as applicable Storage legends, as applicable Precautionary markings, as applicable Packing List, Bill of Lading and Shipping Container Marking and/or labeling for the packing list, bill of lading and shipping container shall mean those typically used in the commercial distribution system. All markings and/or labeling shall be legible, durable, and identify the contents of the package, and if required, include pictorial markings as identified in Practice D5445. The following are the minimum marking and/or labeling requirements unless otherwise authorized by the Det-Tronics contract, purchase order, part drawing, or part specification: Consignee and Consignor address
9 ENGINEERING SPECIFICATION SHT. 9 OF Part number and/or UPC barcode part number Product name or nomenclature Quantity and unit of issue Contract number or purchase order number, as applicable Manufacture markings, as applicable Country of origin marking, as applicable Shelf-life marking (expiration date/inspection date/date of manufacture), as applicable Storage Markings, as applicable Precautionary Markings, as applicable Unitization Markings 5.5 Special Labeling Requirements - When individual shipping containers are unitized or consolidated for shipping and handling purposes, the packing list, bill of lading and shipping container markings shall comply with Section At least one of the unit loads in each shipment shall contain the shipping documentation as required in Section 5.6. All markings shall be legible, durable, and identify the contents of the unitization Apply special labeling when specified by the Det-Tronics contract, purchase order, part drawing, or part specification. 5.6 Shipment Documentation Requirement - Securely attach the following documentation onto the shipping container or unit load as specified unless otherwise authorized by the Det- Tronics contract, purchase order, part drawing, or part specification. Documentation shall be placed in a protective plastic document sleeve or envelope. All documentation shall contain the Det-Tronics purchase order number(s) and part number(s) Packing list Commercial Invoice Certificates of Origin (when required) Certificates of Conformance (when required) Inspection Reports (when required) 5.7 Wood Packaging Material (WPM) Requirement Any wood packaging material that originates outside the United States of America and is used in the packaging, unitizing, crating or blocking & bracing of supplies to Det-Tronics shall comply with the requirements of ISPM Publication No. 15. The same requirement applies to U.S. domestic suppliers whenever specified by the Det-Tronics contract, purchase order, part drawing, or part specification.
10 ENGINEERING SPECIFICATION SHT. 10 OF Reusable Packaging Design - When specified in the contract or purchase order, supplier shall ship parts, components, or product in reusable packaging (totes, trays, divided partitions, etc.), and the design (size, shape, material, etc.) will be as specified by Det-Tronics and/or as agreed to between supplier and Det-Tronics Procurement Quantity Required - The quantity of the reusable packaging required shall be determined by Det-Tronics and the supplier Costs The cost of any reusable packaging is the responsibility of Det- Tronics unless otherwise specific by the Det-Tronics contract, purchase order, part drawing, or part specification Replacement The cost of damaged or worn out reusable packaging is the responsibility of Det-Tronics unless otherwise specific by the Det-Tronics contract, purchase order, part drawing, or part specification Return Shipments Det-Tronics is responsible for the preparation and cost of returning empty reusable packaging to the supplier. 5.9 Hazard Communication OSHA Requirements - Suppliers shall follow the U.S. OSHA hazard communication requirements specified under CFR 29, Part 1910, Subpart Z, Paragraph for all chemicals products that fall under the OSHA regulations Safety Data Sheet - Per OSHA paragraph (g)(6)(i), chemical manufacturers or importers shall ensure that distributors and employers are provided an appropriate Safety Data Sheet with their initial shipment, and with the first shipment after a Safety Data Sheet is updated Carrier Routing Domestic Shipments (USA, Canada and Mexico) Individual packages 150 lbs. or less Use Det-Tronics specified contract small parcel carrier. Get from Det-Tronics Procurement or Logistics Individual packages over 150 lbs. or palletized loads Use Det-Tronics specified contract LTL carrier. Get from Det-Tronics Procurement International Shipments (not Canada and Mexico) Individual packages 150 lbs. or less Use Det-Tronics specified contract small parcel carrier. Get from Det-Tronics Procurement or Logistics Individual Packages over 150 lbs. or palletized loads use Det-Tronics specified contract freight forwarder.
