2 PROJECT PROPOSAL - ADDITIONAL INFORMATION a. NAME OF THE PROJECT INTEGRATED REHABILITATION CENTRE FOR ADDICTS [UNDER SCHEME FOR PREVENTION OF ALCOHOLISM AND SUBSTANCE (DRUGS) ABUSE] b. V I S I O N Creating satisfying life conditions for the masses, especially those affected by drug abuse by offering services for educating and spreading awareness, teaching healthy alternatives and providing rehabilitation and helping them become productive members of the society. c. M I S S I O N S T A T E M E N T To strive to achieve a drug free environment where individuals are empowered to adopt a life style, which have complete abstinence from drugs, in any form and under any condition, coupled with capacitating them with skills, which will be helpful in arresting the disease. The organisation will offer a multi disciplinary treatment programme, which addresses the physical, mental, social and spiritual aspects of the illness. Treatment for each of these dimensions will be provided so that the patient may return to the family, job and environment with improved physical and mental well being, free from chemical dependency and equipped with the tools necessary to maintain a drug free life. d. AIMS AND OBJECTIVE OF THE PROJECT The aims and objectives of the project are given below : To create awareness and educate the people about the ill- effects of alcoholism and substance abuse on the individual, the family and the society at large. To evolve culture-specific models for the people about the ill effects of alcoholism and substance and the treatment and rehabilitation of addicts. To provide for the whole rage of community-based services for the identification motivation, counseling, de-addiction, after care and rehabilitation of addicts. To promote collective initiatives and self-help endeavors among individuals and groups vulnerable to addiction of found at risk. 2

3 To establish appropriate linkage between State interventions and voluntary efforts in the field of prohibition and substance abuser prevention. To increase community participation and public cooperation in the reduction of demand for dependence-producing substances and To support activities which are in consonance with the mandate of the Ministry of Social Justice and Empowerment in this field. e. SOCIO-ECONOMIC FEASIBILITY ASPECT OF THE PROJECT Location of Project Area : Gaya Justification/ Need of the Project Drug abuse is quite rampant in Bihar capital, i.e., Gaya with almost 1% of the city's population having been addicted to drugs. According to a survey conducted by IGNOU's department of social work early this year, alcohol is the prime addiction that has crippled the life of almost 55% of the addicts. While 18% of them are addicted to `bhaang' and `marijuana', 6% to smack and 18% to multiple drugs. A total of 311 cases of drug abuse were lodged in 2009, against 283 in

4 According to a state-wide survey, the number of registered drug addicts has grown by about 1400 in the past one year. The present number of registered drug addicts in Bihar is It was only 3372 last year. Views of Some Learned persons on the occasion of "World Anti Drugs Day" in Gaya: Until a few years ago, schoolchildren and adolescents using drugs was an uncommon sight. But now a substantial section of the drug addicts comprises of youngsters, said medical Director of International Health Organisation, Dr Diwakar Tejaswi. Influence of movies and western culture are the factors which lure youths towards drugs. Moreover, nuclear family system and loneliness contributes to drug abuse among children, he added. There are a large number of "substantial users" in the city, said acting director of the Indira Gandhi Institute of Medical Sciences (IGIMS) Dr Ajay Kumar Singh. These drug users are addicted to ganja and bhang which are not only cheap, compared to other drugs, but also give a feeling of high to them, he added. Awareness at the school and college level is very important to stop the growing number of young drug users, he added. Head of the physiology department, Saran Medical College, Dr Rajiv Ranjan Prasad said that the government should establish de-addiction centres at subdivisional and district hospitals and medical college hospitals. 4

5 Thus, above facts make it quite clear that there is a great need for an INTEGRATED REHABILITATION CENTRE FOR ADDICTS in Patna in view of benefit of Saranites and for bright future the Capital of Bihar, i.e. Gaya. Methodologies/Strategies the Project Implementation of : The centre will provide following services to the community:- i. Identification of addicts. ii. Motivational Counseling. iii. Preventive Education and Awareness Generation. iv. Detoxification/ De-addiction services for safe and ethical management of withdrawal symptoms. v. Referral services. vi. After Care & Follow-up Services. vii. viii. Vocational Rehabilitation. After care and Reintegration into the social mainstream. While a period of one month may generally be required for a substance abuser to undergo various phases of counseling, deaddiction and psychological recovery, a provision for aftercare will be made for a maximum period of another one month in deserving cases. The services of recovered addicts should be gainfully utilized in serving substance abusers undergoing recover. After detoxification, the recovering substance abusers will be encouraged to go out to their families and work places. Also these centres will encourage totake up income generation activities to facilitate the economic rehabilitation of the addicts. f. TECHNICAL FEASIBILITY ASPECT OF THE PROJECT i. Approach : Recognising Substance abuse and Alcoholism as a psychosocial medical problem, the approach would be to provide 5

6 ii. Understanding Drug Addiction whole range of services including awareness generation, identification, treatment and rehabilitation of addicts through he Voluntary Organizations. With a view to reducing the demand for the consumption of alcohol and dependence producing substances, the thrust will be on preventive education programmes and on reintegration of the addicts into the mainstream of the society. While the Govt. of India would provide financial support to the organizations for institutionalized activities, stress would be on mobilization of community resources and greater community participation. : Addiction is a complex disorder characterized by compulsive drug use. People who are addicted feel an overwhelming, uncontrollable need for drugs or alcohol, even in the face of negative consequences. This selfdestructive behavior can be hard to understand. Why continue doing something that s hurting you? Why is it so hard to stop? The answer lies in the brain. Repeated drug use alters the brain causing long-lasting changes to the way it looks and functions. These brain changes interfere with your ability to think clearly, exercise good judgment, control your behavior, and feel normal without drugs. These changes are also responsible, in large part, for the drug cravings and compulsion to use that make addiction so powerful. Communicate with each other and along with their own correction help and influence others in their treatment and correction. Therapeutic community allows special consideration on behavioral deformation as it is believed that an individual adopts drugs only after his attitudes, behavior and life styles starts deviating or becoming socially 6

7 unacceptable. Activities like confrontation, involves making others aware of their attitudes by first become aware, encounter sessions, which is a mutely helping process directed towards anger management and other re- education and group therapy sessions go a long way in achieving the desired behavioral change in addicts. iii. Kinds of Abusable Drugs : There are following kinds of Abu sable drugs I. Wine, II. Sedatives, III. Stimulants IV. Narcotics, V. Hallucinogens, VI. Nicotine iv. How addiction develops : The path to drug addiction starts with experimentation. You or your loved one may have tried drugs out of curiosity, because friends were doing it, or in an effort to erase another problem. At first, the substance seems to solve the problem or make life better, so you use the drug more and more. v. The Far-reaching Effects of Drug Abuse and Drug Addiction : 7

8 vi. Signs and Symptoms of Drug Abuse and Drug Addiction While each drug of abuse produces different physical effects, all abused substances share one thing in common. They hijack the brain s normal reward pathways and alter the areas of the brain responsible for self-control, judgment, emotional regulation, motivation, memory, and learning. Whether you re addicted to nicotine, alcohol, heroin, the effect on the brain is the same: an uncontrollable craving to use that is more important than anything else, including family, friends, career, and even your own health and happiness. : Physical warning signs of drug abuse Bloodshot eyes or pupils that are larger or smaller than usual. Changes in appetite or sleep patterns. Sudden weight loss or weight gain. Deterioration of physical appearance and personal grooming habits. Unusual smells on breath, body, or clothing. Tremors, slurred speech, or impaired coordination. Behavioral signs of drug abuse Drop in attendance and performance at work or school. Unexplained need for money or financial problems. May borrow or steal to get it. Engaging in secretive or suspicious behaviors. Sudden change in friends, favorite hangouts, and hobbies. Frequently getting into trouble (fights, accidents, illegal activities). Psychological warning signs of drug abuse 8

9 Unexplained change in personality or attitude. Sudden mood swings, irritability, or angry outbursts. Periods of unusual hyperactivity, agitation, or giddiness. Lack of motivation; appears lethargic or spaced out. Appears fearful, anxious, or paranoid, with no reason. vii. Treatment : But as the addiction progresses, getting and using the drug becomes more and more important and your ability to stop using is compromised. What begins as a voluntary choice turns into a physical and psychological need. The good news is that drug addiction is treatable. With treatment and support, you can counteract the disruptive effects of addiction and regain control of your life. viii. Recovering from drug addiction : The recovery from drug abuse is possible through Control by adopting the following measures: 1) Imparting education about drugs: The target population should be educated for avoiding drug usage. They are college students, especially those residing in hostels and far from the control of the parents, people residing in slums, industrial workers, rickshaw pullers and truck drivers. The method of imparting education must be such that people involve themselves actively and there is an exchange of valuable information. The education should be complete including ill effects of drugs, methods of cure, clinical analysis and psychological training of the students and the young minds. 2) Varying attitudes of physicians: A variation in the physician s attitude in prescribing even various drugs may go a long way in controlling the abuse of 9

10 drugs. The physicians have to demonstrate great care and should not ignore the side effects of the drugs. A patient obtains a prescription from a physician that cures his ailment. He refuses to consult the doctor and continues to consume the drugs excessively whenever he suffers from the same ailment. Hence people come to depend more on medication than on physician, which ultimately is dangerous. 3) Undertaking follow-up study of addicts: It is done under the programme of detoxification. 4) Providing deterrent punishment to policemen: Giving deterrent punishment to law enforces like policemen found working in collision with drug peddlers would be an ideal step. g. FINANCIAL FEASIBILITY ASPECT OF THE PROJECT The project Integrated Rehabilitation Centre for Addicts is financially feasible keeping in view and the budget for the project has been prepared keeping in view following facts: Guidelines prescribed for the Budget Cost of Facilities to be Hired in the Proposed Location Services to be rendered to the Drug Addicts h. CONCLUSION OF THE PROJECT Following conclusion can be drawn after taking into considerations Social, Technical and Financial Feasibility of the Project: There is a need to take whole-hearted steps to wipe out Drug-addiction in the project area.
