BREEAM The world s longest established and most widely used environmental assessment method for buildings Created in 1988 and launched in 1990 Over 250,000 buildings certified, over a million registered for assessment since it was first launched. Network of over 4,000 independent licensed assessors across the world.

BREEAM around the world ,000 certified buildings

BREEAM UK New Construction 2014: Overview and Education Specific Features Charlotte Hardy, Public Sector Lead, BREEAM BRE Global 15 th December 2014 Part of the BRE Trust

Overview Introduction and background Operational overview Technical overview Changes for NC 2014 HE & FE specifics Materials available to support the assessment process

BREEAM UK New Construction Recently updated; UK version 2011 to 2014 version Why? Changes to key regulations e.g. Part L 2013 Accounting for new/updated standards CEN/TC350 European Standards: further alignment with relevant metrics/indicators Maintain recognition and reward for best practice in sustainable construction Feedback from network of assessors, clients and other stakeholders, what s working / not working so well in the current standard

Key Delivery Stages Kick-off March 2013 Development & Consultation Period Publication and period for comments on the draft manual Peer-review of draft scheme by independent Standing Panel and approval by BRE Global Governing Body 2014 scheme go live 2011 close registrations* Spring January 2014 February to March 2014 Spring th May th June 2014

Assessment registrations Registrations for the 2014 scheme opened 27th May scheme registrations were accepted until 30 th June 2014 for all parts of the UK with the exception of registrations in Scotland. SCOTLAND: The BREEAM New Construction 2011 scheme will remain open to building projects in Scotland until such time as the Scotland building regulation: Technical Handbook 2010 Non Domestic, Section 6 Energy is updated in 2015 (date to be confirmed). This means that, until such time as registrations against the 2011 scheme in Scotland close, projects in Scotland can choose to be assessed against either BREEAM 2011 or BREEAM 2014 (at the discretion of the client).

Operational Overview Part of the BRE Trust

BREEAM UK NC 2014 defined assessment types Within the UK New Construction scheme a number of assessment types are defined : Fully fitted (all buildings except those defined as a 'simple' building) Fully fitted 'simple' building (see Appendix E) Shell and Core (see Appendix D) Shell only (see Appendix D) The assessment criteria for these options are clearly identified in this technical manual.

UK NC 2014 Scheme document Five manuals in total Core scheme document covering UK Filtered versions are available for UK countries; o England o Wales o Scotland o Northern Ireland Reflects divergence of building regulations in the UK Use of the BREEAM UK logo reflect representing the UK NSO

Scope of BREEAM New Construction

BREEAM Assessment Stages Two stage process Design Stage To assess the design of new build or extension Results in interim certificate Post Construction Stage Ensures the completed building was constructed as specified in the D&P assessment Results in final certificate

Evidence requirements Update to Evidence requirements to make clear flexibility in types for submission Feedback from assessors considered carefully Outputs have resulted in; o Further support on evidence selection BREEAM Evidence principles were produced for assessors and our QA team o Development of an evidence requirements online support seminar now available on the assessor extranet o Planned feedback and input sessions with the QA team via BREEAM Assessor workshops and normal channels Refinement of the process will continue

Why is evidence so important? Allows the assessor to assess the building Provides a means for demonstrating why they have awarded credits to a third party reviewer Justification for certification Evidence provides an auditable trail Ensures consistency across all assessments At Design stage it sets commitments in place to ensure actions get taken

Independent certification Anyone can make an unverified claim about a building BREEAM is a credible certification scheme UKAS accredited All credits awarded must be verified by an independent third party the Assessor How does the assessor demonstrate compliance has been achieved?

Technical Overview

BREEAM UK NC - External consultation Consultation period: March October 2013 Consultation activities; o Public surveys o Stakeholder meetings/workshops/reviews UK Green Building Council members, BREEAM assessor liaison workshops, Government departments, Public bodies, Devolved administrations, public & private sector briefing / consultation days, numerous industry bodies e.g. BSRIA, CPA, CIBSE, IoR, UKCG etc. Commenting period draft manual: February - March 2014 Hundreds of responses received BREEAM response documents o Draft manual March 2014 o Final manual 27th May
