1 FAMILY, CAREER AND COMMUNITY LEADERS OF AMERICA ARTICLE 1 Name-Sponsor- Mission and Purposes Delaware Association Approved April 2, 2009 Bylaws Name The organization shall be known as the Delaware Association of the Family, Career and Community Leaders of America. Sponsors Family, Career and Community Leaders of America, national association Delaware Department of Education Delaware State Board of Education United States Department of Education Mission and Purposes The mission of the organization shall be to help youth assume their roles in society through Family and Consumer Sciences education in areas of personal growth, family life, vocational preparation, and community involvement. Organized instruction relating to the mission is a part of the Family and Consumer Sciences education programs in schools. The purposes of the organization shall be as follows: 1. to provide opportunities for personal development and preparation for adult life 2. to strengthen the function of the family as a basic unit of society; 3. to encourage democracy through cooperative action in the home and community 4. to encourage individual and group involvement in helping achieve global cooperation and harmony 5. to promote greater understanding between youth and adults 6. to provide opportunities for making decisions and for assuming responsibilities 7. to prepare for the multiple roles of men and women in today s society 8. to promote family and consumer sciences and related occupations

2 ARTICLE II Organization The Delaware Association shall consist of chartered chapters. The members shall be students who have studies or are studying Family and Consumer Sciences through grade twelve in all schools. Affiliated chapters: The Delaware FCCLA shall be composed of affiliated chapters in all schools in which Family and Consumer Sciences instruction is offered. The chapters shall be composed of students possessing the qualifications for membership. Section 4 The Education Associated for Family and Consumer Sciences shall be the State Adviser for the Delaware FCCLA. The State Adviser shall appoint any assistant state advisers and shall give guidance to the program. Section 5 The Family and Consumer Sciences teacher shall be the local adviser and shall be accountable for all chapter activities and responsibilities to the state association. ARTICLE III Emblem The emblem of the Delaware Association of Family, Career and Community Leaders of America shall be the same as the national association. Emblems shall be uniform in all units of the organization. All members are entitled to wear the emblem. Advisers are entitled to wear the emblem.

3 ARTICLE IV Colors The colors of the FCCLA are red and white. Red symbolized strength, courage, and determination while white symbolizes sincerity of purpose and integrity of action. These are all qualities that help individuals build a better tomorrow. ARTICLE V Flower The flower of the FCCLA is the red rose. It is symbolic of vibrant, glowing health a necessary attribute for happiness and efficiency in home and personal life. It is found in almost every country in the northern hemisphere and is capable of cultivation in every state and territory of America. ARTICLE VI Motto The motto of the Family, Career and Community Leaders of America is Towards New Horizons. The motto expresses the purpose of the organization learning to live better today in order that our lives, and those of our families, will be better. ARTICLE VII Membership The membership in this association shall be: active, associate, or honorary. Active membership Any middle or high school student enrolled in a Family and Consumer Sciences course or previously enrolled shall be eligible for active membership in an organized chapter within the school. Active members shall be eligible to hold office, to make motions, and to vote. Associate membership Upon graduation from high school, any active member shall be entitled to an associate membership. Associate members will not be eligible to hold office, make motions, or to vote.

4 Section 4 Honorary membership Individuals having rendered outstanding service to the Delaware FCCLA shall be eligible for honorary membership in the state organization. Honorary members shall be elected by a majority vote at a meeting of the Delaware State Council. Honorary members have the privilege of attending all meetings of the organization but shall not be eligible to hold office, to make motions, or to vote. Not more than three may be thus honored in any calendar year. ARTICLE VIII Dues National dues The national membership dues for each active member shall be forwarded to the national office by each chapter prior to March 1 st. The amount of the national dues for active members shall be determined by the national office. State dues The annual dues for chapter affiliation shall be determined by the state executive council. - Budget The budget shall be prepared by the State Adviser and approved by the state executive council. ARTICLE IX Officers The officers of the Delaware Association of Family, Career and Community Leaders of America may be: President, First Vice-President, Vice-President for Membership, Vice- President for Communications, Vice-President for Community Service, Secretary, Treasurer, Reporter, and Historian. Additional offices may be added as needed, but shall not exceed 12 officers. Each local FCCLA chapter shall have no more than two state officers. ARTICLE X Duties of Officers President The President shall preside at all meetings of the Delaware Association of FCCLA and over meetings of the State Executive Council. The President shall represent the organization.

5 The President shall, with the guidance of the State Adviser, prepare meeting agendas, appoint all committees, and serve as an ex officio member of these committees. In addition, the president shall be responsible for all reporting to the national office. First Vice-President The First Vice-President shall serve in the President s absence. The First Vice-president will also coordinate all chapter contacts and assignments. This officer will also serve as a chapter liaison Vice-President for Membership The Vice-president for Membership shall develop and implement a plan to increase membership. This officer will also serve as a chapter liaison. Section 4 Vice-President for Communication The Vice-president for Communication shall be responsible for preparation and dissemimation of an FCCLA newsletter as well as all communications with chapters. This officer will also serve as a chapter liaison. Section 5 Vice-President for Community Service The Vice-President for Community Service shall be responsible for coordinating all community service efforts in conjunction with the national project. This officer will also serve as a chapter liaison Section 6 Secretary The Secretary shall me responsible for keeping accurate minutes of all meetings. After approval these minutes should be distributed to all chapter advisors and presidents. The Secretary shall also handle all correspondences for the organization. This officer will also serve as a chapter liaison ARTICLE XI State Officer Qualifications All officer candidates must be members in good standing. Candidates must be in grades nine through eleven. Candidates must be academically eligible, be approved by their chapter advisor and principal, and have parental approval.

6 Section 4 All state officers shall have served as a chapter officer prior to or while becoming a state officer. Section 5 All state officer shall have successfully completed as least one Family and Consumer Sciences course. Enrollment in a Family and Consumer Sciences course while holding office is preferred. ARTICLE XII Procedures for Electing State Officers Candidates must complete the current Officer Candidate Application Form and return it to the State Office by the posted date. Each candidate will be interviewed by a committee composed of an advisor, state adviser, and all graduating officers. The interview will include a speech. Each candidate must successful complete a test of FCCLA knowledge as well as complete a writing samples. Section 4 Each chapter can select two (2) voting delegates. Candidates will present a two-minute speech to the voting delegates. Each candidate must receive a minimum of 75% approval of the voting delegates to assume a seat on the State Executive Council. Section 5 Individual office assignments shall be made by the State Adviser based on candidate request, interview recommendations, test scores, and voting delegate results. ARTICLE XIII Term of Office Each officer shall take office when installed at the State Conference and serve for one-year.

7 Should any state officer, other than the President, resign or be removed from office, the duties of that officer will be divided among the other officers. Should the President resign or be removed from office, the First Vice-President shall assume the duties of president. ARTICLE XIV Parliamentary Authority Robert s Rules of Order, Revised, shall govern the Delaware Association of Family, Career and Community Leaders of America. Article XV Amendments Proposed amendments to the bylaws may be submitted in writing to the State Adviser by any local chapter. The State Adviser will present the proposed changes to the Executive Council. The President will present all proposed amendments for action at the State Conference. The bylaws may be amended by a vote in the affirmative of two-thirds (2/3) of the voting delegates. If approved bylaws amendments take effect immediately. Section 4 Proposed bylaw changes shall be sent to all chapters 45 days prior to the annual spring conference.
