1 Education is not a static process. It evolves with newly discovered best-practices, technology, and innovation in the classroom. As our nation s healthcare system transforms and more services are provided outside the hospital walls, nurses must be educated for these opportunities and challenges. A life-long learning approach is required for nurses to stay current, which includes higher levels of education and continual learning beyond the academic setting. Given the great need for registered nurses (RNs), including Advanced Practice Registered Nurses (APRNs), and nurse faculty in a newly reformed healthcare system, it is crucial to maximize funding for professional nursing education and research. Below are state-specific data that policy makers must consider as they make funding decisions to support America s nursing workforce, nursing science, and the patients they care for. Congress must consider longterm financial planning in these areas not doing so would place the health of our nation in jeopardy. Nursing Education at a Glance, Fall 2014 In 2014, nursing schools in enrolled 18,38 students in Baccalaureate and Graduate programs in nursing and produced,284 graduates across program levels. 1 Baccalaureate and Graduate Nursing Student Diversity by Program Level 1 Baccalaureate Master's PhD DNP All Programs Minority* 1% 31% 29% 34% 2% Men 10% 10% 9% 9% 10% Total 7,18 9, ,13 18,38 Additionally, there were,378 nursing students studying to become APRNs, including,291 Nurse Practitioners, 33 Certified Registered Nurse Anesthetists, 33 Clinical Nurse Specialists, and 21 Certified Nurse-Midwives. 1 Elevating the role of nursing science for healthcare advances is more critical than ever. As the nation works to ensure adequate nursing capacity in high need areas, nurses with research-focused doctorates (PhD) will be essential to creating the evidence that will inform and support contemporary nursing practice, improvements in patient care, and reductions in health disparities. 10 Years of PhD Enrollments 119 ŧ Years of PhD Graduates ŧplease note that the sharp increase in PhD enrollments is due to an online program, headquartered in MN, opening and admitting an inaugural class of 7 students who may or may not be located in. 1

2 Understanding the Faculty Shortage A shortage of faculty is a primary obstacle to expanding the nation s nursing workforce and meeting care demand. In 2014, AACN reported that over a thousand qualified applicants were not offered admission to doctoral (1,844) programs due to a faculty shortage as well as other resource constraints. According to AACN s Survey on Vacant Faculty Positions for Academic Year , most open faculty positions either require (7.%) or prefer (32.1%) doctorally-prepared faculty members. Of the schools surveyed, approximately two-thirds report insufficient funding as one of the biggest obstacles to hiring additional faculty. The problem will exacerbate as many faculty reach retirement age in the next decade. According to AACN's report on Salaries of Instructional and Administrative Nursing Faculty in Baccalaureate and Graduate Programs in Nursing, the average ages of doctorally-prepared nurse faculty holding the ranks of professor, associate professor, and assistant professor were 2, 8, and 1 years, respectively. An increased focus and investment must be placed on educating more doctorally-prepared nurses for faculty positions. 10 Years of Faculty Vacancies Average Age of Nurse Faculty YEARS AACN Member Schools in (By Congressional District) State University Mankato (MN-1) Winona State University (MN-1) Saint Olaf College (MN-2) Crown College (MN-3) Rasmussen College (MN-3) Bethel University of (MN-4) Metropolitan State University (MN-4) Saint Catherine University (MN-4) University of Northwestern-Saint Paul (MN-4) Augsburg College (MN-) Capella University (MN-) School of Business (MN-) Saint Mary s University of (MN-) University of (MN-) Walden University (MN-) College of Saint Benedict/Saint John s University (MN-) Saint Cloud State University (MN-) Bemidji State University (MN-7) Concordia College- (MN-7) State University Moorhead (MN-7) Southwest State University (MN-7) The College of St. Scholastica (MN-8) The American Association of Colleges of Nursing (AACN) represents over 70 schools of nursing offering a mix of baccalaureate, graduate, and post-graduate programs at institutions nationwide. 3 Federal Nursing Funding Facing state budget cuts and the reality of recent economic conditions, our schools and the students they educate depend on federal dollars. In particular, the Nursing Workforce Development programs authorized under Title VIII of the Public Health Service Act (42 U.S.C. 29 et seq.) and the National Institute of Nursing Research (NINR) are essential to nurse workforce stability and health care quality. The Title VIII grants are awarded to colleges and universities within each state and provide financial assistance to both nursing education programs and individual students. For over 0 years, the Title VIII programs have been instrumental in supporting the pipeline of registered nurses, advanced practice registered nurses, and nursing faculty. As one of the 27 Institutes and Centers at the National Institutes of Health, the NINR supports research that examines health and illness across the lifespan and establishes the scientific basis for quality patient care. Through grants, research training, and interdisciplinary collaborations, NINR addresses health promotion and disease prevention, quality of life, health disparities, and endof-life care. NINR also helps train the next generation of nurse researchers, who serve as faculty in America s nursing schools. 10 Years of Funding in 2 TITLE VIII NINR FY200: $1,17,390 FY200: $1,24,27 FY2007: $1,09,33 FY2008: $1,40,2 FY2009: $1,92,21 FY2010: $1,722,11 FY2011: $1,48,01 FY2012: $1,018,02 FY2013: $1,14,041 FY2014: $1,310,30 FY200: $2,444,9 FY200: $3,81,83 FY2007: $2,773,991 FY2008: $2,32,11 FY2009: $4,07,730 FY2010: $2,877,78 FY2011: $1,22,717 FY2012: $1,3,821 FY2013: $1,91,347 FY2014: $1,021,971 Summary of Fiscal Year 2014 NINR Grants by Congressional District Project Title Congressional District Total Grant Funding Feasibility Testing of the Alert for Atrial Fibrillation Program MN-1 $138,03 Child and Parent Food Choices and Purchases: Contributions to Obesity MN- $3,324 Influence of Auditory Stimulation on Anxiety in Weaning from Mechanical Ventilation School Nurse-Directed Secondary Obesity Prevention For Elementary School Children The Personal Health Record for Persons with Dementia and their Family Caregivers MN- $37,824 MN- $19,770 MN- $190,000 Total Grant Funding by Congressional District MN-1: $138,03 MN-: $883,918 3

Medically Underserved Areas/Populations (MUA/Ps) are areas/populations the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA) has designated as facing barriers to accessing health care. There are 110 MUA/Ps in. Health Professional Shortage Areas (HPSAs) are designated as having shortages of primary medical care, dental or mental health providers and may be geographic, population, or facilities (federally qualified health center).
