In all areas SI implements water, sanitation and hygiene (WASH) activities, as well as food security assistance. Efforts aim to meet immediate needs of vulnerable populations and strengthen livelihoods among communities in Somalia. Annual Report 2015 Page 3

4 CONTEXT DESCRIPTION & HUMANITARIAN SITUATION IN 2015 Since 1991, Somalia is mired in Civil War. Decades of violence have weakened the state and jeopardized its control over the land. But since the beginning of the decade, a glimpse of stability can been seen. Indeed, in 2012 the Somali Federal Government (SFG) was established, following the interim mandate of the Transitional Federal government. Furthermore, in 2016 scheduled elections are to be held. This electoral process is placing Somalia at a crossroad for change. Nevertheless, the Federal Government does not have the control over the entire country. Armed groups such as Al-Shabaab are holding positions through the state and imposing their laws. The humanitarian situation in Somalia remains one of the world most complex, characterized by sporadic and unpredictable armed conflicts, protracted displacement and climatic shocks. More than 30 years of civil war have left the country infrastructures benighted. Humanitarian access to some areas is limited in southern and central parts of the country pose an additional challenge. Somalia s food security crisis looms has worsen in 2015, following poor performance of the major rainy season (Gu), shrinking humanitarian assistance and access, increasing malnutrition, conflict and surging food prices. Between February and June 2015, there were an estimated 687,000 people in Somalia in a state of crisis (IPC 3), and in IPC 2. Most of those people were located in the southern and coastal parts of the country. Somali community has been suffering recurring droughts and insecurity. In 2014 security situation in many areas of the country was deteriorating due to on-going military AMISOM offensive, leading to displacement of thousands of families. Additionally two consecutive rainy seasons were very poor, communities did not have resources to recover from crisis. Delivering aid is tremendously difficult in Somalia. Nonetheless, the urgent needs of millions in Somalia make it imperative to fully apply the humanitarian principles and deliver lifesaving assistance and livelihood support for food- and water insecure populations. 5 SYNTHETIC DESCRIPTION OF OUR ACTION/POSITIONNING IN 2015 SOLIDARITES INTERNATIONAL is operating in Somalia since SOLIDARITES INTERNATIONAL implements food security activities, improves access to water, sanitation and hygiene (WASH), and works together with communities to build resilience, targeting the most vulnerable in remote areas. Our teams worked in Galgaduud, Gedo and Lower Juba regions in SI has incorporated flexibility into programs, to allow teams to respond to the most acute needs of communities, especially ones displaced due to conflict. Access to many locations is very difficult and shifts depending on security. However SI makes it a priority to provide humanitarian response to communities not targeted by other agencies. In the coming years mission will focus on improving access for senior and international staff to improve quality of programs. Recurring natural disasters and on-going conflict and insecurity in many parts of Somalia do not give time to communities to relapse and rebuild their capacity. SI has incorporated more disaster preparedness components in new programs. Many of the areas are suffering same disasters each year, which is also a good opportunity for SI team to search for more sustainable, innovative solutions. In 2015 SOLIDARITES INTERNATIONAL was foreseeing further challenges with security, especially in regions bordering with Kenya and in whole southern part of the country. Changing political alliances and movement of AOG/AMISOM had huge impact on shape of humanitarian response and modus operandi in some of the areas. In the coming two years SI mandate in Somalia will remain in WASH and Food Security response. Annual Report 2015 Page 5

8 BEST ACHIEVEMENT 2015 In late 2015, Solidarités International redeployed its actions Somalia, with the opening of the base in Doble. Indeed, since the beginning of the year, our actions in the country have been stopped due to a security incident. This redeployment is a great challenge for our teams in the fields: by being directly present in the country, our actions are gaining in efficiency and proximity with the. PROSPECT FOR 2016 Our teams are willing to be proactive in the creation of consortium that can cover a wide range of needs, thanks to the multiplicity of skills offered by each consortium member. Consortium might therefore be a good leverage for funding opportunities. Prospects for 2016 focus on continuation and stabilisation of ongoing programmes. In terms of innovation, in 2016, the team will focus on, solutions regarding the Somalia-Kenya cross border population movement. Indeed, Somali population that were fleeing the civil war in Somalia in the 90 s settled in several camps in the region of Dadaab. Solidarités International is willing to accompany those people back in their country. The Somali population has faced emergency situations for the last 25 years, through conflict and climate shocks. The mission will therefore also focus on assisting the while developing their resilience. GREATEST CHALLENGE FOR 2016 SI is fully deployed in the field in Somalia. However, most of the coordinators cannot be permanently based in Somalia, mainly for security reasons. The SI team reviewed recently all the procedures to make sure SI can operate safely in Somalia. In 2016 the team will fully implement the new remote procedures. Annual Report 2015 Page 8
