3 Purpose: Rural Healthy People 2020 The purpose of Rural Healthy People 2020 (RHP 2020) is to advance the promotion of the health of Americans living in rural communities by identifying rural health priorities, supporting rural health leaders and researchers, and promoting effective rural health programs. Through the coordinated RHP2020 initiative, rural communities will benefit by increased ability to identify and implement right-sized, effective health programs for rural residents. Like Rural Healthy People 2010 a decade ago, RHP2020 will provide policymakers, rural providers, and rural communities with an invaluable resource for documenting successes as well as challenges and for planning, thereby contributing to the rural health infrastructure for improving the health of rural populations. Specifically, RHP2020 will identify and promote rural-specific health priority areas, document what is known about health in rural areas, identify rural evidence-based best practice programs, community practices and interventions, and promote rural healthy communities. Scope of Work: The RHP2020 project was designed to be a multi-component process to engage rural health experts from across the country in developing rural health priorities, evidencebased, best practice community models, and rural health program support tools that can be shared with rural communities. Unfortunately, due to budget cuts at CDC and HRSA/ORHP our anticipated funding was cut from the list of discretionary funding at both agencies. Both agencies have, however, left open the possibility of discretionary funding during the budget cycle. As a result, for the budget year, we have limited our selves to a single goal of achieving certain aims and objectives through internal funding from our respective academic institutions, Texas A&M Health Science Center and Florida State University College of Medicine. 3

4 Strategic Planning for RHP Convene a Rural Healthy People 2020 Advisory Board to include representatives from funding partners, rural health providers, state rural health agencies and national rural health agencies. 2. Assess the extent to which the previous RHP 2010 initiative achieved its objectives through a national survey and literature reviews. 3. Through national engagement of stakeholders, initiate a Delphi process to identify the highest priority rural-based Healthy People 2020 focus areas and, within those areas, objectives to be achieved by RHP Continuously work with rural stakeholders and advocacy groups for continued national focus on and support of Rural Healthy People Update and expand invitations for submission of RHP2020 Models for Practice hopefully to be published beginning in 2012 and subsequent years. 6. Work with CDC-PRC s Community Guide for Preventive Services leadership to develop and disseminate relevant entries to the Community Guide through collaboration with the PRC s leadership. These entries will serve as a resource to assist state, national and local program directors in developing programs and policies to improve health and prevent disease in their communities. 7. Through the engagement of rural health researchers update and refine rural health research and literature reviews by RHP2020 priority focus area, including updates of 2010 areas that continue as concerns for Develop priority area Toolkits for rural communities to employ in preparing local and state-specific proposals. 9. Utilize existing web-based dissemination mechanisms, and provide for the development of additional dissemination mechanisms that are current, dynamic and primarily, but not exclusively, web-based. 4

5 RHP 2020 National Survey The survey was developed in for multi-stakeholder input. The invitation to participate in the survey was posted on 3 national websites. The survey consisted of a total of 16 questions (including sub-questions), it was initially posted online on December 10, 2010 and taken off line on January 5, 2011 the total respondents: 679 Number of Respondents to RHP 2020 National Online Survey 5

10 Next Steps for Rural Healthy People 2020? Input needed from national and state rural health leaders Collaboration in refining and finalizing the RHP 2020 priorities framework to guide us in the next 10 years. Participation in RHP 2020 webinars and follow-up surveys. Participate as a national stakeholders, identify the highest priority ruralbased Healthy People 2020 focus areas and, within those areas, objectives to be achieved by RHP2020. Develop RHP2020 Community Prevention Program Models and Guidebooks, literature reviews, and updates to best practices or model programs that can help rural communities identify key steps or processes that will help them health needs. Make an Impact on Rural Health Rural health disparities are significant for much of rural America. Health reform, including improved insurance and access to health providers may be the levers to major change Prevention and care management models are needed in rural areas; specifically models which take a community-wide, problem-solving focus 10
